The spillways on the main roads leading to the mountainous commune of My Thanh, Ham Thuan Nam district, are always flooded during heavy rains. The people as well as the authorities of My Thanh hope that a bridge or larger drainage culvert will soon be built to replace the dams, creating conditions to serve the socio-economic development needs of the mountainous commune.
In the highland communes, there are often many streams, bridges, culverts or spillways for drainage. In addition to bridges and culverts, spillways are often built with the purpose of meeting the need for rapid drainage during the rainy season and at the same time meeting the travel needs of the people. However, during the rainy season, water from upstream flows down, the spillway is submerged in the fast-flowing water, this is a dangerous "trap" for people and vehicles every time they pass through here.
In My Thanh, Ham Thuan Nam district, there are 4 spillways located on the "backbone" road leading to the commune center. During stormy days, especially prolonged heavy rain, people and commune authorities are stuck, unable to go or stay. "During stormy days, no matter where you go, you have to worry about getting home before the water from the source floods the spillways. The worst thing is the sudden heavy rain in the afternoon. Yesterday, when the spillways could not be filled in time, we had to leave our vehicles and farming tools in the fields, climb the mountain or find a shortcut to get home or stay in the fields overnight," said Mr. Tran Van Kho and many other people in My Thanh commune.
Along with that, civil servants and teachers from the lowlands who come to work in the commune are no exception. There are nights when heavy rain lasts until morning, they drive from home to the commune, on the way they see the dam flooded with rushing water, they have to wait for the water to recede before daring to cross the dam. The clearest evidence is that in the past few days, due to the impact of storm Saola, heavy rain lasted until the afternoon of August 31, causing many civil servants and teachers working in the commune to be stranded and unable to return home as early as expected.
Secretary of the My Thanh Commune Party Committee Hoang Ngoc Tuong - living in Thuan Nam town said: The distance from home to the office is 46 km, including sections without street lights, "potholes", deserted mountains and forests, difficult to travel. That day I got home around 20:30.
Other cadres and teachers of My Thanh primary and kindergarten are preparing schools and classrooms to welcome the new school year in the same way. That shows that it will be very inconvenient for students to go to school and difficult to transport agricultural products. Faced with this situation, people have made many recommendations to the relevant agencies, especially during meetings with voters. Typically, at the meeting with voters of the Provincial People's Council and District People's Council for the 2021-2026 term, people made a recommendation: Currently, My Thanh commune has 4 spillways. During the rainy season, the water from the source flows down, the spillways are submerged in the rushing water, affecting people's travel as well as the education of children in the commune. It is requested that the relevant agencies pay attention to building bridges soon to make it convenient for people to travel.
Party Secretary Hoang Ngoc Tuong said that My Thanh is one of the poor communes, with 283 households/971 people, mainly Rai ethnic people. The rate of poor and near-poor households is still high, with 200 households, accounting for more than 70% of households in the commune. In recent years, the need for investment in infrastructure, housing, and economic development of the locality has increased, but the transportation and trade of agricultural products, essential goods... in and out of the commune as well as the travel of people have encountered many difficulties, especially in the rainy season. Due to traffic congestion, the dams are flooded with rushing water and cannot be passed. We also hope that the province and district will pay attention to investing in building bridges or larger drainage culverts to facilitate people's travel and develop the socio-economic development of the commune.
