With a democratic, frank and responsible spirit, at the discussion session in the hall, delegate Le Cong Binh, Provincial People's Council Delegation Group No. 12 raised the issue: Forecasting in the last 6 months of 2024, there will be room for growth from the energy, tourism, and industrial sectors, especially some key industrial sectors facing difficulties and slow recovery due to the impact of the world economy. Requesting relevant levels and sectors to clarify the basis, room factors, growth scenarios, and key and core solutions to achieve the growth rate target for 2024, towards the target for the entire period of 2021-2025.

Explaining this issue, Mr. Le Kim Hoang, Director of the Department of Planning and Investment, said: Based on the assessment of the difficulties, advantages and the possibility that the sectors still have room for growth, the Provincial People's Committee has built 2 growth scenarios. Scenario 1: Forecasting the possibility of GRDP growth rate in the last 6 months of the year to increase by 11.12%, and the whole year is 9.7%. This scenario is built in the context of general difficulties of the whole country, while focusing on promoting growth in sectors that still have room for development. Scenario 2: Striving for GRDP growth rate in the last 6 months of the year to increase by about 13.55%, and the whole year is 11.01%. This is a scenario of high striving, focusing on breakthroughs in promoting investment to contribute to increasing the value of the construction sector; the processing and manufacturing industry; breakthroughs in exploiting the advantages of the North-South expressway to promote the development of other sectors such as: Tourism, consumption, production, investment, etc.

Next, delegate Nguyen Thanh Hai, Provincial People's Council Delegation Group No. 7 raised the issue: The implementation of Power Plan VIII still faces many difficulties and obstacles, requiring proactive and timely implementation of more effective solutions. In particular, it is necessary to closely follow and coordinate with central ministries and branches to update and supplement energy projects, power lines, and transmission infrastructure into the plan to have a legal basis to call for investment and implement the project. At the same time, review, update, and adjust specialized plans, especially land use plans, construction plans to ensure consistency with the power plan to ensure that Power Plan VIII is implemented according to the approved schedule.

Explaining this issue, Mr. Vo Dinh Vinh, Director of the Department of Industry and Trade, said: After the Prime Minister issued the Decision approving the Ninh Thuan Provincial Planning for the period 2021-2030, with a vision to 2050, the Department of Industry and Trade urgently reviewed and advised the Provincial People's Committee to develop a plan to implement the VIII Power Plan. In which, key national project groups and local project groups were identified to have appropriate development solutions.

Regarding social issues, delegate Le Kim Hiep, Provincial People's Council Delegation Group No. 8, reflected on the environmental pollution and waste in coastal areas. To contribute to ensuring environmental sanitation in coastal areas, in addition to continuing to strengthen propaganda, raising awareness and consciousness of people, it is necessary to strengthen preventive measures, control, and strictly handle acts causing environmental pollution.

Explaining this issue, comrade Ho Xuan Ninh, Director of the Department of Natural Resources and Environment, said: To overcome the shortcomings and limitations in implementing Resolution No. 09 of the Provincial Party Committee on building Ninh Thuan "green, clean, beautiful", in the coming time, the department will strengthen coordination to promote the implementation of the campaign "All people unite to build new rural areas, civilized urban areas"; balance and allocate sufficient budget funds and continue to research and apply preferential mechanisms and policies to invest and provide the highest support for the development of green tree systems, flower gardens, collection and treatment of urban wastewater, domestic waste, and public works systems. Regarding environmental sanitation in coastal areas, the department actively coordinates to promote propaganda work in many forms, directing the implementation of waste classification at source; At the same time, it is recommended that coastal localities, national parks, tourism businesses, travel agencies, hotels, etc. review and arrange regular cleaning teams to clean the environment and collect waste in areas where waste often accumulates and in tourist areas and spots along the coastal road.

In addition, some other delegates raised issues on child injuries; disbursement of career capital for the National Target Program on Socio-Economic Development in Ethnic Minority and Mountainous Areas; and digital transformation in health insurance implementation. The issues were specifically explained by leaders at all levels and functional sectors.
After the discussion session in the hall, delegates held a question and answer session and listened to the questions from the Director of the Department of Culture, Sports and Tourism and the Director of the Department of Agriculture and Rural Development.
At the beginning of the question-and-answer session, delegate Nguyen Pham Bao Ngoc, Provincial People's Council Delegation Group No. 9, asked: What solutions have the functional sectors proposed to effectively exploit the resource values from intangible heritages, world biosphere reserves, national monuments... to contribute to bringing the province's tourism true to its name "Land of Convergence of Different Values"?

Answering the questions of the delegates, Mr. Nguyen Van Hoa, Director of the Department of Culture, Sports and Tourism, said: In the past, the Department has advised the Provincial People's Committee to issue projects and annual programs and plans to promote the value and exploit the advantages of resources for tourism development. In the coming time, the Department will continue to research and advise on planning to preserve, restore and promote the value of national relics, especially Hoa Lai Tower and Po Klong Garai Tower; advise on the Project to preserve and promote the value of Cham pottery art as well as intangible heritages recognized by UNESCO. Continue to coordinate and urge projects such as: Hoan Cau Tourist Area, Bai Hom Eco-tourism Area, Cap Padaran Mui Dinh Tourist Area, Nho Spa Resort, Binh Tien Tourist Area,... to soon put the projects into operation, contributing to enriching and diversifying tourism services, meeting the accommodation, entertainment, dining and shopping needs of tourists.

