The Ministry of Construction has just issued Official Dispatch No. 2309/BXD-QHKT dated June 5, 2023 to the People's Committees of provinces and centrally run cities on reviewing urban planning and construction planning.
Implementing the Prime Minister's direction in Official Dispatch No. 469/CD-TTg dated May 25, 2023 on removing obstacles and promoting the safe, healthy and sustainable development of the real estate market, in the past time, the Ministry of Construction has coordinated with the Ministry of Planning and Investment to carry out the appraisal of dossiers requesting approval of investment policies for investment projects, at the same time inspecting the implementation of this work in localities and giving opinions on planning projects before the provincial People's Committee approves according to its authority. In the process of performing the above tasks, the Ministry of Construction has noticed a number of inadequacies that need to be noted by localities.
Accordingly, urban planning and construction planning are important bases for attracting investment resources for development of urban, rural and functional areas. However, currently, the establishment, adjustment and approval of urban planning and construction planning levels in some localities are not synchronous and unified. For example, the scope and scale of urban development areas established and approved in zoning and detailed planning are not consistent with the spatial development orientation according to the approved general planning. Land use indicators in the general planning are not consistent with the provisions of national technical standards on construction planning. The location and scale of the system of public service works, especially the system of public parks and trees, are not consistent between planning levels. The population size in the detailed planning is not consistent with the population indicators allocated in the zoning planning...
In recent times, the Government and the Prime Minister have issued Directives and Resolutions on strengthening the rectification of construction planning and urban development management according to approved planning, implementing a number of solutions to remove difficulties and obstacles, speeding up the progress of planning and improving the quality of planning for the 2021-2030 period. To date, the National Master Plan has been approved by the National Assembly in Resolution No. 81/2023/QH15 dated January 9, 2023. Most of the national, regional and provincial plans have been approved or are being appraised.
Implementing the direction of the Prime Minister in Official Dispatch No. 469/CD-TTg dated May 25, 2023 on removing obstacles and promoting the safe, healthy and sustainable development of the real estate market; to continue to strengthen the management of construction planning, urban development, and implementation of construction investment projects according to approved planning, in the coming time, the Ministry of Construction requests the People's Committees of provinces and centrally run cities to direct the implementation of a number of important tasks.
Firstly, it is necessary to strengthen the review and adjustment of urban master plans; functional area master plans; inter-district and district master plans; and commune master plans to be consistent with national, regional, and provincial master plans.
Second, organize a review of urban planning levels and construction planning that have been established and approved in the area, at the same time reviewing slow-to-implement projects and projects that have been revoked to adjust the planning according to legal regulations; review and supplement the content of underground urban construction space planning (if any); ensure consistency between planning levels to effectively and synchronously manage urban development and establish construction investment projects.
Third, urgently organize the establishment, approval, and submission for approval of general plans, zoning plans, and detailed plans according to legal regulations, as a basis for proposing and establishing construction investment projects.
Fourthly, continue to strictly implement the tasks assigned by the Prime Minister in Directive No. 05/CT-TTg dated March 1, 2019, Decision No. 1398/QD-TTg dated October 16, 2019, Resolution No. 108/NQ-CP dated August 26, 2022 to improve planning quality, enhance the effectiveness and efficiency of urban planning and development management, promote investment attraction and implement construction investment projects according to approved planning.
