According to the Plan, Quang Ngai will prioritize investment in infrastructure projects that have the potential to create great spillover effects and inter-regional connectivity, especially the province's strategic transport infrastructure to ensure synchronization, modernity, connectivity, and comprehensiveness, promoting regional and intra-regional connectivity of the province (6 dynamic economic space regions, 2 dynamic growth centers, 3 urban centers and 4 economic development corridors) associated with 2 regional development corridors (North-South economic corridor and East-West economic corridor); healthcare, education, culture, sports, social security infrastructure; power grid infrastructure; urban technical infrastructure in three urban centers identified in the Provincial Planning to attract domestic and foreign private sector capital to develop important socio-economic infrastructure of the province and inter-regions. At the same time, ensure a reasonable and effective investment structure between regions and fields, both increasing growth momentum and ensuring social security, narrowing the gap between rich and poor.

In addition, continue to prioritize investment in completing irrigation infrastructure, dykes, water supply, drainage, etc. to meet the needs of socio-economic development, ensure social security, fire prevention and fighting, national defense, security, prevention and mitigation of natural disasters, adaptation to climate change and rising sea levels.

For investment projects using capital sources other than public investment capital, according to the Plan, Quang Ngai will invest in completing the province's infrastructure on the basis of infrastructure works that have been and are being invested in, led by public investment projects, maximizing the efficiency of invested infrastructure works. Focus on attracting investment in the following sectors and fields: Transport; industry, infrastructure of economic zones, industrial parks, industrial clusters; tourism, trade, services, culture, sports; urban infrastructure, residential areas; natural resources and environment; agriculture, forestry and fishery; health, education, culture, information and communication, social security; attracting other projects according to the development requirements of the province.

At the same time, attract investment to increase the density, scale, productivity and efficiency of production and business establishments in the province's dynamic areas.

Projects in Quang Ngai that are expected to be prioritized for investment include: Dung Quat - Sa Huynh coastal road; Hoang Sa - Doc Soi road; embankment to prevent landslides and beautify the landscape of the southern bank of Tra Khuc river (Tra Khuc I bridge - Tam Thuong wharf); dam downstream of Tra Khuc river; main roads in Dung Quat economic zone; construction and development of urban infrastructure in Quang Ngai city, Quang Ngai province; collection and treatment system for rainwater and wastewater in Quang Ngai city, the southern basin downstream of Tra Khuc river, etc.

Land use plan

Quang Ngai will develop and submit to competent authorities for approval the Quang Ngai Provincial Land Use Plan for the 2021-2025 and 2026-2030 periods, ensuring compliance with the National Land Use Plan, the National Land Use Plan targets for the 2021-2030 period, with a vision to 2050, and the National Land Use Plan assigned by the Prime Minister; National Sectoral Planning, Provincial Planning; Law on Planning, Law on Land, and related laws.

At the same time, organize the management, use of land effectively, reasonably, economically and sustainably with a long-term vision; meet the requirements of socio-economic development; ensure national defense and security; develop education, culture and sports; protect the environment, adapt to climate change; create momentum for comprehensive development in all aspects in accordance with the orientation of the Provincial Planning.

In addition, Quang Ngai will update, adjust and supplement the local land use plan in each specific period to be consistent with the Land Use Plan, the Security and Defense Land Use Plan for the period 2021 - 2030, with a vision to 2050 approved by the Prime Minister.

Solutions to attract investment for development

According to the Plan, Quang Ngai will continue to promote administrative reform, especially administrative procedure reform, and improve the investment environment. Strengthen and innovate investment promotion; perfect the organizational model and operation method of the provincial investment promotion agency; research and develop a set of criteria to evaluate the effectiveness of investment promotion, expand the scope of investment promotion in both breadth and depth and to attract large investment projects, serving the sectors and fields in the development orientation of the province. Develop a project to prioritize attracting large, branded foreign investors (FDI) to Quang Ngai province; expand investment forms, encourage public-private partnerships and other forms.

In addition, promote domestic and foreign investment to mobilize resources for infrastructure development and important sectors and fields in the area, in a diversified manner with many forms and focusing on promoting on-site investment; increase support for business development and improve the investment and business environment, enhance provincial competitiveness, create a favorable, open and attractive investment environment for investors. In particular, take advantage of opportunities from new-generation free trade agreements of which Vietnam is a member, such as: Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP), Vietnam - European Union Free Trade Agreement (EVFTA), Regional Comprehensive Economic Partnership Agreement (RCEP), ... to attract foreign investment partners.

Quang Ngai will focus on selectively attracting investment, foreign investment projects, prioritizing investment projects with advanced technology, new technology, high technology, clean technology, modern management, high added value, spillover effects, connecting production and supply value chains internationally, regionally and globally. Priority will be given to calling for large economic groups, branded investors, with financial potential, capable of stable and long-term investment to invest in areas that the province prioritizes and encourages investment such as: concentrated agriculture, high-tech agriculture; infrastructure of industrial zones and clusters; advantageous industries; services, trade - tourism; marine economy; urban and rural infrastructure;... to promote the province's socio-economic development associated with innovating the growth model towards rapid, sustainable, environmental protection, solving social issues, improving the quality and efficiency of investment capital use.
