Chairing the working session on the implementation of the two expressway projects Chi Thanh - Van Phong, Van Phong - Nha Trang, Deputy Minister of Transport Nguyen Duy Lam acknowledged the efforts of the locality in site clearance, material quarry provision, and technical infrastructure relocation to facilitate construction contractors.

For the Van Phong - Nha Trang project, the Deputy Minister requested the investor to continue directing contractors to strive to complete all items by April 30, 2025 to put the expressway into operation.

At the Chi Thanh - Van Phong project, the Deputy Minister stated that contractors took advantage of construction sites, increased construction work, mobilized more human resources and equipment, quickly handled landslides, and accelerated project implementation progress.

"Investors and contractors need to proactively find solutions and prioritize land to increase roadbed load. At the same time, it is necessary to deploy 3 shifts and 4 teams to compensate for the time waiting for land and materials. We cannot delay progress because we have to wait for an item. The rainy season is approaching, any contractor who is late will be strictly handled by the investor," said the Deputy Minister, emphasizing: We must be highly determined to complete the Chi Thanh - Van Phong expressway before September 30, 2025.

In the immediate future, the investor will strengthen the construction site management work and work with the contractor to review the construction plan for 13km of weak soil and Tuy An tunnel.

"We need to do it neatly and thoroughly. When we have materials, we must focus on construction. There is not much time left. The expressway projects must complete all items synchronously and connect the works together.

Investors need to promptly report any difficulties arising during the construction process so that solutions can be found quickly. When the site and materials are secure, contractors must speed up in accordance with the Prime Minister's instructions," the Deputy Minister pointed out.

Construction of Tuy An tunnel encountered many difficulties due to complex geology.

Localities that are slow to relocate infrastructure must take responsibility.

Speaking at the meeting, the leader of the Department of Natural Resources and Environment (DONRE) of Khanh Hoa said: The districts and towns have just completed the land acquisition price plan for the Van Phong - Nha Trang expressway. As for the land area arising from the construction of the access road, the land acquisition content will have to be adjusted and the price approved.

Regarding the land area reclaimed for the rest stop, next week, this agency will work with the District People's Committee to promptly handle the land reclaim. In the immediate future, localities will mobilize people to hand over land to build the foundations for electric poles.

Khanh Hoa Province Department of Transport informed that the relocation of technical infrastructure is currently behind schedule compared to the commitment on June 30.

"The Chairman of Phu Yen Provincial People's Committee has assigned localities to complete the relocation of high-voltage power poles before August 30. Local leaders who fail to complete the task must take responsibility. In the immediate future, priority will be given to relocating locations that affect the project's critical path so that contractors have construction sites," said a representative of Phu Yen Provincial Department of Transport.

The Chi Thanh - Van Phong expressway project in Phu Yen has a total length of more than 48km (passing through the districts: Tuy An, Tuy Hoa city, Phu Hoa, Tay Hoa and Dong Hoa town.

Total investment is nearly 11,000 billion VND. Project investor is Project Management Board 7.

The Van Phong - Nha Trang expressway component project through Khanh Hoa is more than 83km long (passing through 4 districts and towns: Van Ninh, Ninh Hoa, Dien Khanh and Khanh Vinh).

The project has a total investment of more than 11,000 billion VND, and will start construction in January 2023.

This project has two construction packages. Package XL1 is constructed by a consortium of four contractors: Lizen (lead), Phuong Thanh, Hai Dang and VNCN E&C. Package XL2 is constructed by a consortium of contractors Son Hai (lead) and Vinaconex.
