Fighting waste is an arduous "battle" that requires the participation of the entire political system and society.
In every revolutionary stage, our Party and State have always paid special attention to the work of preventing and combating waste, issued many resolutions, directives and conclusions on this issue and led the entire political system and the entire people to organize and implement it, achieving many results. Faced with the requirement of increasing resources and mobilizing the people's strength to bring the country into a new era under the leadership of the Party, the work of preventing and combating waste is facing new, urgent and urgent requirements and tasks.
Since the implementation of the renovation process, the Central Executive Committee, the Politburo, and the Secretariat of all terms have issued many directives, resolutions, and conclusions on preventing and combating waste. On August 21, 2006, the Third Conference of the Party Central Executive Committee (Term X) issued Resolution No. 04-NQ/TW on strengthening the Party's leadership in preventing and combating corruption and waste; on May 25, 2012, the Central Executive Committee (Term XI) issued Conclusion No. 21-KL/TW on continuing to implement the Resolution of the Third Conference of the Central Executive Committee (Term X); on December 21, 2012, the Secretariat issued Directive No. 21-CT/TW on promoting thrift practice and combating waste; On December 25, 2023, the Politburo issued Directive 27-CT/TW on strengthening the Party's leadership in practicing thrift and combating waste.

In addition, institutionalizing the Party's policies, the Standing Committee of the 10th National Assembly issued the Ordinance on Practicing Thrift and Combating Wastefulness in 1998; the National Assembly passed the Law on Practicing Thrift and Combating Wastefulness in 2005 and 2013; the 2013 Constitution stipulates that "Agencies, organizations and individuals must practice thrift, combat waste, and prevent and combat corruption in socio-economic activities and state management".
With the drastic and responsible participation of the entire political system, the practice of thrift and anti-waste has achieved positive results, contributing to creating resources for the country's socio-economic development. However, according to the Government's assessment, the implementation of policies and laws on practicing thrift and anti-waste still exists and has limitations: the situation of outstanding debts and slow issuance of detailed regulations has not been thoroughly resolved; disbursement of public investment capital, progress of equitization, divestment and approval of the Project on restructuring state-owned enterprises for the period 2021-2025 are still slow; violations in the management and use of land, mineral and environmental resources still occur; compliance with the law is not strict; in some cases, loss and waste are very large and serious... The above-mentioned shortcomings and limitations are due to many causes. Besides the reason that some legal regulations, norms, standards, norms, and unit prices are still inadequate and have not kept up with the requirements of economic and social development, the main reason is the organization of implementation of policies and laws on practicing thrift and fighting waste...
The new mission is very urgent and pressing.
In the recent article "Fighting against waste", General Secretary To Lam said that in every revolutionary stage, our Party and State have always paid special attention to the work of preventing and combating waste, issued many resolutions, directives and conclusions on this issue and led the entire political system and the entire people to organize and implement it, achieving many results.
Faced with the need to increase resources and mobilize people's strength to bring the country into a new era under the leadership of the Party, the work of preventing and combating waste is facing new, urgent requirements and tasks.
General Secretary To Lam also pointed out the tasks and solutions that need to be implemented in the current new situation regarding the work of combating waste in institutional and legal building. Accordingly, the General Secretary stated: “… Transforming the thinking of law-making towards both ensuring the requirements of state management and encouraging creativity, liberating all productive forces, and unleashing all resources for development, with a non-rigid management mindset, resolutely abandoning the mindset of not being able to manage, then banning… building a law enforcement organization, closely following reality, standing on the ground of Vietnamese reality to build appropriate legal regulations, learning from experience while doing, not being hasty but not being perfectionist to miss opportunities; taking people and businesses as the center and subject. Regularly evaluating the effectiveness of policy quality after promulgation to promptly adjust inadequacies and contradictions, reducing many losses and wastes of resources, proactively detecting and removing bottlenecks caused by legal regulations as quickly as possible ”.
In addition, General Secretary To Lam also quoted the advice of President Ho Chi Minh when he was still alive: Corruption, waste, and bureaucracy are "enemies within". If soldiers and people strive to fight foreign invaders but forget to fight internal invaders, they have not fulfilled their duty. Therefore, soldiers and people must enthusiastically participate in that movement.
In the framework of the group discussion at the 8th session of the 15th National Assembly on October 26, talking about the issue of waste, General Secretary To Lam emphasized: "The issue of waste is visible, but when people ask, there is no answer. People ask, "Golden land is very precious, how much money is spent, but why is it left standing like that, after decades we still see grass growing! Who is responsible!? The State, enterprises or whoever is granted it must be responsible. Why not do it and if not, it must be taken back. If doing it causes problems, then the problems must be resolved, it cannot be left like that"...
" Or the two hospitals in Ha Nam, people do not have hospitals to examine and treat, the State spent money to build them, but after decades they have not been put into use. If they were private, they would have recovered the capital, and that capital would have been returned. But the State still leaves them empty, no one takes responsibility? That is a waste! How can we let it be like that ?" - General Secretary To Lam stated.
At the same time, mentioning the flood prevention project in Ho Chi Minh City with a total investment of 10,000 billion VND, General Secretary To Lam said that after two terms, local people still suffer from flooding, while the state money is spent. According to General Secretary To Lam, if these projects were private, they would have been put into operation and completed capital recovery. Many projects in localities were assigned to enterprises for implementation, but due to problems, they are "waiting for each other". Therefore, the General Secretary requested coordination at all levels and sectors to resolve and implement immediately.
