According to the Prime Minister's decision approving the Can Tho City Planning for the period 2021-2030, with a vision to 2050 on December 2, by 2050, Can Tho will become a livable smart city in Vietnam. Accordingly, the Can Tho City Planning is consistent with the development policies and guidelines of the Party and the State, consistent with the Resolutions of the Politburo, the National Assembly, and the Government, ensuring unity and synchronization with the goals and strategic orientations for socio-economic development of the whole country, the national strategy on green and sustainable growth; ensuring democracy, compliance, continuity, inheritance, stability, consistent with the national master plan, national sectoral planning, planning, Mekong Delta planning and related planning.

Developing a synchronous and modern infrastructure system to meet the needs of socio-economic development in each planning period; focusing investment resources on works and projects with great spillover effects to create development momentum for the city. Maximizing internal and external resources, especially regional linkages and infrastructure connections in the Mekong Delta; focusing on market factors and cooperation between economic sectors; focusing on modern technology; implementing economic restructuring towards reducing the proportion of agriculture and increasing the proportion of industry and trade and services. Can Tho City Planning for the period 2021-2030, with a vision to 2050, meets the requirements of the new development stage.

Specifically, in terms of economy, the average growth rate of gross regional domestic product (GRDP) is from 7.5% to 8%; the average GRDP per capita at current prices reaches over 220 million VND, in the GRDP of the region: agriculture, forestry and fishery is about 5.9%, industry - construction is about 35.9%, services and product taxes minus product subsidies are about 58.2%, the average labor productivity growth rate is from 11 - 15%/year, strongly developing digital infrastructure, data infrastructure to create a foundation for national digital transformation, developing digital government, digital economy, digital society; the proportion of digital economy reaches about 30% of GRDP. In terms of society, the average population growth is about 0.67%/year, the average life expectancy is 75 years old, of which the healthy life expectancy is at least 68 years. The proportion of agricultural labor in the total social labor force has decreased to below 20%, the proportion of trained laborers has reached over 85%, of which the proportion of trained laborers with degrees and certificates has reached over 40%.

The rate of schools meeting national standards at preschool level is over 90%, at primary level is over 95%, at secondary level is over 95%, at high school level is over 85%, the number of hospital beds/10,000 people is at least 55 beds; the number of doctors/10,000 people is at least 20 doctors; the rate of private hospital beds is at least 15%, striving for 100% of communes to meet advanced new rural standards, over 50% of communes to meet model new rural standards, the health insurance coverage rate is over 95%. The multidimensional poverty rate is below 0.32% by 2025; and striving for basically no poor households by 2030 according to the national common standards. Regarding resources and environment, the rate of urban solid waste collected and treated is 100%, rural solid waste collected and treated is 80%, ordinary industrial solid waste, hazardous waste, and infectious hazardous waste are collected and treated 100%, the rate of industrial parks and clusters in operation with centralized wastewater treatment systems that meet standards for discharge into the environment is 100%; 100% of production and business establishments meet environmental standards; ensuring that 100% of wastewater is collected and treated to standards equivalent to the quality of wastewater discharged into receiving sources for domestic purposes.

Regarding infrastructure development, the urbanization rate is about 80%; ensuring that 100% of urban areas of type IV or higher complete the criteria for urban classification in terms of urban infrastructure, especially infrastructure for health, education, training and urban cultural works. Regarding national defense and security: Well perform the task of ensuring national defense, security and social order and safety. Accordingly, the vision to 2050 is that Can Tho will be an ecological, civilized and modern city with a strong identity of the Mekong Delta river region; belonging to the group of fairly developed cities in Asia, becoming a smart and livable city in Vietnam.
