"The State and the People together" build cultural houses
As one of the bright spots in innovation in management methods and activities of Cultural Houses, Phuc Ung commune (Son Duong district) has had many creative ways to attract and encourage people to support the construction of cultural houses in villages and hamlets and actively participate in activities at cultural houses, contributing to improving people's spiritual life.
In 2023, Phuc Ung commune completed the renovation of 9 village cultural houses, each cultural house was supported by the State with 300 million VND from the National Target Program (MTQG) for socio-economic development in ethnic minority and mountainous areas (MT&MN), the rest was contributed by the people. Each cultural house after completion and put into use has an investment value of 500 to 700 million VND, in some villages, people actively contributed to build cultural houses worth over 1 billion VND. Up to now, 21/21 villages in the commune have spacious cultural houses, ensuring the community living needs of the people.
On December 21, 2021, the People's Council of Tuyen Quang province issued Resolution No. 88/NQ-HDND approving the Project on building cultural houses in villages and residential groups associated with sports grounds and campuses in Tuyen Quang province, period 2021-2025. The implementation of the Project in conjunction with the National Target Programs has brought about many positive results, contributing to improving the quality of the Movement "All people unite to build a cultural life", meeting the needs of cultural enjoyment and sports activities, especially for people in rural areas, ethnic minority and mountainous areas, contributing to gradually narrowing the gap in cultural enjoyment between regions in the district.
Responding to the National Target Program on building a district that meets new rural standards (NTM) by 2025, and understanding the role and significance of community cultural houses, with the motto "The State and the people work together", Son Duong district has flexibly applied local capital sources with the integration of National Target Programs and socialization to mobilize resources from the people; support from local enterprises...
Thanks to that, many cultural houses have been quickly built, spacious and clean, contributing to changing the appearance of the village; people are excited to enjoy the benefits, the cultural and artistic movements, sports, and traditional festivals are continuing to be preserved and promoted. In 2024, the district will continue to allocate nearly 5 billion VND in capital to build new and complete cultural house projects deployed from 2023.
Ms. Ha Thi Thuy Dieu, Deputy Head of the Department of Culture and Information of Son Duong district, said that currently, the district's cultural institution system includes: 01 District Cultural, Communication and Sports Center; 30 communes and towns have cultural houses; 400 villages and residential groups have cultural houses (of which 277 village and residential group cultural houses meet the standards prescribed by the Ministry of Culture, Sports and Tourism); 611 sports fields and simple sports training and competition houses, basically meeting the cultural, artistic and sports needs of the people in the area.
Each village and hamlet is a vivid, visual testament to rural cultural identity. That cultural identity is preserved thanks to cultural institutions that are used for the right function and purpose, Ms. Diu emphasized.
Traditional culture is preserved and promoted
In recent years, increasing resources for the development of culture, sports and tourism in Son Duong district has been paid attention to and focused on. In Son Duong, up to now, the Ministry of Culture, Sports and Tourism has issued a Decision to recognize Soong Co singing of the San Diu ethnic group, Sinh Ca singing of the Cao Lan people (San Chay ethnic group), the art of decorating traditional costumes of the Red Dao people, Tho Vuc communal house festival in Hong Lac commune, Dai Phan ceremony of the San Diu people, and Hong Thai communal house festival in Tan Trao commune as national intangible cultural heritage.
The restoration of traditional festivals is focused on; restoration and embellishment of historical relics, organization of training courses,... from the capital sources of the National Target Program, especially the project to preserve and promote the fine traditional cultural values of ethnic minorities associated with tourism development under the National Target Program on socio-economic development of ethnic minority areas.
In the district, there are many artisans who have made many contributions, consulted for the district and directly taught the language, folk songs and dances of ethnic minorities to the younger generation. Up to now, 03 artisans have been awarded the title of People's Artist and Meritorious Artist in the field of folk performance by the President.
The district has 47 cultural and artistic clubs. In 2023-2024, the district Department of Culture and Information supported the construction of 06 folk culture clubs in communes (Tan Trao, Trung Yen, Tan Thanh, Dong Tho, Ninh Lai, Dai Phu) under Project 6 "Preserving and promoting the fine traditional cultural values of ethnic minorities associated with tourism development" under the National Target Program on socio-economic development of ethnic minority and mountainous areas.
The development of culture, information, sports and tourism in the ethnic minority areas in Son Duong has received attention from the Party committees and authorities at all levels. Up to now, the application of information technology to serve the people has been promoted; a number of businesses have been attracted to invest in tourism development projects in the area; tourism products have been invested in and developed, gradually forming typical tourism products of the district; information and propaganda activities, culture, arts, sports and physical training in the area are regularly maintained with increasingly diverse, rich and in-depth activities.
With synchronous and effective solutions, tourists coming to Son Duong account for nearly 50% of the total number of tourists in the province. Social revenue from tourism activities in the district annually reaches over 1,000 billion VND. In 3 years, from 2021 to 2023, Son Duong district has attracted about 2,463,200 visitors, with social revenue from tourism of 2,517.8 billion VND.
