Speaking to explain and clarify some issues of concern to delegates, Minister of Natural Resources and Environment Dang Quoc Khanh affirmed that the drafting agency will continue to review solutions for scientific and economical water use, and approach water resource circulation.
Regarding the proposal of the delegate to add the scope of regulation of hot water and mineral water, the Minister said that this content is stipulated in the Law on Minerals; with groundwater under the exclusive economic zone, the drafting agency will study, absorb, and together with relevant agencies review this content.

According to Minister Khanh, the amendment of the Law on Water Resources aims to institutionalize the Party's major policies on management and use, especially water security in the context of climate change having a major impact on Vietnam. The amendment of the law also helps to proactively store water, ensure adequate water, and provide water for daily life and production.
The drafting agency will also study and specify regulations on water resource management for fresh water, surface water and brackish water; specify more clearly solutions for preventing and overcoming the consequences of water-related harm; review and supplement some specialized terms to ensure completeness, consistency and ease of understanding; study and supplement functions on flood prevention, urban flood control and prevention; management responsibilities, decentralization, and separation of state management between the Ministry of Natural Resources and Environment, the Ministry of Agriculture and Rural Development, and the Ministry of Industry and Trade, etc.
Speaking at the end of the discussion session, Vice Chairman of the National Assembly Nguyen Duc Hai stated that during the discussion session, 20 delegates spoke, 2 delegates debated, and 22 delegates registered but did not speak, requesting to send their opinions in writing to the Secretariat for full synthesis. Through discussion, delegates agreed on the need to amend the Law on Water Resources to overcome the shortcomings and limitations of the current law, institutionalize the Party's policy on protecting and using water resources to ensure water security, safety of dams and reservoirs, proactively and actively store water, regulate to ensure sufficient water for daily life, production and life, implement solutions to save water, reuse water, apply science and technology in water resources management and development. Delegates also contributed many valid opinions on specific provisions that need to be carefully studied to complete the draft law.
After the meeting, the National Assembly Standing Committee will direct the verification agency to coordinate with the drafting agency and relevant agencies to study, absorb and fully explain the opinions of the delegates at today's discussion session and the discussion session in the Group to complete the Draft Law on Water Resources (amended) to submit to the National Assembly for approval at the 6th session.
At the discussion session, the National Assembly deputies basically agreed with the Submission, the report on the review of the draft law and the report on the acceptance of opinions at the Group of the drafting agency and the assessment of the draft Law on Water Resources (amended) which had been carefully prepared, widely consulted with affected subjects and relevant management agencies; referred to international laws and experiences in water resources management; and seriously accepted many review opinions and comments.