Answering the question of the delegates, the Director of the Department of Culture, Sports and Tourism said: The implementation of Resolution No. 13 of the Provincial People's Council has encountered many difficulties and obstacles in the past; in which the biggest obstacle is the funding source, which requires beneficiaries to have counterpart capital and will only be supported after organizations and individuals have completed 100% of the project. Many organizations and individuals still face many difficulties and do not have counterpart capital when implementing. Therefore, in the coming time, the Department will coordinate with relevant departments, branches and localities to continue to propose the Provincial People's Council to adjust the resolution in the direction that the state budget must advance capital to the people, accompany the people, contribute to promoting the rapid development of community tourism, exploiting and promoting the unique characteristics of ethnic minority and mountainous areas to attract tourists.

Questioning the Department of Agriculture and Rural Development, delegate Nguyen Thanh Hai, Provincial People's Council Delegation No. 7 raised the issue: From 2017 to now, the Provincial People's Council has passed 14 resolutions on the policy of converting forest use purposes to other purposes to implement 14 projects/58.7796ha. Up to now, there are still 2 projects/17.71ha that have not completed the procedures for converting purposes and 7 projects/5.6291ha that have not converted all forest use areas. What solutions do the functional sectors have to effectively implement the resolution of the Provincial People's Council?
Responding to this issue, Mr. Dang Kim Cuong, Director of the Department of Agriculture and Rural Development, said: Because some projects have small forest plantation areas, they are under the authority of the National Assembly and the Government, so they must be submitted to the National Assembly and the Prime Minister for decision; in addition, there are problems related to mechanisms, policies and procedures from the central government, so the implementation of the resolution has not been as effective as expected. To overcome this, the department will advise the province to propose to relevant central ministries and branches to make appropriate adjustments soon. In addition, project investors are required to conduct careful surveys during the design and construction process.
Delegate Le Kim Hiep, Delegate Group No. 8 of the Provincial People's Council, asked: The dredging and clearing of waterways in recent times has encountered many difficulties and obstacles in terms of resources, implementation procedures, and overlapping legal regulations in dredging socialization, causing great impacts on travel and fishing activities, causing frustration among fishermen. What solutions does the relevant sector have to ensure this is overcome?
Regarding this issue, the Director of the Department of Agriculture and Rural Development said: In recent years, the Department has advised the Provincial People's Committee to call for dredging of fishing ports in the form of socialization combined with recovery of dredged products. However, the dredging volume has not met the requirements according to the design documents, affecting the circulation, reception and mooring of ships and boats. Therefore, the Department continues to advise the Provincial People's Committee to report and ask for opinions from the Standing Committee of the Provincial Party Committee on the implementation of the project of dredging fishing ports in the form of socialization combined with recovery of dredged products. Up to now, the Dong Hai fishing port channel is being dredged by Phuong Thao Nguyen Company; the dossier on dredging the Ninh Chu fishing port channel is being submitted to the Department of Planning and Investment for the investor selection plan; Ca Na fishing port is being implemented by the Management Board of Agriculture and Rural Development Investment Projects as a regional storm shelter anchorage area project.

In addition, some delegates also questioned the directors of departments on many issues related to tourism human resource development; supporting tourism communication activities in the community; difficulties and obstacles to speed up the progress of tourism projects in the province; developing high-tech agriculture; investing in dyke infrastructure to prevent landslides and arranging coastal residential areas, riverbanks, streams, and landslide areas; solutions to respond to drought, local water shortages, dam safety, and responding to storms in the last months of 2024...
Concluding the discussion sessions on socio-economics, questions and answers, the Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council highly appreciated the sense of responsibility of the delegates. Requesting the Provincial People's Committee, all levels, sectors and localities to continue to closely follow the viewpoints, goals, tasks and solutions for socio-economic development in the period of 2021-2026 according to the resolutions and directives of the Central Committee, the Resolution of the 14th Provincial Party Congress, directing the review and supplementation of solutions to implement the development scenarios for the last 6 months of the year with the most drastic spirit and determination, striving to achieve GRDP growth of 11.5% in 2024 to reach 11-12% for the entire term.

In particular, focus on effectively implementing 3 breakthroughs and 6 key sectors and fields as set out in the resolution. Urgently advise the Provincial People's Council to issue policies and specify decisions under its authority to implement the Land Law, Real Estate Law, and Housing Law in effect. Focus on caring for and improving the material and spiritual life and health care for the people. Promote the construction of a "green, clean, beautiful" Ninh Thuan. Synchronously implement solutions to ensure national defense, security, and ensure social order and safety. Regarding the issues raised by the delegates at the question and answer session, it is recommended that the Provincial People's Committee direct the sectors of Culture, Sports and Tourism, Agriculture and Rural Development to develop a plan to overcome and create more positive changes in leadership, management and operation, bringing tourism and agriculture to develop to their full potential and advantages, contributing to the completion of the socio-economic development goals and tasks set out in the Resolution of the 14th Provincial Party Congress.
