Implementing the province's 2024 working theme on developing culture and people rich in Quang Ninh identity, the province focuses on developing the province's unique cultural values in a selective and creative manner, forming a cultural industry to promote the value of cultural heritage and build local brands.

According to the Strategy for the Development of Vietnam's Cultural Industries to 2020, with a Vision to 2030 approved by the Prime Minister in 2016, Vietnam's cultural industries are identified as consisting of 12 sectors. Among the 12 sectors of the cultural industry, Quang Ninh has formed, developed and achieved certain results in the following sectors: Fine arts - photography - exhibitions; advertising and handicrafts, performing arts and especially cultural tourism.
In recent years, the province has paid attention to organizing many cultural and performing arts activities, spreading tourism culture to many friends at home and abroad. In recent years, the province has maintained the organization of the Ha Long Carnival festival with unique content, attracting many art troupes from around the world to participate. In particular, the Ha Long Carnival 2024 program has left a very deep impression on the people and tourists, when the 6 core values in the value system of Quang Ninh province are clearly shown in the program. In particular, the outstanding values are the beautiful natural values, unique culture, developed economy and especially the value of happy people; bringing to the people of the whole country and international friends the message about the wonders, heritages and people of Ha Long - Quang Ninh land. Using modern technology, it clearly depicts and brings to the audience the typical symbols of Ha Long - Quang Ninh, such as: Heritage tourism, spiritual culture, human symbols and the brand identity logo of Carnaval Ha Long 2024 standing out on the magical Ha Long Bay Heritage background...
Also this year, the province successfully organized the Sailing, Paragliding, and Jet Ski Festival with the theme "Overcoming the Waves of Ha Long - 2024". The festival brought satisfaction to the people and tourists with attractive performances of water and air sports, such as: Sailing parade, artistic water motorbike performance running in formation, national flag parade; Paragliding paragliding in the air carrying the national flag... Along with that, for the first time, the "Heritage City - Colors of Ha Long" hot air balloon festival, held in Quang Ninh, brought to tourists and people impressive experiences, new and unforgettable feelings when admiring from above the beautiful and majestic space of the city on the shore of the Heritage. This is also an opportunity to promote and boost Ha Long tourism, create attractive tourism products, contributing to concretizing the Project "Ha Long - Festival City", together with the province to realize the goal of welcoming 19 million visitors in 2024.

Cultural potential has become a valuable resource for developing Quang Ninh tourism. Besides the festivals that have become brands such as Ha Long Carnival, Winter Carnival, unique local festivals are also held annually, such as: Golden Season Festival, Binh Lieu So Flower Festival, Ba Che Golden Tea Flower Festival, March Singing Festival of San Chi ethnic group, Wind Abstinence Festival of Dao ethnic group..., together with the cultural identity of ethnic minorities, have made the regional cultural experiences of Quang Ninh province more unique...
In addition, the province is also interested in participating in cultural exchange activities at home and abroad. In October 2024, within the framework of the Vietnam Cinema Promotion Program at the 29th Busan International Film Festival (Korea), a delegation of Quang Ninh province participated in and learned about the development of cultural industry in Cheongju city, Chungcheongbuk-do province (Korea); policy mechanisms in cultural industry development; organizational and operational apparatus of cultural industry production factories... In particular, at the program, Quang Ninh province's booth also displayed and provided posters, banners, tourism publications... to promote and introduce the world natural wonders of Ha Long Bay, Bai Tu Long Bay, Yen Tu Relics and Scenic Area and other landscapes to international investors, attracting many investors to visit and learn.
Towards the 75th Anniversary of the Establishment of Diplomatic Relations between Vietnam and China, from November 4-9, the Ministry of Culture, Sports and Tourism of Vietnam organized the Vietnam Culture - Tourism Festival in Kunming City, Yunnan Province and Chongqing City, China. At the festival, the delegation of Quang Ninh Province actively participated in promotional activities, introducing the image of the land and people of Quang Ninh. The province also participated in a booth promoting the image of local tourism, introducing unique tourism products and OCOP products of Quang Ninh, such as: Golden Flower Tea, Flower Sugar Tea...

With great potential for music development, in recent times, the province has also paid attention to organizing many programs, music festivals, and film meetings, attracting the elites of the country and the world to gather. According to the plan, on November 22, at Sun Carnival Ha Long Square, the Superfest 2024 Quang Ninh music festival will take place with the gathering of both "Anh trai vu ngan cong gai" and "Anh trai say Hi", with the participation of famous artists and singers: Bang Kieu, SOOBIN, Binz, Quang Hung MasterD, WEAN, Phap Kieu, Captain Boy, DJ Victor Bailey, MC Tran Anh Huy. The music festival is the opening event for the year-end festival season in the land of wonders, promising a vibrant music space; the audience will be able to explore the majestic beauty of Ha Long Bay...
Along with the potentials and strengths, the raw materials of the cultural industry in the province combine with each other and with technology to help cultural products have high added value. Along with exploiting the above tourism potential, the province also maintains and develops handicrafts in Quang Ninh, in which it pays attention to bringing in cultural and artistic elements to create more beauty for each product. At the same time, it focuses on developing traditional craft villages into cultural tourism products, such as: Cong Muong wooden boat building village; Hung Hoc fishing gear weaving village; developing Ha Long's unique culinary culture, serving domestic and export needs, forming international standard food service establishments; further promoting the cultural values of each locality in OCOP products...
The province also connects and supports rural communities in agricultural tourism, contributing to promoting rural tourism development associated with promoting the potential and advantages of agriculture, craft villages and ecological environment of localities to improve the quality of material and spiritual life of people; contributing to shifting the rural economic structure towards multi-value integration, inclusiveness and sustainable development.
