Quang Ninh removes difficulties for key off-budget projects

One of the major problems that many projects are facing is the lack of landfill materials. For example, the Ha Long Xanh urban complex project is facing great difficulties in finding landfill materials, while other problems such as compensation for site clearance, detailed planning adjustment and technical design appraisal also exist. To solve this situation, Quang Ninh province has directed relevant departments and branches to review and arrange landfill material mines, including the recovery of waste materials from the coal industry in the area. In addition, the investor is also actively researching the plan to use waste soil and rock from Dong Trieu mines for construction, while also looking for other suitable sources of landfill materials.

Similarly, the Van Ninh General Port Project Phase 1 (Mong Cai City) is also facing difficulties related to adjusting investment policies, technical design, detailed planning and land use area. However, under the strong direction of the Provincial Party Committee and the Provincial People's Committee, departments, branches and sectors have coordinated to find solutions to remove difficulties for this project. It is expected that from now until May 2025, procedures related to design adjustment and construction licensing will be completed, helping investors to soon put the project items into construction, aiming to complete and put into operation in 2026.

According to the leader of the Department of Agriculture and Environment, in recent times, land mechanisms and policies have been adjusted and changed, making it difficult for localities to complete plans, appraise land prices, compensation support plans, site clearance, resettlement arrangements, and filling materials for project construction. Currently, the Land Law (amended) has come into effect, closely following the direction of the province, the unit has gradually advised and proposed to the Provincial People's Committee to find solutions to each specific project, ensuring that these projects are soon put into synchronous implementation, contributing to promoting local socio-economic development.

Create consensus in land clearance

In addition to issues related to materials and planning, site clearance is considered a decisive factor in ensuring the progress of project implementation. In Ha Long City, site clearance for projects is being implemented synchronously and drastically. The city has organized meetings and briefings to check the progress of site clearance and promptly handle arising difficulties and problems. In particular, the city has proactively reviewed each case, classified it according to the level of difficulty to propose specific solutions, and at the same time organized activities to closely monitor and inspect site clearance procedures to ensure effectiveness.

Regarding the problems related to landfill material mines, implementing the direction of the Provincial Party Committee, the Provincial People's Committee, relevant departments, branches, and localities are focusing on closely following the Quang Ninh Provincial Planning for the period 2021 - 2030, with a vision to 2050, approved by the Prime Minister in Decision No. 80/QD-TTg, dated February 11, 2023, to arrange landfill material mines to serve the projects; in which, taking into account the plan to recover mine waste materials from coal industry units in the area.

To ensure the plan and progress as set out, the City Land Fund Development Center has organized weekly meetings and progress reviews for each specific project. From there, it classifies them according to their levels from difficult to easy to proactively apply effective measures in land acquisition, promptly reports and proposes to the City and Provincial People's Committees for consideration and direction to resolve problems regarding compensation, support and resettlement mechanisms and policies according to their authority.

Or in Dong Trieu City, site clearance work is also focused on key projects such as road expansion, resettlement areas and cemeteries in Binh Khe commune. The city has coordinated with communes, wards, especially households whose land is recovered to propagate and clearly explain the purpose and significance of the projects. By implementing synchronous solutions to remove difficulties and obstacles, Quang Ninh province is clearly demonstrating its determination to soon put these projects into construction investment. Thereby, creating momentum to attract more investment resources from society; contributing to increasing economic growth rate in 2025 and creating new development space.
