Announcement of the Rules of the 19th Huynh Thuc Khang Journalism Award (2024)

A - ABOUT THE HUYNH THUC KHANG JOURNALIST AWARD

I. AWARD PARTICIPANTS

1. Being a Vietnamese citizen whose journalistic works about the land and people of Quang Nam are published and broadcast on mass media nationwide.

2. Members of the Organizing Committee, Jury, and Secretariat are not allowed to participate in the competition.

3. The authors and groups of authors participating in the Award do not violate the Code of Professional Ethics of Vietnamese Journalists, the Press Law and other relevant regulations.

II. STRUCTURE, QUANTITY AND BONUS

1. Prize structure

a) Print newspapers have 2 types of awards, including:

- Journalism Award (including genres: Reportage, notes, memoirs, memoirs).

- Solve reflection, report, quick note, interview, investigation, investigative report, commentary, essay, editorial.

b) Television has 2 types of awards, including :

- Award for long reportage and documentary.

- Short reportage, online discussion.

c) Spoken newspapers have 01 type of award for the following categories: Reflective articles, live radio programs, reports, snapshots, reports, investigations.

d) Electronic newspapers have 01 type of award for the following categories: Multimedia reflection article (integrating written newspaper, photos, video or audio), graphic work (infographic, videograpic), electronic magazine (e-magazine, long-form).

d) Press photography has 01 type of award for the categories of single photo, photo reportage, and photo series.

2. Number of awards

a) Printed newspapers: Each type of award includes a maximum of 01 First prize, 02 Second prizes, 03 Third prizes and 05 Consolation prizes.

b) Television: Each award type includes a maximum of 01 First prize, 02 Second prizes, 03 Third prizes and 03 Consolation prizes.

c) Spoken newspaper: The maximum prize structure includes 01 First prize, 01 Second prize, 01 Third prize and 03 Consolation prizes.

d) Electronic newspaper: The maximum prize structure includes 01 First prize, 02 Second prizes, 02 Third prizes and 03 Consolation prizes.

d) Press photos: The maximum prize structure includes 01 First prize, 01 Second prize, 01 Third prize and 03 consolation prizes.

3. Bonus

- First Prize: 15,000,000 VND

- Second Prize: 10,000,000 VND

- Third Prize: 8,000,000 VND

- Consolation Prize: 4,000,000 VND

III. REGULATIONS ON WORKS ENTRANCED FOR THE AWARD

1. Content

- These are journalistic works reflecting the land and people of Quang Nam that have been used in mass media nationwide (printed newspapers, radio, television, photo newspapers, electronic newspapers licensed by the Ministry of Information and Communications), in the period from March 24, 2024 (anniversary of Quang Nam Province Liberation Day) to March 23, 2025. Works published or broadcast in installments, if the first installments are used before March 24, 2024 and have not participated in the 18th Huynh Thuc Khang Press Award of Quang Nam Province (2023-2024), will be combined into the following installments (published from March 24, 2024) to form a complete work participating in the 19th Huynh Thuc Khang Press Award of Quang Nam Province (2024-2025).

- Information is accurate, honest, objective, deeply humane and in accordance with the nation's traditions and customs.

- In accordance with major orientations on the Party's policies, the State's policies and laws and those of Quang Nam province.

- Highly orienting and persuasive; has a positive impact on social progress.

- Prioritize consideration and awarding of outstanding press works on Party building; studying and following Ho Chi Minh's ideology, morality and style; administrative reform, e-government building, digital transformation, improving the investment environment; implementation of strategic breakthrough tasks in the spirit of the Resolution of the 22nd Quang Nam Provincial Party Congress; vision and orientation for Quang Nam development planning; sustainable poverty reduction and mountainous development.

- Works praising advanced models and new factors must be confirmed by local authorities or workplace leaders (reflected in press works) and have no complaints from related groups or individuals.

- Works mentioning negative incidents must be concluded to be true by competent authorities, or must be acknowledged and corrected by organizations or individuals who have committed violations.

- Works dealing with specialized fields of natural sciences and social sciences that still have different opinions must be appraised by competent specialized agencies.

- The work meets the requirements on form of expression according to the regulations of the Award. Works with unique and creative methods of expression are encouraged.

2. Form of expression of the work

a) For printed and spoken press works

- Each work is an article or a series of articles with the same title (no more than 05 issues) by the same author (or group of authors with the same name), about the same event, the same topic. Do not consider series of articles compiled from independent articles by individual authors at different times of publication, without a series name.

