Yen Lap Lake, the largest reservoir in Quang Ninh province, supplies most of the domestic water for Ha Long City, Uong Bi City and Quang Yen Town, with a capacity of 127 million m3. Due to the impact of storm No. 3, on September 5, Yen Lap irrigation reservoir opened the spillway with a capacity of 10 m3/s. By this morning, September 7, Yen Lap reservoir had increased the spillway capacity to 16 m3/s to ensure safety.

Also according to the province's report, by this morning, all 5,556 fishing boats had moved to safe storm shelters; over 3,500 workers on offshore aquaculture cages had moved ashore; over 2,000 households had been evacuated from areas at risk of being affected and unsafe. Command and control work was carried out synchronously and continuously from the province to the grassroots. Localities were ready with forces and means to be on duty to support people promptly.
Up to now, there has been no significant damage in the province. In some localities, urban trees have been broken and the roofs of some houses have been blown off.
Through on-site inspection and listening to the quick reports from localities in the province on the work of preventing and fighting storm No. 3, Minister of Agriculture and Rural Development Le Minh Hoan highly appreciated the initiative of the entire political system from the province to the grassroots in storm prevention and fighting. At the same time, he emphasized that the developments of storm No. 3 are still very complicated, so the province needs to continue to direct localities and functional forces to further strengthen preparations to respond to situations that may arise, especially at vulnerable locations such as: dams, sea dykes, areas at risk of landslides, etc.

Absolutely do not be subjective or negligent; organize 24/7 standby, closely monitor the storm's developments to continue to proactively prevent and combat, the highest goal is to ensure human safety, minimize property damage. Further strengthen propaganda and dissemination work in various forms to help people understand the level of risk and risk of damage for each wind level so that people can proactively take preventive measures; absolutely do not let people return to cages, rafts, and anchored ships when safety is not guaranteed. Prepare essential items, food, and provisions to support people in storm-affected areas when necessary; be ready for rescue work when problems arise.

Minister Le Minh Hoan also requested the province to develop a plan to be ready to respond to post-storm circulation; continue to innovate information work on storms and storm prevention methods so that people can easily understand, understand correctly, and follow easily. In the coming time, the province will study the mechanism to build coastal communities to use this as the nucleus to deploy disaster prevention work at the grassroots level.
