TPO – The image of People's Public Security soldiers working hard to support and help people in storms and floods, rescue, on duty 24/7, always present in time "when people need, when people are in trouble", especially the spirit of not fearing danger, rushing to carry out the most difficult and arduous tasks, upholding the gesture of "national love, compatriot love"... has been deeply engraved in the hearts of millions of Vietnamese people.
The image of Senior Lieutenant Nguyen Manh Tuong - Traffic Police Team, Meo Vac District Police, Ha Giang Province, rushing into the floodwaters became a beautiful story that spread across social media platforms and attracted millions of likes and comments of praise. Sharing with us while on duty, Senior Lieutenant Tuong at that time had a trembling voice and felt lucky.
“On the way down to Nho Que River on the afternoon of June 10, the water was flowing rapidly, sweeping 3 people downstream. When I saw them, I quickly jumped from the excavator and used all my strength to pull them to shore. I didn’t think I could do it. If I had been slower and drifted another 20-30m, I probably wouldn’t have been able to save them…”, Senior Lieutenant Tuong recounted.
The three people rescued by Mr. Tuong were Mr. Sung Mi Dinh (born in 1981) and his wife, Ms. Vu Thi Tho (born in 1980), and their son, Vu Mi Po (born in 2005). At that time, many areas in the districts of the rocky plateau were isolated due to flash floods and severe landslides.
Lieutenant Tuong and his team increased their duty day and night, staying at locations at risk of landslides to support tourists and locals and warn them not to cross, put up signs, stretched warning ropes and checkpoints at the beginning of the route down to Nho Que River and 3 border communes. “When I rushed out to save the people, I was wearing a raincoat and reflective rope but not a life jacket. The water was flowing very fast at that time, if I didn’t stand firm, I and the locals could have been swept away,” Lieutenant Tuong recalled.
The actions of Senior Lieutenant Nguyen Manh Tuong were on the one hand, fulfilling his duty as a People's Police officer, but also demonstrating a spirit of not being afraid of sacrifice and being ready to face danger. When asked if he was afraid when making the decision to save people, he said that the only reflex in his mind was to rush out to save people.
For his brave act of saving people in the flood, Senior Lieutenant Nguyen Manh Tuong was awarded the Brave Youth Badge by the Central Committee of the Ho Chi Minh Communist Youth Union.
As one of the 20 Young People with Beautiful Lives in 2024 honored by the Central Committee of the Vietnam Youth Union, Lieutenant Ban Van Lu - Deputy Secretary of the Youth Union, Tan Tien Commune Police, Bao Yen District, Lao Cai Province felt surprised that his actions were honored.

Mr. Lu recalled that at around 1:00 p.m. on August 6, he received a report that someone was calling for help at the landslide site at Km 67 + 100, in Ban Hon village, Nghia Do commune, Bao Yen district on provincial road 153 (Bao Yen - Bac Ha). He quickly asked for instructions and rushed to the scene.
When arriving at the scene, Mr. Lu saw that the rocks and soil on the high mountain were at risk of continuing to slide. Observing and searching around, he heard the cry for help from the victim, Mr. Nguyen Van Trung (residing in Na Phat village, Phuc Khanh commune, Bao Yen district) when suddenly the rocks and soil from the hillside slid down, burying him and his motorbike.
At the landslide area, Mr. Trung was thrown by the landslide and fell into the abyss, about 20 meters from the road. In the emergency situation, Mr. Lu and Lieutenant Mong Van Anh immediately found a way down to the landslide area and urgently brought the victim to the road.
After that, seeing that the wound on Trung's two legs was bleeding profusely, and his back and abdomen were scratched; they directly took the victim to Tan Tien Commune Health Station for first aid and temporary wound treatment. The initial diagnosis was that the victim had injuries on both calves, abdomen and back, but not life-threatening.
“After that, I returned to the scene to continue observing and searching around the scene to see if there were any more victims, and at the same time warned people not to go through the landslide area, and to direct traffic,” Mr. Lu recalled.
Sharing about that situation, Lieutenant Lu said firmly that anyone in a similar situation would act the same way. “I have always followed the brave actions of the officers and soldiers of the People's Public Security. That is what motivated me to want to join the force to contribute to the country, to help the people as a mission engraved in my heart,” said the young Lieutenant.
Honored to be one of the few members of the armed forces to receive the title of “Youth living beautifully”, Mr. Lu believes that living beautifully comes from the smallest actions. When people are in need, when people need, he is there.

