On the afternoon of September 28, the Central Organizing Committee held an online conference to evaluate the results of Party building work in the third quarter and deploy tasks for the fourth quarter of 2023.

In the third quarter of 2023, the entire Party Organization and Construction sector closely followed the executive documents, actively implemented and basically completed the assigned tasks according to the work program and plan.

The whole sector has completed a number of important projects and tasks on organization, cadres and party members according to the working program of the Politburo and the Secretariat; in which, advising the Politburo to issue Plan No. 17-KH/TW, dated July 7, 2023 on planning the Party Central Committee, the Politburo, and the Secretariat for the 2026-2031 term and actively advising on the implementation of contents serving the planning of the 14th Central Committee; advising the Politburo to issue Regulation No. 114-QD/TW on controlling power and preventing and combating corruption and negativity in personnel work; advising the Secretariat to issue Regulation No. 113-QD/TW on piloting the delegation of power at the grassroots level to grassroots party committees where the direct superior level is not a provincial party committee, a municipal party committee, or a party committee directly under the Central Committee, in order to contribute to removing obstacles and shortcomings in the party organization model.

Implement well the training and development of cadres, especially strategic cadres. Pay attention to effectively implementing solutions for party development in the spirit of Resolution No. 21-NQ/TW. Focus on inspection and supervision of party building organization.

Regularly innovate methods, styles, procedures, and working styles of cadres and party members, and have many effective ways to advise on Party building and organization work. Timely exchange and answer questions to help resolve difficulties, obstacles, and make recommendations and proposals from Party committees and organizations at all levels.

Discussing at the conference, delegates assessed the achieved results, analyzed the shortcomings and limitations in the implementation of tasks and proposed key solutions and tasks in the fourth quarter of 2023.

In the third quarter, the Party Organization and Construction Department of Ha Tinh closely followed the work program of the Central Organization Committee and Party Committees at all levels, focusing on implementing the goals and tasks set out by the Resolutions of the Party Congresses at all levels, ensuring the key tasks of the quarter were timely and effective. Regular tasks were effectively implemented from the work of building and consolidating the Party organization, developing Party members; the work of organizing the apparatus and cadres; the work of protecting internal politics; the work of training, fostering, and caring for cadre policies to the political tasks of the province.

In the third quarter of 2023, the Ha Tinh Provincial Party Committee admitted 625 new party members, of which 255 were students (accounting for 40.8%), 4 were religious, 6 were ethnic minorities; 15 new grassroots party organizations were established in various types of enterprises.

Speaking from Ha Tinh, Standing Deputy Secretary of the Provincial Party Committee Tran The Dung emphasized the outstanding tasks that Ha Tinh has effectively carried out since the beginning of the year, such as: implementing regulations on Party building and organization work according to the Central's guiding documents; organizing a vote of confidence; organizational work, payroll management and personnel work... In particular, Ha Tinh has advised on opening training courses to update knowledge for more than 600 cadres under the management of the Standing Committee of the district, city and town Party Committees; coordinating with the Ho Chi Minh National Academy of Politics to open training courses to update knowledge for comrades of the Provincial Party Committee and cadres planned to be members of the Provincial Party Committee for the 2020-2025 and 2025-2030 terms...

The Standing Deputy Secretary of the Provincial Party Committee also requested the Central Organizing Committee to promptly advise on the issuance of a decision on staffing in 2024; consider transferring staffing from local government officials who have been assigned to public employees performing veterinary duties to reorganize the system of specialized management agencies to ensure compliance with regulations; for regulations and draft documents of the Central Government that have been organized to collect comments, make amendments and supplements, they need to be issued soon for implementation.

Concluding the conference, Comrade Mai Van Chinh - Deputy Head of the Central Organizing Committee highly appreciated the enthusiastic and responsible opinions of the delegates at the conference. Regarding the recommendations and proposals of localities and units, the Organizing Committee will synthesize and consider solutions suitable to the requirements and practical situation.

The Deputy Head of the Standing Committee of the Central Organizing Committee requested localities to focus on completing the 2023 work program in conjunction with effectively implementing the resolutions and conclusions of the 13th Central Executive Committee on Party building and organization work; concretizing and deploying assigned tasks according to the new regulations and instructions of the Central Committee in accordance with the characteristics and practical situation; actively participating in giving opinions to complete projects and tasks on Party building and organization work.

The Party Committees at all levels continue to advise on the organization and arrangement of the apparatus in the political system to be streamlined, operate effectively and efficiently, and reduce staff. Focus on researching and completing projects on personnel work; complete the vote of confidence for cadres holding leadership and management positions in agencies and units according to regulations.

Promptly grasp, concretize and implement new regulations and instructions of the Central Committee; strengthen exchanges and professional and technical guidance on Party building and organization work, ensuring synchronization and unity in the political system.
