(kontumtv.vn) – Continuing the program of the 7th Session, 15th National Assembly, on the morning of June 20, the National Assembly discussed in the hall about the planning of Hanoi Capital for the period 2021 - 2030, with a vision to 2050 and the overall adjustment project of the Hanoi Capital Master Plan to 2045, with a vision to 2065.

Delegates said that the planning and adjustment of the basic planning are consistent with the Party's guidelines and policies, the State's policies and laws, and the consistency of the planning legal system. The Government's submission to the National Assembly for comments on the Capital Planning and the adjustment of the Master Plan is consistent with the law.

Commenting on the Hanoi Capital Planning, delegate Tran Van Tien (Vinh Phuc) expressed his agreement with the contents such as the basis for establishing the Planning; viewpoints, goals and options for developing Hanoi Capital; development directions of important sectors in the area and development directions of other sectors and fields...

Delegate Tran Van Tien also made a number of proposals and recommendations, including the addition of an assessment report after 12 years of implementing Decision No. 1259/QD-TTg of the Prime Minister on approving the Master Plan for Hanoi Capital Construction to 2030 and vision to 2050, thereby identifying shortcomings, limitations, causes and drawing lessons for planning and adjustment work.

The delegate also raised the issue that currently, the adjustment of the Master Plan is made according to the Law on Urban Planning, while the Government is submitting to the National Assembly for comments on the Law on Urban and Rural Planning to replace the Law on Urban Planning. Therefore, the delegate requested that the consultant implementing the adjustment of the Master Plan of the Capital must closely follow the Master Plan of the Capital and the draft Law on Urban and Rural Planning to avoid a situation where the newly adjusted Master Plan must be adjusted according to the Law on Urban and Rural Planning.

Sharing the same concern as delegate Tran Van Tien, delegate Nguyen Van Than (Thai Binh) wished that in the presentation, there should be statistics on what we have done from 2011 to now among those planning tasks.

“There are only 6 years left until 2030. Can we complete the planning tasks that have been set out so that we can have a basis for calculating the vision to 2050?... If the results achieved during this period are too low, will the vision to 2050 have much meaning?”, delegate Nguyen Van Than wondered.

Regarding the content of the planning vision to 2065, the capital Hanoi develops to the level of the capitals of advanced countries in the world, the delegate of Thai Binh province suggested that it is necessary to clarify the factor: By 2065, it will develop to the level of the capitals of advanced countries at the present time or at the time of 2065. According to the delegate's explanation - "when we develop, other countries will also develop", so it is necessary to clarify to have a reasonable and feasible vision.

Regarding the adjustment of the application of the specific planning of "city within the Capital", delegate Nguyen Van Than proposed the opposite, "Capital within the city", in the direction that the inner city districts will be "Capital Hanoi", the remaining areas and other areas will be "Hanoi city" so that the State and 63 provinces and cities can concentrate resources, ready to contribute to the Capital, with the orientation of developing the Capital Hanoi as a political - cultural center, not a political - economic center.

"We hope that the National Assembly, the Party and the State will study the viewpoint that "Hanoi Capital is located within Hanoi City", so that Hanoi City is for the capital and other provinces and cities are also for the capital", the delegate emphasized.

According to delegate Hoang Van Cuong (Hanoi), the Capital Planning is a provincial planning, but not like the planning of other provinces which is planning for a locality, but planning for the capital of the whole country. Therefore, here there must be all the elements converging and representing the development of the whole country.

Delegate Hoang Van Cuong raised three issues that need attention in the process of implementing the planning. First, it is necessary to focus on solving the problem of traffic congestion, which is also the biggest bottleneck of Hanoi Capital at present. In particular, the focus is on investing in building 14 urban railway lines into a railway network capable of connecting traffic so that people can move to any location in the capital area, from there, personal means of transport will be automatically replaced, at the same time, the environmental pollution situation will be partly resolved.

“When the urban railway network develops, it will connect with the suburbs, automatically spreading economic activities that are concentrated in the inner city to develop in new urban areas. In particular, the railway system also connects with provinces such as Bac Ninh, Vinh Phuc, Hung Yen, Ha Nam, turning those provinces into almost satellite cities to create development connections, while also dispersing concentration,” said delegate Hoang Van Cuong.

The second core issue proposed by Hanoi city delegates is to invest in building a wastewater collection system separate from the rainwater system and to build and arrange local wastewater treatment areas and centralized wastewater treatment areas so that when domestic wastewater from the city is released into the environment, it is clean water, limiting pollution. In addition, there should be a mechanism to support people in the old quarter to have conditions to renovate and improve this area; implement a mechanism of not reclaiming people's houses, but still supporting housing.

“If supported like that, the people themselves will turn this space into a space for service and commercial business. The property will still be theirs, they can produce and do business themselves or let other investors invest and renovate it into a place for accommodation and food and beverage business. From there, we will develop a “night economy” space for Hanoi, not only around the Hoan Kiem Lake area as it is now, but also the Old Quarter, West Lake area… becoming a space for tourism and night economy development,” the delegate emphasized.
