The embankment is close to the river and has a very high embankment. It is known that the right bank of the Chu River through Thieu Hoa District is more than 20.6km long, of which the section through Tan Chau Commune is nearly 4km long. The embankment is responsible for protecting the communes on the right bank of Thieu Hoa, Quang Xuong districts and Thanh Hoa City with a protected population of over 1 million people and a protected land area of over 100,000 hectares.

According to observations, Phu Van embankment has many seriously damaged and eroded spots. Specifically, most of the stone foot protection tombs have been eroded, lost their feet, and their stems have been washed away; currently, many sections of the foot of the embankment have collapsed vertically, making them very dangerous. The stone-paved embankment roof has been peeled off, especially because the stone foot protection tombs are damaged, so the embankment roof tends to slide (most clearly seen at the top of the embankment), the roof is broken in many places; the reinforced concrete beam frame system is cracked and broken in many places. The soil roof adjacent to the top of the embankment and the dike surface has not been reinforced, this roof has a very steep slope, currently there are many places showing signs of sliding, broken roof...

Mr. Vu Dinh Dung, Chairman of Tan Chau Commune People's Committee, said: The right dike section of Chu River from K45+240 - K45+708 has been built with a protective embankment (Phu Van embankment). However, this embankment was built in 1999, the structure of the embankment is dry rubble. After 26 years of use, experiencing many rains, storms, and floods, Phu Van embankment has suffered serious damage. In particular, the impact of the floods caused by storm No. 3 and storm No. 4 in 2024, the damage is increasingly rapid, complicated, and dangerous, directly threatening the safety of the dike, the lives and property of the people and the State in the protected area. Of which, more than 800/1,823 households, 3,000/8,000 people of Tan Chau commune are directly affected. The locality hopes that all levels and functional sectors will soon pay attention to investing in preventing landslides on the dike line through the commune to ensure the lives and property of the people and the State in the dike area are protected.

The expectation of the local government and people of Tan Chau commune (Thieu Hoa) is legitimate. It is thought that, in order to ensure stability and safety for the dike section through the commune and the entire right dike of Chu river in general, at the same time prevent landslides, enhance flood resistance and ensure long-term safety and stability, it is necessary to invest in urgent treatment to prevent landslides and protect the right dike of Chu river from K45+240 - K45+708 in Tan Chau commune. It is recommended that the province and relevant sectors and units promptly allocate funds to thoroughly handle the damage to Phu Van embankment, especially when the flood season in the province is approaching.
