(NLDO) - The Prime Minister assessed that Chu Lai airport has a very strategic location, is a unique potential, outstanding opportunity, and competitive advantage of Quang Nam province.
On the afternoon of February 8, Prime Minister Pham Minh Chinh and his delegation had a working session with the Standing Committee of the Quang Nam Provincial Party Committee on the socio-economic situation and the results of implementing the Prime Minister's instructions during his working trip to Quang Nam.
Also attending were Minister of Planning and Investment Nguyen Chi Dung, Minister of Transport Tran Hong Minh, Secretary of Quang Nam Provincial Party Committee Luong Nguyen Minh Triet, leaders of ministries, central agencies and Quang Nam province.

At the meeting, after listening to the opinions of leaders of ministries and branches, Prime Minister Pham Minh Chinh gave specific comments on the proposals and recommendations of Quang Nam province related to preserving and promoting the values of the world heritages of Hoi An and My Son; developing Chu Lai open economic zone to become a national center for supporting industries for automobiles and multi-purpose mechanics; investing in Cua Lo channel for 50,000-ton ships and planning a container logistics center at Chu Lai port; investing in and upgrading National Highways 14D and 14B; adjusting the planning of the urban area of Da Nang University, etc.
Regarding the project of socializing investment and exploitation of Chu Lai Airport associated with Tam Quang Duty Free Zone, the Prime Minister assigned the People's Committee of Quang Nam province to coordinate with the Ministry of National Defense to completely resolve land-related problems in February 2025.

The Prime Minister stated that Chu Lai airport is very important, he has been interested in it for a long time, not just now. This is an airport with a very strategic location, a distinct potential, an outstanding opportunity, a competitive advantage of Quang Nam province, it is necessary to build Chu Lai airport level 4F (the highest level in the hierarchy of the International Civil Aviation Organization) and plan, develop the airport urban area, develop the airport ecosystem including the airport urban area, aircraft repair and maintenance center...
The Prime Minister assigned Quang Nam province as the competent authority to call for investors, coordinate with the Ministry of National Defense, Ministry of Finance, Ministry of Natural Resources and Environment to resolve difficulties and problems, and if beyond authority, report to Deputy Prime Minister Tran Hong Ha.
Prime Minister Pham Minh Chinh requested that procedures be carried out as soon as possible, and that all procedures must be completed by the first 6 months of 2025. When calling for investment, any enterprise that commits to completing the project within 2 years will be allowed to do so.
The Prime Minister requested that central ministries and branches join hands and unanimously handle difficulties, promote the strengths and traditions of Quang Nam, "don't say no, don't say difficult, don't say yes but don't do".
Mr. Le Van Dung, Chairman of the People's Committee of Quang Nam province, said that on April 14, 2023, the Provincial People's Committee issued Official Dispatch No. 2221/UBND-KTN on proposing a number of contents related to the Project on socialization of investment and exploitation of Chu Lai Airport to Working Group 1121 of the Government, including: (1) proposing the investment area of phase 1 of the Project, (2) investment form, (3) investment procedures. Currently, Quang Nam province is waiting for the Central Government's policy on socialization of investment and exploitation of the airport to continue completing the Project.
On August 23, 2024, representatives of SOVICO-ADANI Group and VIETJET Aviation Joint Stock Company worked with leaders of Quang Nam province to propose investing in Chu Lai International Airport.
On November 25, 2024 and January 23, 2025, the leaders of the Quang Nam Provincial People's Committee worked with the Air Defense - Air Force Service on a number of issues related to Chu Lai airport. In December 2024, the provincial leaders sent a working delegation with SOVICO Group to work with ADANI Group (India) to propose investment research for Chu Lai airport.
Quang Nam province proposed that the Government assign the Ministry of National Defense to preside over and coordinate with relevant ministries, branches and the People's Committee of Quang Nam province to measure and clearly define the area of civil aviation land, military land, and shared military land, and establish records and procedures for handing over the area of civil aviation land to Quang Nam province for management, for early implementation.
Assign the Ministry of Finance to coordinate and guide the Ministry of Transport and the Ministry of National Defense to evaluate assets under their management and carry out procedures for handing over to the People's Committee of Quang Nam province according to regulations to have a basis for implementing the following contents.
The Ministry of Transport shall coordinate with the Provincial People's Committee and relevant agencies to complete the dossier on the Chu Lai International Airport Planning for the period 2021-2030, with a vision to 2050, to submit to the Prime Minister for approval in 2025 (with the Ministry of Transport as the investor).
Direct Working Group 1121 to promptly appraise and submit to competent authorities for approval the Project on socialization of investment and exploitation of Chu Lai airport.
