Quang Ninh: Two soldiers died while fighting storm Yagi

While on duty to prevent storm No. 3, in Quang Ninh province, two soldiers died: Senior Lieutenant Nguyen Dinh Khiem (born in 1997), Captain of Company 3, Engineer Battalion 1, Engineer Brigade 513, Military Region 3; Major Tran Quoc Hoang (born in 1987), officer of Quang Ninh Prison.

Senior Lieutenant Nguyen Dinh Khiem, 27 years old, is the Captain of Company 3, Brigade 513, Military Region 3. He enlisted in September 2015, and is from Yen My Commune, Yen Mo District, Ninh Binh Province. During the Yagi storm prevention process, his unit was responsible for ensuring the safety of construction units.

At around 9:00 a.m. on September 7, 2024, upon receiving a request from the people of Pat village (Pat village), Luc Hon commune, Binh Lieu district, Quang Ninh province, to help reinforce people's houses, Senior Lieutenant Nguyen Dinh Khiem joined the mobile task force to help the people. On the way back after getting materials, seeing his teammate slip and possibly be crushed by a tree, Senior Lieutenant Khiem rushed in to help and fell.

Comrade Khiem was promptly taken to Binh Lieu District Medical Center for emergency treatment by his teammates . At around 5:20 p.m. the same day, Comrade Khiem died.

On September 8, the Military Youth Committee, General Department of Politics of the Vietnam People's Army submitted a proposal to the Central Youth Union Secretariat to posthumously award the "Brave Youth" Badge to Senior Lieutenant Nguyen Dinh Khiem (born in 1997), Captain of Company 3, Engineer Battalion 1, Engineer Brigade 513, Military Region 3.

Major Tran Quoc Hoang sacrificed his life while on duty to rescue prisoners and ensure prison safety.

Also during storm Yagi, Major Tran Quoc Hoang (37 years old, from My Hao town, Hung Yen), an officer at Quang Ninh Prison, died.   Major Tran Quoc Hoang is a prison officer on duty, assigned to protect the safety of the prison. Since the morning of September 7, the storm hit Quang Ninh, causing very heavy rain, strong winds, and a complete power outage. Sub-camp No. 2, Quang Ninh Prison, located in Thong Nhat Commune, Ha Long City, Quang Ninh, is located close to the mountainside. By the evening of the same day, water from the mountain flowed down strongly, collapsing the front wall of the prison, flooding the prison area, posing a risk of flash floods, endangering prisoners and affecting the safety of the detention area, so officers and soldiers of Quang Ninh Prison organized to move prisoners to the second floor to ensure safety.

Although the officers and soldiers of Quang Ninh Prison had organized to move the prisoners to the second floor, the water still rose too quickly, possibly flooding the entire prison area - where the prisoners were staying. Therefore, at around 1:00 a.m. on September 8, Major Tran Quoc Hoang braved the rain and wind to open the gate behind the prison to drain the water in the prison area, ensuring the safety of his teammates and the prisoners inside. However, because the water was too strong and flowing rapidly, after opening the gate, he was swept away by the flood.

Quang Ninh Prison coordinated with the rescue force of Quang Ninh Police to organize a search, and by 11:30 on September 8, the body of comrade Tran Quoc Hoang was found swept away by flood waters quite far from the scene. On the afternoon of September 8, preparations to bid farewell to Major Tran Quoc Hoang, an officer of Quang Ninh Prison - the police officer who had just died while on duty rescuing prisoners from floods during Typhoon Yagi were completed.