- For press works (spoken press) with sound, the sound must be clear, the characters' voices, sounds, music, must be of guaranteed quality, attractive and the longest work must not exceed 60 minutes. In case the work submitted for the award is a live radio program, the length must not exceed 90 minutes.

b) For electronic newspaper works

- The work must be in the style of an online newspaper, no longer than 1,500 words for articles, and must be multimedia (each work integrates at least 3 types of journalism: written journalism, photos, graphics, video, audio).

- Infographic and videographic works need to have good content and beautiful, impressive appearance.

- E-magazine and longform works are not limited in number of words, but must include at least 3 types of journalism.

c) For visual works

- Each work must be a news article (or a series of articles) about a topic, an event or an object, broadcast in one or more installments.

- Demonstrate the characteristics of visual journalism as moving images; images must meet quality requirements; the longest work must not exceed 60 minutes.

d) For press photos

- Photojournalistic works are presented in color or black and white.

- For photo series or photo reportage, only select each photo series or photo reportage with no more than 10 photos, published in the same issue or at the same time of publication (for electronic newspapers).

- Collage, computer-processed photos, and landscape photos are not considered.

3. Regulations on works participating in the competition

- The works participating in the award have no complaints about content or copyright disputes at the time of award consideration.

- Works that mention negative incidents must be concluded to be true by competent authorities, or must have been acknowledged and corrected by organizations or individuals who committed violations.

- Works dealing with specialized fields of natural sciences and social sciences that still have different opinions must be appraised by competent specialized agencies.

- Works praising advanced models and new factors must be confirmed by local authorities or workplace leaders (reflected in press works) and have no complaints from related groups or individuals.

- Each author can submit no more than 05 works in each type of journalism.

IV. HOW TO PREPARE AWARD APPLICATIONS

- All entries must clearly state: (According to the form) Full name of the author (including birth name and pen name if any), title of the work, press genre, unit, address, telephone number of the author; date, month, year of publication in newspaper, magazine or broadcast of the work. Applications that do not comply with the regulations will be disqualified. The Organizing Committee will not resolve complaints or requests to change or add the author's name to the winning work.

- For written and electronic newspaper works, the original must be printed or photocopied from the printed or electronic newspaper, but must be clean, beautiful and clear. If the work has small or odd continuations, the continuation must be cut and pasted onto A4 or A3 white paper and the page number of the continuation must be clearly marked. Works written in foreign languages ​​must have a Vietnamese translation. Works written in ethnic minority languages ​​must have a Vietnamese translation.

- For radio works, data must be recorded in MP3 format files on USB (CDs and DVDs are not accepted), the USB label and file must provide full information on the name of the unit, name of the work, author, type, genre, duration and broadcast time; accompanied by the text of the lyrics of the work. If it is in an ethnic minority language, there must be a translation into the common language.

- For visual works, data must be recorded in MP4 format files on USB (CDs and DVDs are not accepted), the USB label and file must provide full information on the name of the unit, name of the work, author, type, genre, duration and broadcast time; accompanied by the text of the work's lyrics. If it is in an ethnic minority language, there must be a translation into the common language.

- For press photos: Along with photos published in newspapers, magazines, etc., must be accompanied by enlarged photos on photo paper measuring 18cm x 24cm (single photos) and 12cm x 18cm (for photos in groups or photo reports).

- Works considered to be in violation (disqualified) are works that do not meet the regulations stated in these Rules.

B- ABOUT SPECIALIZED JOURNALIST AWARDS

Within the framework of the Huynh Thuc Khang Journalism Award 2025, the Quang Nam Journalists Association coordinated with the Provincial Vietnam Fatherland Front Committee, the Department of Science and Technology, the Quang Nam Forest Protection and Development Fund; the Provincial Creative Startup Support Executive Board to launch and implement the 2025 thematic journalism awards. Specifically as follows:

II. PRESS AWARD FOR GREAT UNITY

1. Award participants

1.1. The author is a Vietnamese citizen whose journalistic work meets the theme of the Award "For the cause of great national unity" in Quang Nam province, published and broadcast on domestic mass media licensed by the Ministry of Information and Communications.

1.2. Members of the Organizing Committee, Jury, and Secretariat are not allowed to participate in the competition.

1.3. Authors and groups of authors participating in the contest must not violate the Code of Ethics for Vietnamese Journalists, the Press Law and other relevant regulations.

2. Structure, quantity and bonus

- The Press Award for the Cause of National Unity will consider and reward the 5 best press works in the categories of print, visual, audio and electronic newspapers, with the following award structure and cash prizes:

+ 01 First prize: 10,000,000 VND/prize;

+ 02 Second prizes: 6,000,000 VND/prize;

+ 02 Third prizes: 4,000,000 VND/prize.

- Authors and groups of authors whose works win the award will receive a Certificate of Award, along with a bonus according to the rules. In addition, the Vietnam Fatherland Front Committee of Quang Nam province will consider awarding Certificates of Merit to the province's press agencies that actively participate and submit many works for the award.

