Quang Nam streamlines 6,393 staff in 7 years

From 2017 to present, Quang Nam has streamlined 6,393 positions, achieving the target set by Resolution No. 18 of the 12th Party Central Committee.

On December 25, Quang Nam Provincial Party Committee held a Conference to summarize Resolution No. 18 (October 25, 2017) of the 12th Party Central Committee on a number of issues to continue innovating and streamlining the political system's apparatus to be streamlined and operate effectively and efficiently.

At the conference, Mr. Phan Van Binh, Head of the Organization Committee of Quang Nam Provincial Party Committee, presented a report summarizing the implementation of Resolution No. 18, dated October 25, 2017 of the Party Central Committee (12th tenure) on a number of issues on continuing to innovate and reorganize the apparatus of the political system to be streamlined and operate effectively and efficiently.

According to the summary report, over the past 7 years, the Provincial Party Standing Committee has effectively led the implementation of the Party's policy on building and managing the organization, apparatus, and staff of the entire political system.

Specifically, complete the consolidation and streamlining of the focal points within the advisory and support agencies of the Provincial Party Committee (reducing 6 focal points); the Fatherland Front and socio-political organizations of the province (reducing 14 focal points); the provincial and district-level government (reducing 81 focal points). Reorganize the apparatus and innovate the operating mechanism of the Provincial Health Care and Protection Board (reducing 1 focal point at the department level).

Implement the Project of the Provincial Party Committee Office serving the whole; pilot the merger of the political training center into the Party Committee's propaganda department in 18/18 district, town and city Party Committees; pilot the policy of the head of the mass mobilization department concurrently being the chairman of the Vietnam Fatherland Front Committee in 10 districts, towns and cities.

Ending the activities of the Provincial Business Bloc Party Committee (reducing 1 provincial-level focal point and 3 department-level focal points). Completing the rearrangement of public service units, reducing 192 focal points; the implementation of the autonomy mechanism in public service units is focused on and implemented drastically, the number of people working and receiving salaries from the state budget is rapidly decreasing.

Quang Nam has streamlined 6,393 positions in the entire political system, achieving a reduction rate of 15% of civil servant positions and 20% of public employee positions, achieving the target set out in the Resolution; basically completing the termination of labor contracts for short-term, long-term, seasonal, and service professional and technical work in agencies, localities, and units.

Up to now, the province has basically implemented the model of Party Secretary concurrently being Chairman of People's Council at all levels and the model of Party Secretary concurrently being Chairman of People's Committee at commune level in places with sufficient conditions; completed the arrangement and reorganization of administrative units at district and commune levels to ensure compliance with prescribed criteria; reviewed criteria and arranged villages and residential groups.

Speaking at the conference, Mr. Luong Nguyen Minh Triet, Secretary of the Quang Nam Provincial Party Committee emphasized: In the spirit of responsibility for the common interest, he requested that leaders promote the spirit of responsibility, collective intelligence, focus on carefully studying each content of suggestions and directions of the Provincial Party Committee Standing Committee to reach consensus on awareness and action in implementation to arrange the organization of the provincial political system to ensure the set goals.
