According to the report of the Provincial People's Committee, Dung Quat Economic Zone currently has an area of 45,332 hectares. This is a comprehensive, multi-sector, multi-sector economic zone; the focus is on the petrochemical industry, energy, mechanical engineering - metallurgy and a large logistics center of the region, so the demand for electricity in the future is very large. It is estimated that by 2045, the total demand for electricity supply capacity is expected to increase by about 1,387 MW. Electricity is supplied from Dung Quat gas-fired power plants.
The planning of the construction site of Dung Quat Power Center was approved by the Ministry of Industry and Trade in Decision 2612/QD-BCT dated July 25, 2018, including 3 Dung Quat I, II and III Combined Cycle Gas Turbine Power Plants using Blue Whale gas, scheduled to be put into operation in 2028, with a total capacity of 2,250 MW and reserve area to develop an additional plant with a capacity of 750 MW. These projects are assessed to play a very important role in providing electricity to the National Power System in the period of 2026-2030.
To date, the pre-feasibility study report of the Dung Quat I and Dung Quat III Combined Cycle Gas Turbine Power Plant Projects with a capacity of 1,500 MW invested by EVN has been completed and the Prime Minister has approved the investment policy. The Dung Quat II Combined Cycle Gas Turbine Power Plant Project invested by Sembcorp Utilities Pte Ltd (Singapore) under the BOT form has also been approved by the Ministry of Industry and Trade in Decision No. 4345/QD-BCT dated November 20, 2018. However, the implementation of the projects is facing some difficulties.
At the meeting with the Ministry of Industry and Trade on February 24, the People's Committee of Quang Ngai province requested the Ministry of Industry and Trade to preside over and study proposals to the Government and the Prime Minister to allow the Dung Quat I, II and III Combined Cycle Gas Turbine Power Plant projects to switch to using imported liquefied natural gas (LNG) or other fuels to replace the gas fuels expected to be exploited at the Blue Whale gas field. At the same time, consider and add to the Power Plan VIII a number of combined cycle gas turbine power plants with corresponding capacities, suitable for using Blue Whale gas in the future.
Regarding the Project of the National Oil Refinery and Energy Center in Dung Quat Economic Zone, the Project is currently being submitted to the Prime Minister for approval to build and develop the National Oil Refinery and Energy Center in Dung Quat Economic Zone, operating according to the integrated model: Gas - electricity - refining, petrochemical - renewable energy on a large scale, with international competitiveness, linked to the implementation of circular economy, green economy; contributing to ensuring national energy security, providing sufficient energy, raw materials and materials that are stable, high quality at reasonable prices for rapid and sustainable socio-economic development, protecting the environment, adapting to climate change, towards the goal of net emissions of "0" by 2050.
