On the morning of February 13, Deputy Prime Minister Tran Hong Ha and his delegation made a surprise inspection at the Bien Hoa-Vung Tau expressway intersection with the road leading to Long Thanh airport, and immediately afterwards had a working session with the Dong Nai Provincial People's Committee, investors, contractors, leaders of relevant ministries and branches... on the supply of construction materials for the Long Thanh International Airport project and a number of key traffic works in the province.
Because all key projects in the region as well as in Dong Nai province are currently in the peak stage of progress to meet the target of completion by the end of 2025, the demand for construction stone has increased dramatically, greatly affecting the overall production plan of the mines because they have to supply simultaneously for many projects. In particular, the Long Thanh airport project has a stone demand in 2025 of about 4.9 million m3, the Bien Hoa-Vung Tau expressway project about 1.2 million m3, the Ho Chi Minh City Ring Road 3 project about 2.3 million m3, while the current supply capacity of the mines does not meet the requirements.
In addition, the supply capacity is still limited due to its dependence on transportation waiting time, capacity expansion, actual exploitation capacity of the machinery and equipment system of each mine in the area...
Regarding the need for roadbed fill, component projects 1 and 2 of the Bien Hoa-Vung Tau Expressway Project are still short of about 4 million cubic meters of fill. The locations that have been approved by the local authorities are currently awaiting completion of the exploitation license application.
In addition, in the coming time, the volume of material transportation according to demand in Dong Nai province to supply projects is about 21 million m3 of soil and rock of all kinds (equivalent to nearly 5,000 vehicles/day and night), causing great pressure on the regional traffic system. The transportation routes mainly use specialized roads (small scale), National Highway 51 (with very large traffic volume, often congested, especially during rush hours), local roads with limited load capacity, so this problem is also one of the reasons limiting the ability to supply to projects.
Contractors proposed that Dong Nai province allow them to increase capacity, increase production lines, and increase shifts in quarries; allow them to resume operations at temporarily suspended or suspended quarries; shorten the time to process mineral exploitation licensing procedures or license extensions; provide maximum support for other related procedures, such as land, investment, planning, etc.; and determine priority time frames for regulating material transportation to ensure reasonable traffic.
Chairman of Dong Nai Provincial People's Committee Vo Tan Duc said that the province will continue to work with investors and contractors to accurately determine the specific construction material needs of Long Thanh International Airport, component projects 1 and 2 of Bien Hoa-Vung Tau Expressway, from which there will be a plan to allocate expenditures for exploitation and supply of materials for each soil and rock quarry, as well as to carry out traffic diversion and regulation to serve the transportation of construction materials.
Concluding the meeting, Deputy Prime Minister Tran Hong Ha stated that with the goal of over 8% growth in 2025, Party and State leaders will continue to go to localities to listen, learn, and propose solutions to overcome difficulties and find more motivation to promote development in 2025 and the following years. Accelerating the progress of key traffic projects in Dong Nai province will contribute to meeting the development requirements of the locality and the whole country.
In recent times, investors, contractors and localities have demonstrated their sense of responsibility in their determination to fulfill their commitments on progress and completion plans.
Sharing the difficulties in construction materials when accelerating project progress, the Deputy Prime Minister requested investors and contractors to accurately determine the demand for construction materials according to monthly and quarterly progress, not according to the reserves of the mines. These are legal figures, linked to the responsibility of each investor, contractor and the Ministry of Transport.
The Deputy Prime Minister requested the People's Committee of Dong Nai province to promptly establish an interdisciplinary working group with the participation of representatives from a number of relevant ministries and sectors to shorten the procedures for increasing capacity and extending the term of soil and rock mines; coordinate with investors and contractors to unify the plan for exploiting and transporting construction materials to the construction site. Meanwhile, investors and contractors should proactively work with mining and transportation enterprises to ensure the capacity to supply construction materials to keep up with the project's progress.
Emphasizing the urgency of the Long Thanh International Airport Project and the Ho Chi Minh City Ring Road 3 Project, the Deputy Prime Minister agreed in principle to allow the application of mechanisms and policies in the spirit of the National Assembly's Resolution on specific mechanisms and policies in licensing the exploitation of minerals for common construction materials, to avoid loss and waste; assigned the Ministry of Transport and the Ministry of Natural Resources and Environment to review legal provisions for completion and report to competent authorities.
At the meeting, the Deputy Prime Minister also heard a report on the process of handing over a number of projects under the Long Thanh International Airport Project to Dong Nai province for implementation, such as: Fuel supply pipeline system outside the airport, airport urban area, aviation industrial park, medical quarantine center, etc.
The Deputy Prime Minister requested Dong Nai province to urgently carry out relevant procedures to update and supplement the dossier adjusting the investment policy of Long Thanh International Airport, as well as related planning.
