Summary of assessment of implementation of social insurance and health insurance policies

On the afternoon of October 2, Comrade Dau Thanh Tung, Member of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee, Deputy Head of the Standing Committee of the Steering Committee for the implementation of social insurance (SI) and health insurance (HI) policies in the province chaired the conference to review and evaluate the implementation of SI and HI policies in the first 9 months, and directions and tasks for the last months of 2024.

Attending the conference were representatives of the Provincial Party Committee's Propaganda Department, the Provincial People's Council's Culture and Social Affairs Department, members of the Provincial Steering Committee, the Department of Labor, War Invalids and Social Affairs, the Department of Health, and the Department of Finance.

Social insurance and health insurance are two important social policies, the main pillars in the social security policy system, contributing to the implementation of social progress and equality, ensuring political - social stability, security - national defense. Therefore, in recent times, the Party, the National Assembly and the Government have always paid attention to leading, directing the development and implementation through the promulgation, amendment and improvement of policies, laws and regulations on social insurance and health insurance.

Deputy Director of the Provincial Social Insurance Vu Nguyen Hiep reported on the assessment of the implementation results of the social insurance and health insurance policies in the first 9 months of 2024, and the directions and tasks for the last months of the year.

Based on the actual situation, to ensure comprehensive and effective leadership and direction of the implementation of social insurance, health insurance and unemployment insurance policies, on January 18, 2024, the Chairman of the Provincial People's Committee issued Decision No. 316/QD-UBND on the consolidation of the Steering Committee for the implementation of social insurance and health insurance policies in Thanh Hoa province. Accordingly, the Chairman of the Provincial People's Committee is the Head of the Steering Committee, a Vice Chairman of the Provincial People's Committee is the Standing Deputy Head of the Committee; the Deputy Heads and members of the Steering Committee are leaders of provincial departments, branches, agencies and organizations.

In the process of implementing the tasks, the Provincial Steering Committee has developed the Operating Regulations and assigned specific tasks to its members. According to the assigned tasks, the members of the Steering Committee have actively advised the Provincial People's Committee, the Chairman of the Provincial People's Committee to report to the Provincial Party Committee, the People's Council, and the Provincial People's Committee in leading and directing the implementation of social insurance, health insurance, and unemployment insurance policies and laws, and have achieved important results.

As of September 30, 2024, the number of people participating in compulsory social insurance was 426,366/439,842 people, reaching 96.94% of the plan, accounting for 24.97% of the working-age workforce, an increase of 24,439 people (6.08%) over the same period in 2023; the number that needs to be developed by the end of 2024 is 13,476 people. The number of people participating in voluntary social insurance was 86,754/125,369 people, reaching 69.20% of the plan, accounting for 5.08% of the working-age workforce, an increase of 7,002 people (8.77%) over the same period in 2023; the number that needs to be developed by the end of 2024 is 38,615 people. The number of people participating in unemployment insurance is 401,775 people/413,121 people, reaching 97.25% of the plan, accounting for 23.53% of the working-age workforce, an increase of 25,487 people (6.77%) over the same period in 2023; the number of people still needing to develop participants by the end of 2024 is 11,346 people. The number of people participating in health insurance as of September 30, 2024 is 3,303,404 people/3,756,906 people, reaching 87.93% (excluding health insurance participants outside the province and the armed forces), an increase of 55,421 people (1.70%) over the same period in 2023, the rate to be implemented by the end of 2024 is 6.07% (corresponding to 228,088 people participating in health insurance).

In addition, the collection work is ensured, the amount of late payment of social insurance, health insurance, and unemployment insurance is gradually controlled; the work of resolving social insurance regimes, managing and using the health insurance fund is always focused on; inspection and examination work is carried out regularly and effectively; the work of reforming administrative procedures and applying information technology continues to have breakthroughs, contributing to reducing working hours, saving costs, creating favorable conditions for businesses, people and workers...

In addition to the achieved results, the implementation still has shortcomings and limitations, namely: Although the dissemination of policies and laws on social insurance, health insurance and unemployment insurance has received attention, there have not been creative, breakthrough and effective solutions to mobilize and exploit potential groups of subjects to participate in social insurance and health insurance. The rate of increase in social insurance, health insurance and unemployment insurance participants is still slow; the rate of social insurance participants compared to the working-age labor force is still low, only reaching about 30.05% (42.71% nationwide); the rate of health insurance participants in the province compared to the population is not high, not sustainable, only reaching 87.93% compared to the population (94.11% nationwide); the implementation of the target on health insurance coverage rate, especially for mountainous districts, depends heavily on the State's health insurance support policy, so the work of developing health insurance participants faces many difficulties. The situation of late payment of social insurance, health insurance, and unemployment insurance in agencies and enterprises still occurs. Some health insurance medical examination and treatment facilities have not really coordinated well with social insurance agencies in managing and using the health insurance medical examination and treatment fund.

At the conference, delegates discussed and clarified the achieved results, limitations, weaknesses and causes (especially subjective causes); shared experiences, good and effective ways of implementation; at the same time proposed tasks and solutions that need to be focused on to effectively implement social insurance, health insurance and unemployment insurance policies in the province, focusing on discussing solutions to strive to complete the target of developing participants, reducing the amount of late payment of social insurance, health insurance and unemployment insurance to ensure the rights and legitimate interests of participants.

Speaking at the conclusion of the conference, Vice Chairman of the Provincial People's Committee Dau Thanh Tung - Deputy Head of the Standing Committee of the Steering Committee for the implementation of social insurance and health insurance policies in the province emphasized that this is an important conference for the implementation of social insurance and health insurance policies in the province in the final months of the year, not only to complete the targets and plans for 2024 but also to complete the targets and plans for the entire 2020-2025 term.

At the same time, summarize the difficulties, problems and recommendations of the departments, branches and sectors presented at the conference; preside over and coordinate with relevant units, have written responses to issues within their authority, report to the Chairman of the Provincial People's Committee, Head of the Provincial Steering Committee to direct the resolution of issues beyond their authority.

Members of the Provincial Steering Committee need to increase their responsibility, research and monitor the assigned areas and areas to direct the implementation of the proposed groups of tasks and solutions. Based on specific targets, members will inspect, urge and remind districts and communes to achieve better results.
