Deputy Prime Minister Tran Hong Ha emphasized that the objective of the plan to merge the two ministries must be consistent with the direction of the Central Steering Committee on summarizing Resolution No. 18-NQ/TW, the Government Steering Committee on summarizing the implementation of Resolution No. 18-NQ/TW, ensuring scientific, quantitative, convincing, comprehensive, objective, transparent and impartial criteria.

This is a big, difficult, and sensitive task. However, the two Ministries have seriously disseminated and reached high consensus among the leadership, the Party Executive Committee, and the units in the spirit of the Central Steering Committee and the Government Steering Committee. The ideology of cadres, civil servants, public employees, and workers is relatively stable.

Stating the requirement of "non-mechanical merger, joining forces to become stronger", the Deputy Prime Minister requested the leaders of the two ministries to continue reviewing and clearly defining functions and tasks based on the mission set for the new ministry, thereby designing the organizational apparatus to implement appropriately, ensuring effectiveness, efficiency, and efficiency, "whatever task, that organization".

"Groups of functions and tasks that overlap and overlap must be arranged according to the principle that "one organization can perform many tasks, one task cannot be assigned to two organizations". The two ministries must closely coordinate with the Ministry of Home Affairs to develop clear policies and criteria when assessing the qualifications, capacity, experience, training, and development of cadres, civil servants, public employees, and workers when restructuring the apparatus and personnel, "to avoid brain drain and waste of talent".

At the meeting, Minister of Transport Tran Hong Minh informed about the working session between the two Ministries regarding the orientation of restructuring, arrangement and merger of the two Ministries. Accordingly, the two Ministries are carefully reviewing to agree on the plan to implement the merger in the spirit of ensuring streamlining, effective and efficient operations, meeting the requirements and tasks in the new period.

Minister of Construction Nguyen Thanh Nghi affirmed that the merger plan between the two ministries closely follows the general policy and direction of the Central Steering Committee and the Government Steering Committee.

The consolidation plan is based on functional tasks, closely following and carefully reviewing overlapping and intersecting functional groups and tasks to streamline and consolidate scientifically and non-mechanically; at the same time, perfecting the organization and apparatus for implementing state management in a number of specific fields.

According to the initial assessment of the Joint Steering Committee of the two Ministries, the merger plan basically meets the requirements set by the Central Steering Committee, the Government Steering Committee and the direction of the General Secretary. "The two Ministries have determined the tasks and operations of the new ministry after the merger. The leaders of the two Ministries are continuing to review and handle difficulties and problems arising in the field of construction economic management and the operations of some affiliated enterprises...", said Minister Nguyen Thanh Nghi.

"The new Ministry after the merger must demonstrate a stronger innovative mindset, with a unified, consistent, and synchronous management vision through planning, regulations, and standards... on technical infrastructure of economic and social sectors (transportation, industry, agriculture, energy, telecommunications, water supply and drainage...) across the country, as well as planning for the development of urban and rural systems," the Deputy Prime Minister stated.

On the same morning, at the Government Headquarters, Deputy Prime Minister Tran Hong Ha chaired a meeting on the plan to merge the Ministry of Natural Resources and Environment and the Ministry of Agriculture and Rural Development.

At the meeting, representatives of the ministries also exchanged and discussed a number of issues with different opinions; the division of functions and state management tasks that may overlap between the two ministries and branches to ensure unified, synchronous, and consistent management of rural infrastructure, water resources management, natural disaster prevention, veterinary medicine, etc.; the proposed name of the new ministry after the merger; plans to ensure unity and synchronization in the apparatus, organization, and operation of the new ministry from the central to local levels.

The Deputy Prime Minister highly appreciated the proactive and urgent spirit of the leaders of the Ministry of Natural Resources and Environment and the Ministry of Agriculture and Rural Development in closely following the direction of the Central Steering Committee and the Government Steering Committee on summarizing the implementation of Resolution No. 18-NQ/TW in the process of developing a consolidation plan to reduce overlap, duplication, contradictions or omissions in state management tasks; at the same time, organizing a scientific, streamlined, effective and efficient apparatus to better meet the requirements and tasks of state management in the new situation.

The Deputy Prime Minister requested the leaders of the two ministries to coordinate with the Ministry of Home Affairs and relevant ministries and branches to continue reviewing and thoroughly grasping the spirit of "one person can do many things, one job cannot be assigned to two people", "whatever task, that organization", ensuring unified, consistent, effective, efficient and effective management... urgently complete the merger plan between the two ministries before submitting it to competent authorities.