Perhaps for Senior Lieutenant Nguyen Manh Tuong or Second Lieutenant Ban Van Lu, protecting and rescuing people is not just a responsibility but a mission from the heart, a commitment that does not require compensation, a steadfast will in the face of danger. Those actions go beyond the meaning of a badge or praise, and are a source of motivation to nurture patriotism and compassion in everyone's heart.
We will also remember the example of someone who was willing to sacrifice himself while on duty during the recent Typhoon Yagi. That was Lieutenant Colonel Tran Quoc Hoang (born in 1987, from Phung Chi Kien, My Hao town, Hung Yen province). That day (the night of September 7), the big storm caused heavy rain and power outages in the area, water from the mountain flooded into Sub-Camp No. 2, in Thong Nhat commune, Ha Long city, Quang Ninh province, causing flooding and the risk of flash floods. The officers and soldiers of Quang Ninh Prison quickly moved the prisoners to the second floor to ensure safety.
Despite the response measures, the water rose too quickly. At around 1 a.m. on September 8, Lieutenant Colonel Hoang braved the stormy conditions to open the back gate of the prison to drain the water and protect his teammates and the prisoners. However, due to the rapid flow of the floodwaters, he was swept away.
According to Lieutenant Colonel Dong Duc Vu - Head of the People's Public Security Youth Committee, during the historic flood caused by the recent storm No. 3, we witnessed many beautiful and touching photos of "serving the people" by the youth of the whole country, the youth of the armed forces in general, and the People's Public Security forces in particular.
In particular, the image of the members and youth of the People's Public Security Forces stretching themselves to support and help people in storms and floods, performing search and rescue missions, being on duty 24/7, always being present in time when "people need, people are in trouble", especially not afraid of danger, rushing to carry out the most difficult and arduous tasks, upholding the gesture of "national love, compatriot love" with many practical and meaningful activities of support...
These are vivid and clear evidences affirming the role and responsibility of the People's Public Security Youth, while at the same time depicting and illuminating the heroic revolutionary qualities of the People's Public Security Forces in peacetime.
The heroic sacrifice of Lieutenant Colonel Tran Quoc Hoang while performing rescue missions during Typhoon Yagi, as well as many other young examples of "selflessness for the country and service for the people", have contributed to more clearly depicting and embellishing the heroic, glorious tradition and noble qualities of the People's Public Security youth.
President Ho Chi Minh once said that the People's Public Security Forces are a force "born from the People and served by the People". Therefore, with a deep awareness of their role and responsibility, and dedication and maturity in practice in studying, training, working, and fighting, in each field and each working position, young people of the People's Public Security Forces always uphold that sacred and noble ideal.
The spirit of "forgetting oneself for the country, serving the people" is therefore always imbued in awareness and action, becoming a "compass" reminding cadres and youth union members of the People's Public Security to always maintain moral qualities, be close to the people, respect the people, and consider serving the people as their responsibility, joy and happiness.
“Each achievement, each feat of the police youth in general, and of the typical youth in particular, although at different levels and in different fields, are the crystallization of enthusiasm, of youthfulness, of perseverance in studying and implementing the Six Teachings of Uncle Ho; in the spirit of readiness to fight and sacrifice for the peace and happiness of the people. This is also an important motivation, urging each youth union member today to continue to train, strive, contribute and mature,” said Senior Lieutenant Colonel Dong Duc Vu.
To continue affirming the worthy contributions and dedication of generations of young police officers in the cause of building and defending the Fatherland, as well as continuing to promote the pioneering role of young people of the People's Police in the new era - the era of national development, according to the Head of the Youth Committee of the People's Police, educational activities, emulation movements and revolutionary actions of young police officers must clearly demonstrate the pioneering and voluntary role of young police officers in all fields of work; take the lead in building a cultural lifestyle, strictly implementing regulations; raise awareness of serving the people, the spirit of dedication to work and resolutely attacking crime.
Along with that, each cadre and youth union member of the Public Security must always be aware of their role and responsibility in building and protecting the Fatherland in the new period. Each union member and youth must actively train and cultivate moral qualities and revolutionary ideals; improve working qualifications and capacity; practice skills in work and life, and gradually carry out the campaign to build a model youth in the new period with "Pure heart", "Bright mind", "Great ambition". These are also practical and specific solutions, contributing to strongly promoting the role of Public Security youth in the current situation.
