On the afternoon of November 7, when asking questions about cultural and social issues, many delegates were interested in the field of Information and Communications.
4G, 5G coverage has many advantages
Speaking at the meeting, delegate Le Thi Ngoc Linh (Bac Lieu delegation) said that the Ministry of Information and Communications set a goal that by 2025, 100% of the population will be covered by 4G network and by 2030, 100% of the population will be covered by 5G network.
Delegate Le Thi Ngoc Linh asked the Minister of Information and Communications to clarify how the above plan will be implemented and the specific roadmap in the coming time?
Answering questions from delegates, Minister of Information and Communications Nguyen Manh Hung said that 4G and 5G coverage has many advantages and will be faster because there is already 2G and 3G infrastructure.
According to the Minister of Information and Communications, 4G subscribers have reached 99.8% of the population to date, and the target is expected to be achieved by 2025.
Regarding 5G waves, Minister Nguyen Manh Hung shared that it is expected that the frequency will be auctioned by the end of this year. After that, network operators will widely deploy 5G nationwide.
The head of the IT&T industry said that the advantage in developing 5G waves is that network operators will install them on old infrastructure - 2G and 3G antenna poles. Therefore, the investment time for 5G coverage will be very fast.
“By 2030, we will achieve the goal of 5G coverage, but I think it will be sooner,” Minister of Information and Communications Nguyen Manh Hung expressed.
4G phone coverage reaches 99.8%
At the meeting hall, delegate Doan Thi Le An (Cao Bang delegation) said that, answering the National Assembly, the Minister of Information and Communications had stated the spirit of thoroughly covering villages and hamlets in mountainous areas. Strive to complete the provision of mobile telecommunications services in villages, ethnic minority areas, border areas and islands by 2023.
According to the Cao Bang delegation, in the 2021-2023 period, the Ministry of Information and Communications has actively invested in digital infrastructure, covering 99.73% of villages nationwide, completing 1,071/1,760 villages with mobile waves.
“There are currently 689 villages, including 562 villages in extremely difficult areas, that do not have mobile phone signals. Minister, please let us know whether the target will be achieved by the end of 2023 or not?”, asked a delegate from Cao Bang.
Responding to delegates, Minister of Information and Communications Nguyen Manh Hung informed that since 2021, when the Covid-19 pandemic broke out, the education sector had to organize online teaching and the Government had the program "Wave and Computer for Children". Along with that, the Ministry of Information and Communications has directed network operators and Departments of Information and Communications to review each wave depression area.
“There are even mountainous areas with only a few dozen houses, but we have covered each of these signal depressions. Currently, there are 2,100 signal depressions covered. The good news is that Vietnam's 4G phone coverage rate is currently 99.8% in terms of population. The average high-income countries only reach 99.4%,” Minister Nguyen Manh Hung shared.
The head of the Information and Communications sector said that in 2023, after reviewing, localities discovered 420 more signal depressions. The Ministry of Information and Communications has included it in the plan to use the Public Telecommunications Fund to cover these depressions before June 2024.
According to Minister Nguyen Manh Hung, among the newly discovered wave depressions, 50 points have no electricity. Therefore, the Ministry of Information and Communications has worked with the Electricity Corporation to discuss solutions to bring electricity to these areas. In case of difficulties, there will be a solution to use solar power.
"Perhaps Vietnam is doing very well in terms of coverage in remote areas because we have a Public Telecommunications Fund contributed by network operators," the Minister of Information and Communications acknowledged.
Breakthrough in working with cross-border social media platforms
Delegate Vo Thi Minh Sinh (Nghe An delegation) highly appreciated the efforts of the Information and Communications sector in recent times. In particular, the delegate was very pleased with the results that can be said to be breakthroughs in working with cross-border social networking platforms such as Facebook, Google or Tiktok, to require them to comply with Vietnamese law and the Code of Conduct on social networks on the handbook for identifying and handling fake information for users.
“However, currently, there are many organizations and agencies in the political system that have fanpages on Facebook and have authentic identities, which are very effective in propaganda work and interacting with people, but have not been granted official accounts,” said a delegate from Nghe An.
With the above reality, delegate Vo Thi Minh Sinh requested the Ministry of Information and Communications to provide solutions to support the orientation and legalization of these pages to ensure safety, avoid risks, loss of control or during the operation of the pages as well as the responsibility of these pages to society?
Minister of Information and Communications Nguyen Manh Hung replied that currently many organizations have a page on social networks and want that page to be official. Through that official status, they can convey information to society and demonstrate the prestige of that page.
According to the Minister, currently, some social networking platforms already have that function, supporting that function. For example, Facebook has a 'blue tick'. When providing full information, being authenticated as that organization, they will give a 'blue tick'. When users see that 'blue tick', they will see the reputation of that organization.
However, not all social networks have authentication functions like Facebook. Therefore, the Ministry of Information and Communications has worked with social networks that do not have that function to develop authentication functions.
“Basically, by the end of this year, major social networks will have this function and the Ministry of Information and Communications will institutionalize it in a decree expected to be signed in the fourth quarter of 2023 on Internet content,” said Minister Nguyen Manh Hung.
