Plan on continuing to reorganize the political system of Hung Yen province

On April 4, the Provincial Party Standing Committee issued Plan No. 406-KH/TU on continuing to reorganize the political system of Hung Yen province. The contents are as follows:

Pursuant to Conclusion No. 121-KL/TW dated January 24, 2025 of the 13th Party Central Committee on summarizing Resolution No. 18-NQ/TW dated October 25, 2017 of the 12th Party Central Committee on a number of issues on continuing to innovate and streamline the political system's apparatus to be streamlined and operate effectively and efficiently; Conclusions of the Politburo and the Secretariat: No. 126-KL/TW dated February 14, 2025 on a number of contents and tasks to continue to streamline the political system's apparatus in 2025; No. 127-KL/TW dated February 28, 2025 on implementing research and proposing to continue to streamline the political system's apparatus; No. 130-KL/TW dated March 14, 2025 on the policy of rearranging and reorganizing administrative units at all levels and building a model of organizing two-level local governments; No. 137-KL/TW dated March 28, 2025 on the Project of rearranging and reorganizing administrative units at all levels and building a model of organizing two-level local governments and Official Dispatch No. 43-CV/BCĐ dated March 20, 2025 of the Central Steering Committee on Summarizing Resolution 18 on the plan to continue rearranging the apparatus of the political system; The Standing Committee of the Provincial Party Committee develops a plan to continue rearranging the apparatus of the political system of Hung Yen province as follows:

I. PURPOSE, REQUIREMENTS

1. Purpose

Identify key tasks, roadmap, and assign tasks to implement the policy of the Central Executive Committee and the Politburo on reorganizing the apparatus of the political system, focusing on the reorganization of administrative units at all levels and building a 2-level local organizational model (party organization, government, Vietnam Fatherland Front) to ensure the goal of streamlining, efficiency, effectiveness, and efficiency associated with the successful organization of party congresses at all levels towards the 14th National Congress of the Party.

2. Requirements

- This is a particularly important task, so it is necessary to have high unity in awareness and action throughout the Party and the entire political system from the province to the grassroots level, creating unity of will and action among cadres, party members and people; promoting the vanguard, exemplary role, proactiveness and determination of Party committees, party organizations, party members, agencies, units, especially leaders and heads in performing assigned tasks.

- The implementation process must adhere to the Party's principles, Political Platform, Party Statutes, Constitution, laws, in accordance with policies and orientations, ensuring the roadmap according to the requirements of the Central Committee, Politburo, and Central Steering Committee on summarizing the implementation of Resolution No. 18-NQ/TW, and at the same time must be close to local realities; carried out objectively, democratically, scientifically, synchronously, specifically, deeply, and urgently.

- Identify priority work contents and coordinate smoothly in implementation. Actively and proactively develop plans, fully prepare necessary conditions to arrange the organization, staff, civil servants, public employees, and workers when there is a decision from the competent authority, ensuring early stabilization of the organization and operations.

II. TASKS

1. Focus on discussing, thoroughly researching, promptly giving timely opinions on the Projects of the Government Party Committee, the National Assembly Party Committee, the Vietnam Fatherland Front Party Committee, Central organizations, the Central Organizing Committee, the Supreme People's Court Party Committee, the Supreme People's Procuracy Party Committee (when requested).

2. Directing, disseminating, orienting ideology and public opinion, creating high consensus among cadres, party members, civil servants, public employees and people of all walks of life; focusing on disseminating and creating high unity in awareness and responsibility of the entire local political system in implementing the Central's policy on rearranging administrative units at all levels, rearranging and streamlining the apparatus of the political system.

3. Implement the contents to ensure the operation of organizations, agencies, units of the Party, government, Vietnam Fatherland Front at provincial and grassroots levels (arrangement and assignment of cadres, civil servants, public employees, workers; facilities, equipment; preparation of personnel for Party committees, standing committees, secretaries, deputy secretaries, inspection committees, chairmen, deputy chairmen of inspection committees, people's councils, people's committees, Vietnam Fatherland Front; establishment, decision on functions, tasks, working regulations of advisory and support agencies, specialized departments), to be completed before June 30, 2025.

4. Direct the organization of the Party Congress of communes and wards for the 2025-2030 term, to be completed before August 31, 2025.

5. Complete documents, preparations and organization of the Provincial Party Congress for the 2025-2030 term, to be completed before September 30, 2025.

