Mu Cang Chai district (Yen Bai) has almost no English teachers at the primary level. The province has to mobilize and mobilize teachers from the city to come here to teach English. However, many schools have accommodation for students but "forget" about housing for teachers "living in the countryside".
On the first day of arriving in Mu Cang Chai, receiving a room rented by the school, Ms. Thu, a teacher assigned from the city to teach English, told Thanh Nien reporter: "The school does not have a public house, and in this remote place there are no available houses for rent like in the city. The school tried to help me rent a house that was considered solid near the school. But when I entered the house, I was still... shocked, because it was a level 4 house with a fibro cement roof and a dirt floor. There was nothing in the house except for my personal bed."
However, Ms. Thu said she was still luckier than some of her colleagues because they lived in a more remote school, their accommodation was only covered with planks, and in the winter the wind blew from all sides, making them cold to the bone, and they had many sleepless nights.
If it weren't for love and responsibility for the profession, teachers would find it difficult to overcome those difficulties.
Statistics from the Ministry of Education and Training show that the country is still short of nearly 11,000 public offices for teachers, with the largest number in the northern mountainous region, which is also where the teacher shortage is most severe in remote areas. Education leaders in these areas have repeatedly shared about the teacher shortage but have not been able to recruit. Many teachers, due to difficulties in living conditions, have asked to change regions or even change jobs.
According to the head of the education sector: "This solidification, in many ways, not only solidifies schools, classrooms, and public offices, but also has the effect of "solidifying" the good will and beauty in the human spirit."
According to the law on public housing for civil servants in general and teachers in particular, the provincial People's Committee is responsible for establishing and approving the plan for public housing development in the local housing development program and plan. Therefore, the concern for housing for teachers living far away depends on the economic conditions and level of concern of each place.
Therefore, schools and teachers in disadvantaged areas expect the Law on Teachers that the Ministry of Education and Training is developing. If it cannot be included in breakthrough policies, it is necessary to have more drastic regulations on responsibilities and obligations for localities to build public housing that is solid and comfortable enough to retain and attract teachers. The law needs to supplement regulations on policies for teachers working in specialized schools, remote areas, and areas with special socio-economic difficulties, including regulations on conditions and procedures for housing and public housing policies for teachers.
