Many problems
Quang Ngai is determined to complete the handover of 100% of the cleared site for the Quang Ngai - Hoai Nhon expressway project before December 31, 2023. However, due to many difficulties, on December 30, 2023, Quang Ngai submitted a report to the Prime Minister requesting that the time for completing the handover of the remaining site of this project be extended to April 30, 2024.
As of April 30, 2024, the area of completed site clearance work is 489.2/494 hectares, reaching 99% of the total planned area.
There are currently 59 households/4.94ha that have not yet handed over the main route site (Tu Nghia district is 42 households/3.45ha; Nghia Hanh district is 2 households/0.56ha; Mo Duc district is 2 households/0.08ha; Duc Pho town is 13 households/0.74ha).
According to Mr. Nguyen Dang Vinh, Chairman of Tu Nghia District People's Committee, recently, the district has set up working groups to visit people's homes to persuade them to agree to hand over the land for the Quang Ngai - Hoai Nhon Expressway project, but there are still some households that have not handed over the land. There are many cases of houses being built on agricultural land, if forced to recover, people will have no place to live, so the government is very sympathetic and shares the difficulties with the people.
“The district has also consulted with departments and branches to resolve existing problems, and will submit documents to the Provincial People's Committee for direction to ensure that compensation, site clearance and resettlement are carried out in accordance with the law,” said Mr. Vinh.
The representative of the XL1 package of the Quang Ngai - Hoai Nhon Expressway said that according to the 2024 plan, the contractor will construct with a cumulative output of about 7,500 billion VND, including completing the road surface, tunnel lining, and equipment of the No. 1 and No. 2 mountain tunnels; completing the roadbed and constructing a part of the asphalt concrete. However, the biggest difficulty at present is that some sections and routes passing through Quang Ngai are stuck in the ground clearance and encountering difficulties in exploiting material mines.
The reason contractors granted mineral mines to construct highways face many difficulties in compensation and site clearance for mining is because people demand high compensation prices.
In addition, the agreement on sand transportation routes at some mines has not been agreed upon by the people, so it has to be adjusted, which takes a lot of time. The procedures for granting mining licenses are still prolonged, affecting the exploitation of soil and sand for project construction. The work of site clearance contracts with local professional units is also difficult because these units are overloaded with work.
Quang Ngai province is focusing on directing localities where the expressway passes through to mobilize the entire political system to propagate and encourage people to promptly hand over more than 1% of the remaining land area to the investor and relocate technical infrastructure works on the route, contributing to speeding up the project's progress.
Will enforce if not accepted
Regarding the 1% of area that has not been cleared, Vice Chairman of Quang Ngai Provincial People's Committee Tran Phuoc Hien requested that localities review each case and resolve it properly according to the provisions of law.
In case the people continue to disagree, then enforcement and land recovery will be carried out. All problems must be reported specifically and promptly so that the Provincial People's Committee can direct the resolution, in accordance with the direction of the Central Government.
Regarding material mines, the Vice Chairman of the Quang Ngai Provincial People's Committee said that in May 2024, all remaining soil and sand mines will be licensed. For licensed mines, contractors are requested to coordinate with local authorities to resolve problems and put the mines into operation.