III. ASSIGNMENT OF SPECIFIC TASKS

1. Party committees, party organizations, agencies, units and leaders

- Focus on researching, thoroughly grasping, and strictly implementing the conclusions of the Central Committee and the directive documents of the province. Strengthen propaganda, ideological orientation, and public opinion, creating high consensus and unity in awareness and ideology in the political system and the whole society.

- Focus on directing and urgently and resolutely implementing tasks, ensuring that agencies, units and organizations operate smoothly, effectively and efficiently immediately, without interruption of work, without leaving areas or fields vacant, without affecting the normal activities of agencies, units, organizations and society.

- Strictly control the situation in the localities to ensure the stability of security and order, absolutely do not allow mass complaints, do not create hot spots or complications; do not allow violations to occur before or during the merger of provinces, communes, agencies, units and do not organize at the district level.

2. Provincial People's Committee Party Committee

2.1. Lead and direct the Provincial People's Committee to perform the following tasks:

- Conduct a comprehensive review and assessment of population size, natural area, history, culture, public assets, public headquarters, payroll, staff, civil servants, public employees, workers, non-professional workers at the commune level, plans, strategies for socio-economic development, etc. Develop and implement plans for arrangement and handling of cadres, civil servants, public employees, workers, finance, state budget, public assets, public investment, adjustment of planning, plans, etc.

- Guide the review, statistics, handover of assets, finance, state budget, and adjustment of records and documents for arrangement, management, use, handover, and recovery when merging, consolidating, and ending operations of agencies, units, and localities; at the same time, ensure the necessary conditions to serve the work of Party committees, authorities, the Vietnam Fatherland Front, and functional agencies of the province, to be completed before July 15, 2025.

- Preside and closely coordinate with the People's Committee of Thai Binh province to develop a Project to arrange and merge provincial-level administrative units under the direction of the Politburo, the Secretariat, and guidance of the Government Party Committee and the Ministry of Home Affairs to submit to the Government before May 1, 2025.

- Preside and coordinate with the Provincial Party Committee's Organizing Committee and relevant agencies to develop a Project to not organize at the district level and arrange administrative units at the commune level (paying attention to the arrangement of cadres, headquarters, vehicles, and equipment) according to the direction of the Politburo, the Secretariat, and the guidance of the Government Party Committee and the Ministry of Home Affairs to submit to the Government before May 1, 2025.

- Develop a specific project on managing, exploiting and effectively using public finance and assets, especially working headquarters, during the process of restructuring the apparatus, resolutely preventing loss, waste, corruption and negativity, to be completed before June 30, 2025.

- Coordinate with the Provincial Party Committee's Organizing Committee, district party committees, town party committees, city party committees and agencies, units and localities to develop a plan for arranging and assigning cadres, civil servants, public employees and workers when arranging administrative units and implementing the 2-level local organization model, to be completed before May 1, 2025.

- Guidance on functions and tasks of specialized departments under the People's Committees at commune and ward levels, to be completed before June 30, 2025.

- Advise on the establishment, decide on functions, tasks, and organization of specialized agencies under the Provincial People's Committee, to be completed before June 30, 2025.

2.2. Coordinate with the Provincial Party Committee's Organizing Committee to advise on the organization and staffing of the Provincial People's Committee Party Committee, to be completed before July 15, 2025.

2.3. Coordinate with the Provincial Party Committee's Organizing Committee and relevant agencies to monitor and urge the implementation of this Plan; report the implementation progress to the Provincial Party Committee's Standing Committee (through the Provincial Party Committee's Organizing Committee) before 10:00 a.m. every Wednesday (from April 16, 2025 to October 31, 2025).

2.4. Carry out tasks as directed by the Provincial Party Committee (after arrangement).

3. Party Committees of provincial Party agencies

3.1. Direct the Party Committee of the Vietnam Fatherland Front and socio-political organizations, and affiliated Party Committees to strengthen propaganda and mobilization work for cadres, party members, union members, association members and the people to effectively implement the Party's guidelines and policies and the State's laws; promote the role of social supervision and criticism in the process of implementing the reorganization of the apparatus and socio-economic development programs; and promote patriotic emulation movements.

3.2. Direct the Provincial People's Council Party Committee to lead the amendment, supplementation or promulgation of documents within its authority to facilitate the process of reorganizing the apparatus of the political system.

