On the afternoon of December 26, Deputy Prime Minister Tran Hong Ha chaired a meeting of the Prime Minister's Working Group on directing and urging the review and proposal to competent authorities to issue specific mechanisms, policies, and related documents to implement the Politburo's direction and the National Assembly's resolution on removing difficulties and obstacles for projects and land in inspection, examination, and judgment conclusions in a number of provinces and cities.
Attending the meeting were Minister of Natural Resources and Environment Do Duc Duy, leaders of the Central Internal Affairs Commission, Government Inspectorate, Ministry of Justice, State Audit, representatives of a number of ministries, branches, central agencies, 5 provinces and cities (Hanoi, Ho Chi Minh City, Da Nang, Khanh Hoa, Long An).
Minister of Natural Resources and Environment Do Duc Duy said that the National Assembly's resolution has shown groups of policies to handle: Land use term when granting certificates of land use rights for production and business with a term of 50 years in Da Nang city; land allocation, land lease without auction of land use rights, no bidding to select investors to implement projects using land, determining land prices, calculating land use fees, land rents, etc. Each group of policies is associated with plans and solutions to handle specific projects and groups of projects.
The National Assembly's resolution assigns the Government to issue a decree detailing the implementation of policies in the National Assembly's resolution.
"The Ministry of Natural Resources and Environment is implementing the process of drafting a decree according to procedural order," said Minister Do Duc Duy.
Representatives of the Ministry of Planning and Investment reported on issues raised when drafting a Government decree on determining land prices for a number of projects signed when implementing under the build-transfer (BT) contract of Ho Chi Minh City.
At the meeting, leaders of Long An, Khanh Hoa and Da Nang provinces reported on the handling of difficulties and problems under the authority of the localities, such as: Adjusting planning; adjusting investment policies; preparing and approving environmental impact assessment reports; land allocation and leasing... in the spirit of "easy to do first, difficult to solve later".
Minister Do Duc Duy noted that localities do not need to wait for the National Assembly's resolution or decree, but should proactively review projects and guide investors to implement contents under the local authority.
Leaders of the Government Inspectorate, Ministry of Justice, Ministry of Natural Resources and Environment... discussed the "bottlenecks" that localities need support from ministries, branches, and central agencies to completely handle.
Concluding the meeting, Deputy Prime Minister Tran Hong Ha highly appreciated the Ministry of Natural Resources and Environment and localities for implementing the Government's Plan on projects and solutions to remove difficulties and obstacles for projects and land in inspection, examination and judgment conclusions in a number of provinces and cities.
The Deputy Prime Minister emphasized that the removal of difficulties and obstacles for projects and land in inspection, examination and judgment conclusions must be "faster, more drastic and more responsible"; contributing to unblocking resources, putting assets into circulation, avoiding loss and waste, and promoting socio-economic development.
The Deputy Prime Minister requested the Ministry of Natural Resources and Environment to establish a decree drafting team with the participation of relevant ministries, branches and localities, ensuring that when the Decree is issued, it must address problems and difficulties within the Government's authority. The contents of the National Assembly's resolution must be institutionalized into detailed and clear procedures, regulations and implementation organizations, without any guiding documents under the decree.
"The implementation of the Government's decree requires coordination among judicial agencies, prosecution agencies, inspection committees, provincial and municipal Party committees...", said the Deputy Prime Minister.
Discussing the recommendations of localities, the Deputy Prime Minister stated that in the process of removing difficulties and obstacles within their authority, localities can request guidance and support from ministries and branches.
In addition, localities across the country need to continue to review, classify, and report to competent authorities projects and lands with similar status to projects and lands in inspection, examination, and verdict conclusions that have been resolved under the direction of the Politburo, Resolutions of the National Assembly, and Decrees of the Government, etc. to propose further solutions.
