The Ministry of Transport has just reported to the Government on the results of reviewing investment in the transport system connecting to the highway.
Nearly 160 proposals for highway connections
The Ministry of Transport has just reported to Prime Minister Pham Minh Chinh and Deputy Prime Minister Tran Hong Ha about reviewing the connection of expressways.
Accordingly, out of 158 proposals from 54 localities, 67 proposals are related to intersections and 91 proposals are related to connecting routes.
The proposals are classified into 3 groups. Group 1 has 22 proposals for connections that are being prepared for investment or are under construction.
Regarding these group proposals, the Ministry of Transport said that the connections have been prepared for investment and capital allocation by the Ministry of Transport and localities for implementation. Some connections are under construction and are expected to be completed in 2025. The main connections are on the Eastern North-South Expressway, Hanoi-Hai Phong Expressway, Noi Bai-Lao Cai Expressway, Khanh Hoa-Buon Ma Thuot Expressway and Chau Doc-Can Tho-Soc Trang Expressway.
Some intersections have been directed by the Prime Minister to be researched and implemented, such as Tuy Loan intersection on the Da Nang - Quang Ngai expressway, the intersection in Khanh Hoa province under component project 1 of the Khanh Hoa - Buon Ma Thuot expressway, the intersection in Hau Giang province under component project 3 of the Chau Doc - Can Tho - Soc Trang expressway.
The second group has 23 proposals for intersections and connecting roads that need to be prioritized for early investment to create conditions to promote local socio-economic development and improve the investment efficiency of highways.
These connections mainly belong to the North-South Eastern Expressway, the North-South Western Expressway, Lo Te - Rach Soi section, and the Hanoi - Hai Phong Expressway, with a total capital requirement of about VND5,410 billion.
Regarding investment capital for this group, the Ministry of Transport said that on May 6, 2024, the Ministry proposed to allocate capital from the annual increase in Central Budget revenue and the reserve fund for the medium-term public investment plan for the period 2021 - 2025. However, the Ministry of Planning and Investment and the Ministry of Finance said that allocating capital from the above sources is extremely difficult.
In addition, the basic investment proposals are outside the list of medium-term public investment projects, while the project addition, capital arrangement and investment preparation work are prolonged, making it difficult to implement investment in 2025. Therefore, it is necessary to consider and prioritize capital arrangement for the medium-term public investment plan for the period 2026 - 2030.
Group 3 has 113 connection proposals that are being considered and studied for investment in the next phase. These proposals are mainly related to investment in completing intersections, adding intersections, expanding or investing in new connection routes, including expressways in operation, routes under construction and routes being prepared for investment, expected to start construction in 2025.
These proposals are not as urgent as those in group 2. They need to be studied and specific design solutions proposed based on forecasts of transportation needs and the socio-economic development situation of the region as a basis for investment in the following stages.
Priority investment in connection with exploited highways
According to the Ministry of Transport, up to now, 2,021km have been put into operation, about 1,700km are under construction, about 1,300km are being prepared for investment, striving to complete the goal of having over 3,000km nationwide by 2025 and over 5,000km by 2030.
Affirming the need to invest in the highway connection system, promoting socio-economic development of regions and localities, the Ministry of Transport said that due to limited resources, the demand for investment to complete highway connections is very large. Preliminary statistics are about 181,240 billion. Therefore, it is necessary to have reasonable investment solutions, arranging investment priorities to ensure synchronization with highway routes, especially routes that are about to be put into operation.
From here, the Ministry of Transport recommends that the Government direct the Ministry of Transport and 11 localities (Yen Bai, Lang Son, Hung Yen, Hai Duong, Vinh Phuc, Ha Nam, Thanh Hoa, Da Nang, Can Tho, Hau Giang, Soc Trang) to speed up the construction progress and soon put into operation the intersections and connecting routes that are being prepared for investment or under construction.
For the remaining connections, the Ministry of Transport and localities under their investment authority will review and prioritize capital allocation for connections (in group 2) during the implementation of the medium-term public investment plan for the period 2026 - 2030.
At the same time, continue to review and assess the necessity and investment needs of connections (in group 3) to prioritize capital allocation and mobilize resources to be able to soon invest in these connections in the period 2026 - 2030 and subsequent periods, meeting the needs of socio-economic development in each period.