3.3. Coordinate with the Provincial Party Committee's Organizing Committee to advise on the organization and staffing of the Party Committees of the provincial Party agencies, to be completed before July 15, 2025.

3.4. Coordinate with the Provincial Party Committee's Organizing Committee and relevant agencies to develop a Project to rearrange and reorganize socio-political organizations and mass organizations assigned by the Party and State under the Vietnam Fatherland Front of the province, to be completed before May 1, 2025.

3.5. Decide to reorganize subordinate party organizations (socio-political organizations, mass organizations assigned tasks by the Party and State) in accordance with the organizational model after reorganization.

3.6. Carry out tasks as directed by the Provincial Party Committee (after arrangement).

4. Provincial Party Committee Organizing Committee

4.1. Regularly update the Central's leadership and direction documents on related contents, promptly advise the Provincial Party Committee and the Provincial Party Committee Standing Committee to lead, direct, and organize implementation.

4.2. Preside over and coordinate with agencies, units, and localities to develop a Project to reorganize the provincial and grassroots party organization system in sync with the reorganization of administrative units, to be completed before May 1, 2025.

4.3. Preside over and coordinate with the Party Committees of provincial Party agencies, agencies, units, and localities to develop a Project to rearrange and reorganize socio-political organizations and mass organizations assigned by the Party and State under the Vietnam Fatherland Front at the provincial and communal levels, to be completed before May 1, 2025.

4.4. Carefully study the Central's guidelines, advise on determining the leadership and management positions under the management authority of the Provincial Party Committee Standing Committee and decentralize management according to the new model of the political system from the province to the grassroots level; proactively develop principles and guidelines for the evaluation, selection and arrangement of cadres in the process of restructuring the apparatus and administrative units. Advise on developing a plan for arranging cadres under the management of the Provincial Party Committee Standing Committee in the process of restructuring the apparatus and administrative units, to be completed before June 30, 2025.

4.5. Preside over and coordinate with the Party Committees of the provincial Party agencies, the Party Committees of the Provincial People's Committee, the District Party Committees, the Town Party Committees, the City Party Committees and agencies, units and localities to review and evaluate the staff, civil servants and public employees; develop a plan for the arrangement and assignment of cadres, civil servants, public employees and workers when arranging administrative units and implementing the 2-level local organization model, to be completed before June 30, 2025.

4.6. Preside over and coordinate with relevant agencies and units to advise the Provincial Party Committee Standing Committee to issue a new Plan to replace Plan No. 350-KH/TU dated September 16, 2024 on organizing party congresses at all levels towards the 20th Provincial Party Congress, term 2025-2030 and Conclusion No. 828-KL/TU dated February 12, 2025 of the Provincial Party Committee Standing Committee on adjusting and supplementing a number of contents of Plan No. 350-KH/TU dated September 16, 2024 on organizing party congresses at all levels towards the 20th Provincial Party Congress, term 2025-2030, to be completed after the Central Committee issues a new Directive to replace Directive 35-CT/TW.

4.7. Advise on the establishment of grassroots party committees; prepare personnel plans for the Provincial Party Standing Committee to consider and decide on the appointment of executive committees, standing committees, secretaries, deputy secretaries, members of the inspection committees, chairmen and deputy chairmen of inspection committees at grassroots party committees directly under the Provincial Party Committee, to be completed before June 30, 2025.

4.8. Advise and guide the dissolution of party organizations and transfer of party activities to party members according to the provisions of the Party Charter, after the Central Committee officially directs the implementation of the end of district-level activities.

4.9. Advise on the organization and personnel consolidation of the Party Committees of the provincial Party agencies, the Provincial People's Committee Party Committee, the Provincial Military Party Committee, and the Provincial Public Security Party Committee, to be completed before July 15, 2025.

4.10. The Standing Committee of the Provincial Party Committee's staff coordinates with the Central Organizing Committee and the Thai Binh Provincial Party Committee in advising the Politburo to appoint the executive committee, standing committee, secretary, deputy secretary, members of the inspection committee, chairman, and deputy chairman of the provincial Party Committee's inspection committee (after reorganization) for the 2020-2025 term.

4.11. The Standing Committee of the Provincial Party Committee coordinates with the Central Organizing Committee to advise the Politburo to appoint delegates of the Provincial Party Committee (after arrangement) to attend the 14th National Congress of the Party.

