That was the directive speech of Prime Minister, Chairman of the National Committee on Digital Transformation Pham Minh Chinh at the national online meeting of the Government Standing Committee with ministers, heads of sectors, Chairmen of People's Committees of provinces and cities across the country on digital transformation taking place this morning, January 19. E-commerce revenue reaches 20.5 billion USD
The report at the conference stated: Digital transformation has achieved many outstanding results in recent times. In the period of 2021 - 2024, the Prime Minister issued 43 decisions, 14 directives, 4 dispatches and ministries and branches issued many documents guiding implementation. Since then, awareness and action on national digital transformation have continued to change positively.
The work of perfecting institutions and key mechanisms has facilitated national digital transformation and Project 06 has been actively implemented. In the 2021-2024 period, the National Assembly has issued 3 related laws (Law on Telecommunications, Law on Electronic Transactions, Law on Identification); the Government has issued 19 decrees; ministries and branches have issued 45 circulars under their authority.
Regarding digital government, the provision of online public services to people and businesses has been promoted, with 16.4 million accounts on the National Public Service Portal, providing 4,543/6,325 administrative procedures, 43/53 essential public services of Project 06.
The digital economy and digital society continue to grow strongly, in which digital products of Vietnamese enterprises continue to develop and be exported around the world. According to the report of the General Department of Customs, digital product exports increased from 113.5 billion USD in 2021 to 117.3 billion USD in 2023; in the first 6 months of 2024, it reached 64.9 billion USD, an increase of 23%.
Revenue from software and information technology services increased significantly (2023: 13 billion USD; 6 months of 2024: 6 billion USD); exports in 2023 reached 7.5 billion USD; 6 months of 2024 reached nearly 3 billion USD. Many leading technology corporations in the world have made large investments in Vietnam, committed to new investments and investment expansion, especially in new fields such as electronics, semiconductor chips, research and development, artificial intelligence, etc.
E-commerce revenue increased from 13.7 billion USD in 2021 to 20.5 billion USD in 2023. Hundreds of OCOP products have been sold through domestic and cross-border e-commerce platforms, creating livelihoods and high incomes for farmers. Cashless payments are widely deployed nationwide. The proportion of adults with payment accounts reached 87%, exceeding the 2025 target of 80%.
There are currently 9.13 million customers using Mobile Money, of which 72% are in rural, mountainous, remote, border and island areas. The electronic tax system is built synchronously from tax registration to tax declaration, tax payment, electronic tax refund and deploying the electronic invoice system nationwide (processing 8.8 billion invoices).
Digital transformation to serve people and social security has developed strongly, such as registering for high school graduation exams, registering for online admission in education; connecting data on driver health examinations, birth certificates, death certificates...; 63/63 localities have made social security payments through accounts for 1.96 million people with an amount of over 8,280 billion VND.
National and specialized databases are being actively deployed, connected, integrated, and shared. Digital infrastructure and digital platforms are being invested in and have developed with 100% of communes, wards, and towns connecting to fiber optic Internet. Many international organizations highly appreciate Vietnam's digital transformation results. The 2022 E-Government Index ranks 86/193. The Innovation Index has always been in the top 50 countries since 2018; in 2023, it ranks 46/132. The 2023 Postal Index reaches level 6/10, ranking 47/172.
Determined to leave no one behind in the digital transformation process
Speaking at the conference, Prime Minister Pham Minh Chinh highly appreciated the efforts of ministries, branches and localities in implementing digital transformation tasks in recent times, achieving many outstanding results.
The Prime Minister emphasized: The 13th National Party Congress identified science, technology and innovation as major driving forces in socio-economic development in this and subsequent terms. Therefore, digital transformation is a trend, an objective requirement and a strategic choice, a top priority.
Regarding the tasks in the coming time, the Prime Minister proposed focusing on 5 key points, including: Developing digital human resources, digital citizens, digital skills, digital talents; prioritizing resources for digital transformation; developing comprehensive but suitable, economical and effective digital infrastructure; digital and intelligent management and operation; urgently perfecting mechanisms and policies for digital transformation towards increasing decentralization and delegation of power...
Besides, it is necessary to boldly "accelerate" and "breakthrough" in digital transformation with a strong offensive spirit, promoting the spirit of 5 "promote", 5 "guarantee" associated with 5 "no".
“5 steps” include promoting the unification of leaders’ awareness and actions in digital transformation; promoting the completion of institutions, policies and mechanisms to promote digital transformation, in line with international practices, promoting the development of digital economy, digital society, digital citizens; promoting investment in smooth national digital infrastructure, developing digital platforms, digital data, and convenient digital ecosystems; promoting cybersecurity, information security, data protection, and protecting national cyberspace sovereignty early and from afar; promoting the building of digital culture, contributing to building a culture imbued with national identity and integrating into the world.
The “5 guarantees” include ensuring the synchronous and effective implementation of digital transformation and Project 06 in all ministries, branches, localities, economic, social and environmental fields so that people and businesses can benefit; ensuring resources for national digital transformation, especially investment in developing digital infrastructure, digital platforms, and training digital human resources; ensuring 100% of essential online public services for people, easy access, safety, convenience, and cost reduction; ensuring human resources for digital transformation and emerging economic sectors, focusing on training digital skills associated with market demand; ensuring harmony of interests between the State, people, businesses and investors, contributing to promoting sustainable economic development.
“5 no’s” include no saying no, no saying difficult things, no saying yes but not doing, no backtracking, only talking about doing; no one left behind in the national digital transformation process, implementing Project 06; no cash, aiming for all transactions through electronic methods, anti-corruption; no paperwork, aiming for comprehensive digitalization; no people and businesses spending a lot of time, effort, and costs on compliance.
From that goal, the Prime Minister assigned specific tasks to ministries, branches and localities to organize implementation in order to effectively deploy the national digital transformation process, contributing to the strong development of Vietnam.
