Reporting on some major issues in receiving and explaining the revised Telecommunications Law, Chairman of the National Assembly's Committee for Science - Technology - Environment Le Quang Huy said that regarding regulations on basic telecommunications services (OTT) on the internet (OTT services), there were opinions suggesting clarifying whether OTT services are a type of telecommunications service or not in order to have specific regulations in the law.

National Assembly Chairman Vuong Dinh Hue delivered the opening speech at the meeting of the National Assembly Standing Committee on the afternoon of November 14.
Regarding this issue, Mr. Huy said that OTT services provide features equivalent to basic telecommunications services (messages, voice calls, video conferencing). In the world, many countries have regulated this service as a telecommunications service, managed according to the law on telecommunications. Therefore, OTT services are a type of telecommunications service, regulated in the Telecommunications Law.
However, according to Mr. Huy, this service is characterized by the fact that the service provider does not own the network infrastructure and is not allocated telecommunications resources, so the draft law has been adjusted to manage this service in a "light management" manner, only having to comply with a few regulations, unlike traditional telecommunications services.
Deputy Secretary General of the Vietnam Federation of Commerce and Industry (VCCI) Dau Anh Tuan suggested that the drafting agency and the reviewing agency pay more attention to some "rigid" regulations, which affect the development of some potential industries in this field.
In addition, the draft law requires the Ministry of Information and Communications to submit pricing plans, determine costs, and audit reports for telecommunications pricing management, which is not suitable for data center service providers. "Such regulations have interfered too deeply with business operations and service provision, increasing costs and service deployment time," said Mr. Tuan.
Regarding the suggestions for measures to control and minimize the cases of deposit abandonment when auctioning telecommunications numbers, Mr. Huy also said that the examining agency proposed that the Standing Committee of the National Assembly direct the study of adding sanctions to handle the abandonment of deposits in the draft law on Amending and Supplementing a number of articles of the Law on Property Auctions, which is being considered by the National Assembly at the 6th session...
Chairing the meeting, NA Chairman Vuong Dinh Hue requested agencies to review regulations related to the auction of telecommunications numbers and national domain names to regulate auctions using the ascending bid method, ensuring that telecommunications resources are treated as public assets; and at the same time agree with the law amending a number of articles of the Law on Property Auctions being considered by the NA.