3. Award content theme :

- Propaganda on the results of innovation in the content and methods of operation of the Vietnam Fatherland Front at all levels for the 2019-2024 term: propaganda, mobilization, gathering, and solidarity of people of all walks of life in the province; results of implementing democracy, representing, and protecting the legitimate and legal rights and interests of the people; strengthening and improving the quality and effectiveness of social supervision and criticism, participating in Party building and government building.

- Propaganda for the Traditional Day of the Vietnam Fatherland Front (November 18) and the National Great Unity Day in residential areas in Quang Nam province.

- Propagating the results of the campaigns "All people unite to build new rural areas and civilized urban areas"; "Vietnamese people prioritize using Vietnamese goods"; the emulation movement "Creative solidarity"; "Quang Nam joins hands for the poor - No one is left behind"; "All people participate in protecting the environment and responding to climate change"; relief activities for natural disasters and serious incidents; the movement of all people participating in firmly protecting national territorial sovereignty.

- Propaganda about the organization and activities of members of the Vietnam Fatherland Front; about the role and contribution of associations in building and consolidating the great national unity bloc.

- Reflecting the sentiments, aspirations and good deeds of intellectuals, religious dignitaries, representatives of ethnic groups, Quang Nam expatriates abroad and Quang Nam compatriots in the country... making practical contributions to the great national unity bloc and the construction and development of Quang Nam.

4. Deadline for posting and publishing works to participate in the award:

II. PRESS AWARD FOR ADMINISTRATIVE REFORM AND DIGITAL TRANSFORMATION

1. Award participants

1.1. Being a Vietnamese citizen with press works promoting administrative reform and digital transformation in Quang Nam that are published and broadcast on mass media nationwide licensed by the Ministry of Information and Communications and electronic information pages, electronic information portals, and newsletters of departments, branches, sectors, and localities in Quang Nam province licensed to operate by the Department of Information and Communications of Quang Nam.

1.2. Members of the Organizing Committee, Jury, and Secretariat are not allowed to participate in the competition.

1.3. Authors and groups of authors participating in the Award must not violate the Code of Ethics for Vietnamese Journalists, the Press Law and other relevant regulations.

2. Structure, quantity and bonus

- The Press and Propaganda Award on Administrative Reform and Digital Transformation will consider and reward the 5 best press works in the categories of print, television, radio and electronic newspapers promoting Administrative Reform and Digital Transformation in Quang Nam province.

- Authors and groups of authors whose works win awards will receive a Certificate from the Director of the Department of Information and Communications of Quang Nam along with a bonus of 8,000,000 VND/work .

3. Award content theme

The works participating in the Journalism Award on Administrative Reform and Digital Transformation have propaganda topics, reflecting in-depth on the administrative reform and digital transformation work of Quang Nam; focusing on the following main topics:

- Propagating, disseminating and thoroughly understanding the Party's viewpoints and policies, the State's policies and laws and those of Quang Nam province on administrative reform; especially propagating the Government's Administrative Reform Program for the period 2021 - 2030, Quang Nam's Administrative Reform Plan for the period 2021 - 2025; Action Program to implement Resolution No. 16-NQ/TU, dated October 14, 2021 of the Provincial Party Committee on promoting administrative reform in the province for the period 2021 - 2025, with a vision to 2030 and implementation results.

- Propagating and disseminating the content of the plan and specific tasks in implementing state administrative reforms such as: Institutional reform, administrative procedure reform, reform of state administrative apparatus, reform of civil service regime, public finance reform, building and developing e-Government, digital Government, direction and administration of administrative reforms at all levels.

- Disseminate the results of the annual Administrative Reform Index ranking of the province; administrative reform results of departments, branches and localities; survey results of satisfaction levels of organizations and individuals with the services of state administrative agencies.

- Disseminate regulations on rights, obligations, responsibilities, and ethics of cadres, civil servants, and public employees in performing public duties, associated with discipline and administrative discipline, especially codes of conduct, communication culture, style, and service attitude in handling matters related to the people.

- Disseminate the set of administrative procedures under the authority of settlement from provincial to communal level that have been standardized and announced by the Provincial People's Committee.

- Propaganda and guidance on using the Provincial Public Service Portal to look up information and submit administrative procedures online.

- Promote the digitalization of administrative procedure settlement results, certify electronic copies from originals, and return electronic settlement results according to regulations.

- Reflect and commend good and effective models and initiatives; typical collectives and individuals in implementing administrative reform and digital transformation at agencies, units and localities in the province.

