On the afternoon of March 27, the school confirmed that the tuition fee for national defense and security education for students of the 49th course (enrollment year 2024) is in accordance with current regulations, and the school will organize a meeting with students to clarify the information on the morning of March 28.
Previously, on the evening of March 26, a post appeared on social media claiming that Ho Chi Minh City University of Law charged over VND10 million for the national defense and security education course (11 credits) for the general program and over VND20 million for the high-quality program. Some students of the 49th course of the school were upset because this tuition fee was too high compared to other universities in the area.

Informing the press, the school representative said that Ho Chi Minh City University of Law is a public school that ensures its own regular and investment expenses, and is given financial autonomy according to the decision of the Ministry of Education and Training.
In compliance with the provisions of Decree No. 97/2023/ND-CP and Resolution No. 81/NQ-HDT dated March 20, 2023 of the Council of Ho Chi Minh City University of Law, the school is implementing the roadmap for collecting tuition fees from the 2024-2025 school year to the 2026-2027 school year. This tuition fee has been made public by the school on the school's electronic information pages and mass media.
The tuition fee for a credit or module is determined based on the total tuition fee for the entire course by training group, occupation and the total number of credits and modules for the entire course. Specifically, the tuition fee for a credit/module is equal to the total tuition fee for the entire course divided by the total number of credits/modules.
Total tuition fee for the entire course is equal to the tuition fee of 1 student/1 month x 10 months x number of school years, ensuring the principle that the total tuition fee according to credits of the training program is at most equal to the total tuition fee calculated by school year.
Thus, the school builds tuition fees for one academic year and divides them by the average number of credits per academic year, so each subject will be charged at the same unit price for each credit. This cost does not only serve the organization of a specific subject but is the total training cost for each academic year and the entire course.
In the 2024-2025 school year, students from Course 46 to Course 49 will have the same tuition fees per academic year or per credit, only different in the form of tuition collection, specifically:
For students from Course 46 to Course 48: The school collects tuition fees by academic year, students pay tuition fees in 2 installments per semester. Therefore, tuition fees for professional courses and tuition fees for National Defense and Security Education courses have been paid together by students per semester and are included in the tuition fees of the academic year.
For Course 49: this is the first course that organizes students to register for credits to study during the semester. Tuition fees will be paid by students according to the number of credits successfully registered according to regulations.
Accordingly, for the courses organized by the school during the semester (including the National Defense and Security Education course), if students register, they must pay tuition fees according to the number of credits successfully registered.
"Course 49 is the first course that the school organized students to register for credits to study during the semester, so when registering, students misunderstood, thinking that the money was only for National Defense Education and activities related to National Defense Education, which is not true" - said a school representative.
To facilitate students to register and pay tuition fees to ensure the training progress, the school has adjusted the tuition payment period from March 28 to April 18. In case students have difficult circumstances or sudden difficult circumstances and are not able to pay tuition fees, they should contact the Student Affairs Department to apply for an extension of the tuition payment period.
