Soc Trang promotes calling for investment in infrastructure of potential industrial clusters

Planning nearly 1,000 hectares of land for industrial cluster development

According to the industrial park development plan for the period 2021 - 2030, with a vision to 2050 approved by the Prime Minister, Soc Trang province is oriented to develop 18 industrial parks, with an area of ​​983.6 hectares. These are the industrial parks: Nga Nam Khanh Hoa, An Lac Thon 1, An Lac Thon 2, Lich Hoi Thuong, Xay Da B, Xay Da B Moi, Thuan Hoa, Long Duc 1, Long Duc 2, Long Duc 3, Thanh Tri, Vinh Phuoc, Soc Trang City, Long Hung, Duong Kieng, Ngoc Dong, Tai Van. The industrial parks have been approved for land use planning until 2030, except for Long Duc 3 industrial park, which is being supplemented by the locality for land use planning until 2030 to meet the conditions to attract technical infrastructure investors.

With the close leadership and direction of the Provincial Party Committee, the Provincial People's Committee, the efforts of the Department of Industry and Trade, and the coordination of departments, branches and localities, up to now, Soc Trang has established 5 industrial clusters, with an area of ​​202.5 hectares, namely Nga Nam Industrial Cluster (44.88 hectares), An Lac Thon 1 Industrial Cluster (32.1 hectares), An Lac Thon 2 Industrial Cluster (21.62 hectares), Xay Da B Industrial Cluster (53.9 hectares), and the new Xay Da B Industrial Cluster (50 hectares).

Comrade Dang Thanh Son - Director of Soc Trang Department of Industry and Trade said that Nga Nam Industrial Park has attracted 2 secondary projects with an area of ​​14.33 hectares, reaching an occupancy rate of 35.8%. An Lac Thon 1 Industrial Park has attracted 1 secondary project, which is the cement packaging factory and Cai Con Port logistics service area, Vu Dinh Ninh Binh Limited Liability Company, with an area of ​​10.28 hectares, with an occupancy rate of 34.06%. Currently, the project has completed the construction of the cement packaging factory and put it into trial operation in March 2024. An Lac Thon 2 Industrial Park and the new Xay Da B Industrial Park have been and are in the process of site clearance. As for Xay Da B Industrial Park, up to now, the investor has completed the construction of the technical infrastructure, in March 2025, the acceptance will be carried out and the inauguration will be held on April 4, 2025. After the technical infrastructure works are accepted, the industrial park is eligible to attract secondary projects to the industrial park. Once this industrial park is put into operation, it will create jobs for about 10,000 workers.

“In addition to the five established industrial parks, Long Duc 1, Long Duc 2, Long Duc 3 and Thuan Hoa industrial parks have investors interested in learning about them. If all goes well, in the coming time, Soc Trang province will strongly develop industrial parks, contributing to shifting the economic structure towards increasing the proportion of industry, creating jobs and stable income for people in rural areas,” emphasized Dang Thanh Son, Director of the Department of Industry and Trade of Soc Trang.

Focus on removing difficulties

Most of the province's industrial parks are planned in locations convenient for road and waterway traffic. The area of ​​each cluster ranges from 50 - 75 hectares, with moderate infrastructure investment costs, creating convenience in attracting investment. For example, Long Duc 1 industrial park has a suitable area of ​​53.84 hectares, adjacent to National Highway 91B (Southern Hau River National Highway), next to Hau River, with a 22kV medium voltage line... If businesses choose to invest in this industrial park, the transportation of raw materials is convenient by both road and waterway.

Although the industrial parks are all conveniently located, investors are not interested in choosing Soc Trang as their destination. According to the explanation of the Director of the Department of Industry and Trade Dang Thanh Son, the reason is due to overlapping legal regulations on industrial park management and investment and land laws; site clearance is still difficult and complicated, especially in recent years, investors have encountered difficulties in production and business. The Department of Industry and Trade has recognized these difficulties and problems and is proactively advising the Provincial People's Committee to resolve them.

The legal basis is Decree No. 32/2024/ND-CP of the Government on the management and development of industrial parks. The Decree has many important new points such as completely decentralizing to localities from the work of developing industrial park development plans to establishing and expanding industrial parks, managing detailed planning for industrial park construction; regulating the local budget to balance investment support, developing technical infrastructure systems inside and outside industrial parks according to regulations... Therefore, in the coming time, the Department of Industry and Trade proposes that the Provincial People's Committee direct districts and towns to review and adjust the provincial planning to suit the actual conditions and development situation of each locality and the whole province. The Provincial People's Committee considers and approves the policy of supporting investment capital to build roads to the fence of industrial parks, helping localities conveniently attract investors to industrial parks.

Regarding site clearance, many localities have proactively measured and counted affected households and estimated compensation costs. Comrade Lam Tien Thach - Provincial Party Committee member, Secretary of Long Phu District Party Committee said that the locality has made preliminary statistics of the number of households, land, crops... at Long Duc 1 and Long Duc 2 industrial parks and collected people's consensus. Most people agree with the planning, as long as there are investors, the district will focus on site clearance.

To support localities in calling for investment, the Department of Industry and Trade is currently coordinating to promote investment calling; developing video clips and propaganda manuals, support policies, introducing the potential for industrial park development in the province to promote to domestic and foreign enterprises.

With the attention and direction of the Provincial Party Committee, the Provincial People's Committee, the determination of the provincial and local departments, branches, and the existing strengths of Soc Trang province (with 5 national highways over 260km long, 17 provincial roads 425km long, urban roads, district roads, and commune roads with systematic investment; Chau Doc - Can Tho - Soc Trang expressway construction project is being invested, Dai Ngai bridge, Tran De seaport...), in the coming time, many enterprises will come to invest in building infrastructure of industrial parks, creating more jobs, increasing income for people, in order to realize the policy of "leaving agriculture but not leaving home" of the Party and State.