Ministries and localities resolutely fight waste
Imbued with the teachings of President Ho Chi Minh, under the leadership of the Party, especially the clear messages of General Secretary To Lam on anti-waste like a "drumbeat of command" requiring the work of preventing and combating waste to be faced with new requirements and tasks that are very urgent and urgent. Each sector, each locality, within its scope of management, must uphold the spirit of initiative and determination. More than ever, this message needs to be implemented vigorously to create a strong spread throughout society.
Recently, Prime Minister Pham Minh Chinh signed Official Dispatch No. 125/CD-TTg dated December 1, 2024 requesting ministries, branches and localities to promote thrift practice and combat waste.
The dispatch stated: In 2024, despite many difficulties and challenges, the Government, ministries, branches and localities will resolutely and effectively deploy and implement the provisions of the Law on Practicing Thrift and Combating Wastefulness, the Resolutions of the National Assembly, the Government and the tasks and solutions set out in the Government's Overall Program on Practicing Thrift and Combating Wastefulness; the work of practicing thrift and combating waste has had many changes and achieved important and positive results in all fields, contributing to the successful implementation of socio-economic development goals and targets, finance, budget, mobilizing, managing and effectively using human resources, material resources, financial resources, ensuring national defense, security, foreign affairs, social security and social welfare of the country; awareness and responsibility for practicing thrift and combating waste of ministries, branches and localities have been raised.
For the Industry and Trade sector, Directive 11/CT-BCT signed by Minister Nguyen Hong Dien on November 8, 2024 emphasized the direction for Deputy Ministers in their assigned fields to thoroughly grasp and seriously and effectively implement the direction of General Secretary To Lam on combating waste; effectively organize the implementation of the Government's Resolutions and the Prime Minister's directions on the effective use of resources, quickly deploy works and projects, avoid loss and waste, especially backlogged projects, projects that have stopped construction, headquarters of agencies and units under the ministry, investment projects in production and business at corporations, general companies, and state-owned enterprises under the ministry; student dormitories of universities, colleges, and training institutions under the ministry.

At the same time, regularly monitor and direct the assigned functional units to implement; closely follow the grassroots, strengthen work with ministries, branches, localities, enterprises and related units to focus on resolving existing problems, promptly complete and put into use projects, backlog works, long-term construction suspensions, headquarters, and offices of agencies and units under the ministry. Ensure the comprehensive completion of assigned tasks; take full responsibility before the Minister for the implementation results.
In addition, to encourage the spirit of "dare to think, dare to do", in the above directive, Minister Nguyen Hong Dien also noted in detail the issue of clearly defining responsibilities, work content, progress, completion time, and implementing agencies to serve as a basis for urging, checking, monitoring and evaluating.
For work contents under authority, it is necessary to proactively have solutions to immediately and completely resolve problems and issues. For contents beyond authority, it is necessary to promptly review, clearly report the content, regulations of the problem, propose solutions, the responsible agency to resolve and the competent authority to decide.
At the same time, it is necessary to take timely measures or report to competent authorities for matters beyond their authority regarding handling of personal and organizational responsibilities that cause projects and works to be delayed for a long time; replacing or transferring to other jobs for officials and civil servants with weak capacity, who do not dare to do, avoid, push, work half-heartedly, are afraid of responsibility, are late and do not meet the requirements of assigned work in resolving related issues that cause projects and works to be delayed, prolonged, and waste resources.
In addition, implementing the guiding viewpoints stated in the Party's Resolutions and the direction of General Secretary To Lam on combating waste, removing bottlenecks in institutional and legal building - the bottleneck of bottlenecks - in the period from January 1, 2021 to September 1, 2024, the Ministry of Industry and Trade has presided over the development, submitted to competent authorities and promulgated under its authority 156 documents including 5 Laws (Law on Petroleum, Law on Protection of Consumer Rights, Law on Electricity, Law on Chemicals, proposal to develop Law on Economical and Efficient Use of Energy), 20 Decrees of the Government, 4 Decisions of the Prime Minister and 128 Circulars. Especially in 2024, the work of building and perfecting institutions in the Industry and Trade sector has been deployed at an unprecedented level, with a series of major, breakthrough mechanisms and policies with strategic and long-term visions of the Party, State and Government.
Thus, it can be seen that fighting waste is an important task, requiring the cooperation of the whole society. The good implementation of this policy not only brings economic benefits but also contributes to building a civilized and sustainable society. We need to have the right awareness and practical actions to save from the smallest things in daily life, thereby creating great strength for the development of the country.
Implementing the direction of General Secretary To Lam on immediately deploying key and breakthrough tasks in preventing and combating waste, creating a widespread impression throughout society; focusing on extensive propaganda, raising awareness and responsibility among cadres, party members and workers on combating waste; Official Dispatch No. 168-HD/BTGTW dated September 23, 2024 of the Central Propaganda Department, aiming to promote propaganda work, spread positive information about the direction and organization of drastic implementation of waste prevention and combat, removing bottlenecks in mechanisms and policies; Implementing the direction of the Minister of Industry and Trade, on December 23, 2024, the Ministry of Industry and Trade will organize the Forum "Ministry of Industry and Trade: Combating waste, unlocking development resources". The forum will have two sessions. Session 1: "Marxism - Leninism, Ho Chi Minh Thought and the General Secretary's Message on Waste Prevention". Session 2: "The Industry and Trade Sector Combats Waste and Removes Obstacles for Breakthroughs in the New Era", focusing on exchanging and discussing waste identification, sharing practical, domestic and international experiences in waste prevention; proposing solutions to combat waste and unlocking resources. |