V. PRESS AWARD FOR PROPAGANDA ON POLICY ON PAYMENT FOR FOREST ENVIRONMENTAL SERVICES AND FOREST PROTECTION WORK OF QUANG NAM PROVINCE

1. Award participants

1.1. Being a Vietnamese citizen with press works promoting the policy of payment for forest environmental services and forest protection work of Quang Nam, published and broadcast on mass media nationwide licensed by the Ministry of Information and Communications and electronic information pages, electronic information portals, and newsletters of departments, branches, sectors, and localities in Quang Nam province licensed to operate by the Department of Information and Communications of Quang Nam.

1.2. Members of the Organizing Committee, Jury, and Secretariat are not allowed to participate in the competition.

1.3. Authors and groups of authors participating in the Award must not violate the Code of Ethics for Vietnamese Journalists, the Press Law and other relevant regulations.

2. Structure, quantity and bonus

- The Press and Propaganda Award on Forest Environmental Service Payment Policy and Forest Protection will consider and reward the 5 best press works in print, television, radio and electronic media promoting the policy and implementation of forest environmental service payment policy and forest protection work in Quang Nam province.

- Authors and groups of authors whose works win the award will receive a Certificate from the Director of the Forest Protection and Development Fund of Quang Nam province, along with a bonus of 7,000,000 VND/work .

3. Award content theme

The press works participating in the Propaganda Award on Forest Environmental Services Payment Policy and Forest Protection have topics that reflect in-depth the following areas:

- Propagating the purpose, meaning, content, and positive effects of the forest environmental service payment policy on the protection and development of forest capital, forest economy, and socio-economy of mountainous districts.

- Propagating the activities of the Forest Protection and Development Fund of Quang Nam province; especially the implementation of the policy on payment for forest environmental services, contributing practically to creating jobs and stable income for people in mountainous areas; thereby raising people's awareness of forest protection and actively participating in forest protection.

- Propaganda of forest protection work of functional forces.

- Introduce and replicate typical models and examples of collectives and individuals in forest protection and forest economic development.

VI. PRESS AWARD FOR PROPAGANDA ON ENTREPRENEURSHIP AND INNOVATION

1. Award participants

1.1. Being a Vietnamese citizen whose press works promoting Startups - Innovation in Quang Nam province have been published and broadcast on mass media nationwide and are licensed to operate by the Ministry of Information and Communications.

1.3. Authors and groups of authors participating in the Award must not violate the Code of Ethics for Vietnamese Journalists, the Press Law and other relevant regulations.

2. Structure, quantity and bonus

- The 2024 Quang Nam Province Startup - Innovation Journalism Award will consider and award the 5 best press works in the categories of print, visual and electronic newspapers promoting Startup - Innovation that meet the content and form of the works submitted for the award.

- Authors and groups of authors whose works win awards will receive a Certificate from the Provincial Creative Startup Support Executive Board along with a bonus of VND 8,000,000/work .

3. Award content theme

- Inform and propagate support mechanisms and policies, build a startup and innovation ecosystem in the province.

- Information and propaganda on activities of "National Startup Year - Quang Nam 2023"; TechFest Quang Nam 2023.

- Inform, propagate, and introduce typical startup models and projects; ranked OCOP products; typical, quality rural agricultural products with the ability to widely access domestic and foreign markets.

4. Deadline for posting and publishing works to participate in the award:

C. DEADLINE AND PLACE TO RECEIVE WORKS ENTRANCED IN THE HUYNH THUC KHANG PRESS AWARD AND SPECIALIZED PRESS AWARDS IN 2025.

I- DEADLINE FOR RECEIVING WORKS

From the date of publication of the Rules until May 2 , 2025 according to the postmark.

II- PLACE TO RECEIVE WORKS

- Authors and groups of authors working at provincial press agencies send their entries to the Secretariat of the Journalists' Association of their agency or unit. The Secretariat is responsible for selecting entries and making a list of entries, and sending the entry documents to the Office of the Provincial Journalists' Association.

- Authors and groups of authors who are not on the payroll of provincial press agencies should send their entries directly to the Office of the Provincial Journalists Association.

III- SUMMARY AND AWARD AWARDING : On the occasion of the 100th anniversary of Vietnam Revolutionary Press Day June 21 (1925-2025).

D. REWARD CONSIDERATION METHOD

- The Organizing Committee of the Award decides to establish a Jury to select and propose awards. The final decision on awarding is under the authority of the Organizing Committee of the Award. For thematic press awards, the decision on awarding is under the authority of the Heads of relevant agencies, units and localities.

- The Jury decides to establish specialized Jury Subcommittees for each type of journalism and promulgates the Evaluation and Scoring Formulation as a basis for selection and award proposals. Works proposed for award recognition must be agreed upon by at least 2/3 of the Jury members.

- The Award results are announced publicly on mass media./.
