On November 9, the Government issued Decree 147 regulating the management, provision and use of Internet services and online information. Effective from December 25, the new Decree was developed to overcome difficulties and shortcomings arising from the implementation of Decree 72 in 2013, ensuring compliance with the development trend of digital technology integration, digital content and Internet services. To help readers gain more perspectives on the new points as well as the influence and impact of Decree 147 on the Internet community, VietNamNet reporter had a conversation with Mr. Vu The Binh, Vice President and General Secretary of the Vietnam Internet Association.

Reporter: What do you think about the Government's new Decree on the management, provision and use of Internet services and online information? Mr. Vu The Binh: The current regulations have been applied for many years. The context of the Internet environment related to technology, the development of applications, as well as issues arising online show the need to update, adjust and supplement regulations related to the management, provision and use of Internet services and online information. We believe that, after a long enough time to draft and collect opinions from relevant parties, now is the right time to have a new decree. With a series of new regulations, how do you assess the impact of Decree 147 on the development of Vietnam's cyberspace? The Internet is no longer the same as it was 10-20 years ago. Applications and services are on the one hand more converged, on the other hand more intelligent, more closely linked to life and individuals. Internet traffic is largely a flow from users to a few global or domestic application platforms. The new regulations will of course affect Internet entities, including users and service providers. In the coming time, Internet users will be more aware of their position on the Internet, with daily applications, reducing the 'virtual' element, getting closer and closer to real life. Each user himself will be less able to distinguish between 'real' and 'virtual', life in cyberspace is closely linked to real life.

Service providers will have to take on additional responsibilities, including both legal and technical aspects. More or less, service providers will need to invest more in technical systems, processes, and service operations. From another perspective, when regulations are well implemented, state agencies expect to minimize negative aspects in cyberspace such as online fraud activities. We also believe that there will be improvements in this aspect, along with advocacy and communication activities to raise awareness among Internet users. So will the problem of fake news, false information, and online fraud be pushed back when new regulations are put into effect, sir? The newly adjusted and supplemented regulations will help stakeholders in the Internet ecosystem understand their rights and obligations, thereby focusing on investing in technology, processes, and awareness to contribute to making activities in cyberspace healthier. The additional regulations also create conditions for state management agencies to have a clear and transparent legal corridor to perform their duties, contributing to pushing back negative aspects on the Internet. In particular, with the newly added regulations on authentication, filtering, user protection on social networks..., it can be expected to help increase the health of social networks, reduce negative behaviors on cyberspace, and bring more safety to users. In order for Decree 147 to come into effect soon, what do you think should be focused on in the coming time? We all know that technology and the Internet change very quickly, so even though the regulations are newly updated, we will only know more clearly about their impacts after a certain period of time. I think that, in the beginning, the parties involved in the provision and use of Internet services need to be communicated and provided with more information, to have new awareness and adapt to the new regulations. During the implementation process, based on practice, regulations should also be adjusted promptly to achieve the great goal of providing a safe and healthy Internet service environment for users.