4.12. Preside over and coordinate with the Provincial Party Committee's Inspection Committee to advise the Provincial Party Committee's Standing Committee to appoint the executive committee, standing committee, secretary, deputy secretary, members of the inspection committee, chairman, and deputy chairman of the inspection committee of the commune and ward party committees for the 2025-2030 term in sync with preparing personnel for the commune and ward people's councils for the 2026-2031 term; appoint delegates of the newly established grassroots party committees to attend the Provincial Party Congress for the 2025-2030 term.

4.13. Preside over and coordinate with specialized agencies, advise and assist the Provincial Party Committee and the Vietnam Fatherland Front of the province to advise on the establishment, decide on the functions, tasks, and organization of the apparatus of the advisory and assisting agencies of the Provincial Party Committee and the Vietnam Fatherland Front of the province, to be completed before June 30, 2025.

4.14. Preside over and coordinate with relevant agencies to monitor and urge the implementation of this Plan; report progress to the Provincial Party Standing Committee before 2:00 p.m. every Wednesday (from April 16, 2025 to October 31, 2025).

5. Provincial Party Committee's Propaganda and Mass Mobilization Department

Proactively advise and do a good job of propaganda, mobilization, ideological orientation and public opinion, ensuring national solidarity, creating high consensus and unity among cadres, party members, civil servants, public employees and all classes of people.

6. Provincial Party Committee Inspection Committee

6.1. According to the direction of the Central Committee, guide and inspect the implementation of the personnel work process of the lower-level inspection committee; give opinions on the number and personnel structure of the lower-level inspection committee. Advise on the appointment of members of the inspection committee, chairman and vice chairman of the inspection committee of the Party Committee of the commune and ward for the 2020-2025 term; term 2025-2030.

6.2. Coordinate with the Provincial Party Committee's Organizing Committee to advise on the preparation of personnel for the inspection committee members, chairman and vice chairman of the provincial Party Committee's inspection committee (after arrangement) for the 2020-2025 term; coordinate on the preparation of the personnel plan for the Provincial Party Committee's inspection committee for the 2025-2030 term.

7. Provincial Party Committee Office

7.1. Preside over and coordinate with relevant agencies to strictly manage the transfer, exploitation and use of documents, finances and assets of Party committees and organizations at all levels, to prevent loss, corruption, waste and negativity. Monitor and urge the implementation to ensure quality and on schedule, promptly report to the Standing Committee of the Provincial Party Committee according to regulations.

7.2. Coordinate with the Provincial Party Committee's Organizing Committee to monitor and urge the implementation of this Plan; advise on reporting on the progress of implementing tasks and projects to the Central Steering Committee on Summarizing Resolution 18 (through the Central Organizing Committee) before 3:00 p.m. every Wednesday (from April 16, 2025 to October 31, 2025).

8. Sub-committees of the Provincial Party Congress

Preside over and coordinate with relevant agencies and units to complete documents, prepare and organize the Provincial Party Congress for the 2025-2030 term, to be completed before September 30, 2025.

9. District Party Committees, Town Party Committees, City Party Committees

9.1. Direct the People's Committees of districts, towns, cities, and relevant agencies to conduct a comprehensive review and assessment of population size, natural area, history, culture, budget finance, public assets, public headquarters, records, documents, payroll, staff, civil servants, public employees, laborers, non-professional workers at the commune level, plans, strategies for socio-economic development of communes, wards, and towns; coordinate with the Provincial People's Committee and relevant agencies to advise on the development of a project to disorganize the district level, arrange and reorganize commune-level administrative units according to the direction of the Politburo, the Secretariat, and the guidance of the Government Party Committee and the province, ensuring progress as required.

9.2. Coordinate with the Provincial Party Committee's Organizing Committee to review and evaluate the staff, civil servants, and public employees, develop a plan to arrange and assign cadres, civil servants, public employees, and workers of Party agencies, agencies of the Vietnam Fatherland Front, socio-political organizations, and mass organizations assigned by the Party and State to perform tasks at the grassroots level.

Party committees, party organizations, agencies, units and localities in the entire provincial political system focus on deploying and organizing implementation to ensure progress, quality and efficiency, meeting the requirements of the Central Steering Committee, the Politburo, the Secretariat and the Provincial Party Committee and the Standing Committee of the Provincial Party Committee. In the process of implementation, if there are any problems or difficulties, promptly report to the Standing Committee of the Provincial Party Committee for consideration and resolution.
