The housing project for workers in Hoa Hiep Nam ward (Lien Chieu district) started in October 2009. However, after many years of unfinished construction, in 2012, the City People's Committee decided to change the investment purpose from the housing project for workers to the student dormitory area through the use of government bond capital with the name of the concentrated student dormitory area project in the west of the city.
On December 9, 2021, the Prime Minister issued Document No. 1692/TTg-CN on evaluating the effectiveness and investment results of student housing development projects using government bond capital in the period 2009-2015. In particular, the Prime Minister commented that for projects under construction or expected to change their intended use, localities should review and assess that there is no longer a need to use dormitories or the need for student housing is low. In case it is impossible to mobilize capital to complete all the items that have been started in the project, the investor is required to report to the Provincial People's Committee, based on the specific situation, propose a handling plan to report to the Prime Minister for consideration and decision.
Therefore, on November 30, 2021, the City People's Committee issued Document No. 8059/UBND-SXD on the proposal to convert the function of the concentrated dormitory area in the west of the city and the concentrated dormitory area in the west of the city - expanded to workers' housing.
Mr. Nguyen Hong Thanh, Deputy Director of the Da Nang Civil, Industrial and Technical Infrastructure Construction Investment Project Management Board (project management unit) said that up to now, the project has completed the construction of 5 7-storey buildings (600 rooms), 2 5-storey buildings (128 rooms), 1 3-storey student center, technical infrastructure and completed the foundation of 1 5-storey building; the permanent house, 2 garages, football field, badminton court and related technical infrastructure have not been deployed, corresponding to an area of about 2.4 hectares. "Currently, the Management Board is repairing damaged items due to the process of the workers' housing area being requisitioned as a field hospital for Covid-19 prevention in the past," Mr. Thanh said.
Faced with this situation, the City People's Committee has assigned relevant departments, agencies and sectors to develop a plan to convert the workers' housing area into social housing. According to the Department of Construction, in order to put the project into operation soon, the department requested the Management Board of Investment Projects for Construction of Civil, Industrial and Technical Infrastructure Works in Da Nang and relevant units to urgently complete the documents and procedures for converting the project's function according to the direction of the Prime Minister in Official Dispatch No. 7249/VPCP-CN dated September 21, 2023.
The Department of Construction has requested the Management Board of Investment Projects for Construction of Civil, Industrial and Technical Infrastructure Works in Da Nang to develop a plan to adjust the design and convert two worker housing areas into social housing apartments. This plan will be reported to the City People's Committee for consideration and submitted to the competent authority for decision before implementing the next procedures. Regarding this issue, Mr. Nguyen Hong Thanh said that the management board has coordinated with the design consultant unit, proposed 4 project adjustment plans and sent them to the Department of Construction for appraisal and reporting to the City People's Committee.
Mr. Huynh Anh Vu, Vice Chairman of Lien Chieu District People's Committee, commented that this is a correct policy, suitable for the need to rent affordable housing of many workers and emphasized the need for solutions to speed up the repair and completion of the remaining items, and at the same time requested relevant agencies to have plans to effectively exploit the project, avoid waste and promptly meet the housing needs of the people.
