RULES OF THE 10TH PHU YEN PROVINCE YOUTH AND CHILDREN'S CREATIVITY CONTEST (2024-2025)

Article 1. Objectives and purposes

The 10th Phu Yen Province Youth, Adolescents and Children's Creativity Contest (2024-2025) aims to awaken the potential and promote the creative thinking of youth, adolescents and children in the province, while helping them to enrich their knowledge, practice creative skills, and build their dreams of becoming "future scientists and inventors".

Article 2. Organizing and coordinating agencies

1. Organizations

- Provincial Union of Science and Technology Associations (standing agency)

- Department of Science and Technology

- Department of Education and Training

- Phu Yen Provincial Youth Union.

2. Coordinating agencies

- Phu Yen Radio and Television Station

- Phu Yen Newspaper

- People's Committees of districts, towns and cities in the province.

Article 3. Organizing Committee (OC), standing agency of the BTC, Secretariat, Jury

1. The Organizing Committee includes representatives of the following agencies:

- Provincial Union of Science and Technology Associations

- Department of Science and Technology

- Department of Education and Training

- Phu Yen Provincial Youth Union

- Phu Yen Radio and Television Station

- Phu Yen Newspaper

- People's Committees of districts, towns and cities.

The contest organizers are only established once. In case a member needs to be changed, a decision will be made to add another member.

2. Standing agency of the Organizing Committee:

Provincial Union of Science and Technology Associations.

3. Secretariat:

The Secretariat is established by the Head of the Competition Organizing Committee to help the Competition Organizing Committee implement competition activities throughout the province.

4. Board of Judges:

Including experts and scientists in the fields of the competition, established by the Head of the Organizing Committee to assist the Organizing Committee in reviewing, evaluating, scoring, and ranking the creative solutions in the competition.

Article 4. Contestants

- All Phu Yen youth, teenagers, and children from inside and outside the province from 6 to 18 years old are eligible to participate in the contest (within the age range with a date of birth from July 31, 2006 to July 31, 2018). Young children, ethnic minority children, and children living in mountainous, border, and island areas are encouraged to participate in the contest.

- Solutions that have won central level awards are not eligible to participate in the competition.

Article 5. Competition fields

Models and products participating in the contest are in the following areas:

1. School supplies.

2. Computer software.

3. Environmentally friendly products.

4. Household appliances and children's toys.

5. Technical solutions to respond to climate change, protect the environment and develop the economy.

Article 6. Requirements and evaluation criteria for contest solutions

1. Contest models and products must be new, creative and applicable.

2. Creative solutions for the contest require a model. The model and product must be made according to the contestant's ideas.

3. Competition models and products are made from locally available materials and raw materials. It is encouraged to use waste materials from household activities, study, school, and production to make useful items, models, multi-purpose tools, machinery, robots, automation equipment, smart models, information technology products, and control software in the fields mentioned in Article 5 of these rules.

4. Models and products must have an explanation and accompanying images. The explanation must clearly state the creative idea, method, manufacturing materials, usage, operation, novelty, creativity and practical applicability.

5. Models and products with dimensions not exceeding 0.5mx0.5mx0.5m and weighing less than 10kg must be sent to the Organizing Committee. If the model or product is larger than 0.5mx0.5mx0.5m and weighs more than 10kg, it can be sent by video clip (clearly recording the assembly and operation process of the product), with confirmation from the school or locality. The Department of Education and Training of districts, towns and cities is responsible for the content and legality of the product (video clip). The Organizing Committee will not return the model and product to the author.

Article 7. Requirements for contestants

1. Contestants must be within the age range specified in Article 4 of these rules.

2. Contestants can compete individually or in groups (in case there are many authors participating, only a maximum of 5 authors can be listed on the contest entry form).

3. For computer software:

- If it is a website or private network system, it must be deployed in advance and the Jury has access to it (stated in the explanatory note).

- If the software runs independently on the computer, the product must be packaged with all components in the form of an installation package.

- If the application is on Android or iOS platform, it must be accompanied by a version that can run on emulator software on the computer or have an introduction video.

- If the product uses available libraries (free or paid) from a third party, it must be copyrighted and fully declared in the contest description.

4. Authors and groups of authors can participate in multiple solutions.

5. Contestants must have at least 20% participation in the technical solution to be eligible to be named as co-authors. In case the contestant is a representative of a group of authors (maximum 5 people), he/she must be authorized in writing by the group of authors, stating the participation level in percentage of each author.

6. Contestants must complete the Contest Registration Form (according to the form)

Article 8. Contest entry documents

The profile includes:

  1. Contest registration form (according to form).
  2. Models, products, contest videos.

3. Explanation according to the content stated in Clause 4, Article 6 of these regulations.

4. Author's photo: Each author sends 4 photos 4cmx6cm, clearly write full name and information on the back.

5. Copy of the candidate's birth certificate.

Article 9. Awards

1. Awards, souvenir cups

- 1 special prize worth: 10,000,000 VND/prize and 1 souvenir cup.

- 1 first prize worth: 8,000,000 VND/prize and 1 souvenir cup.

- 5 second prizes worth: 5,000,000 VND/prize and 1 souvenir cup.

- 10 third prizes worth: 4,000,000 VND/prize and 1 souvenir cup.

- 15 consolation prizes worth: 3,000,000 VND/prize.

Note:

- In case the winning solution has multiple authors participating, the trophies for the co-authors will be deducted from the award of the winning author.

- In case the author who wins the Encouragement Prize needs to make a souvenir cup, please contact in advance and the cost of making the cup will be deducted from the award of that author.

Depending on the number of creative solutions winning prizes in each competition field, the Organizing Committee will adjust the prize structure in each field accordingly.

2. Certificate

All winning authors in the contest will be awarded a Certificate of Achievement by the contest organizers.

Article 10. Time of organization

- Competition launch: October 2024.

- The deadline for receiving application documents at the contest's Organizing Committee is before June 15, 2025.

- Organize the judging and selection of models and products to participate in the provincial competition and send them to the 21st National Youth, Adolescent and Children's Creativity Competition (2025), to be completed before July 15, 2025.

- Organize the display of models and products and the closing ceremony and award ceremony: September or October 2025

Article 11. Place of submission of application documents

- Authors submit their entries to the school for preliminary selection and synthesis to submit to the Department of Education and Training of districts, towns and cities. The Department of Education and Training conducts preliminary selection at the department level and synthesizes the list with the entries and solutions to submit to the standing agency of the contest's Organizing Committee. The list must fully show: Contest field, solution name, author's name, school, class, contact phone number of the author or representative of the group of authors, phone number of the school leader or representative, homeroom teacher.

Article 12. Implementation

1. The agencies organizing and coordinating the organization of the contest are responsible for making specific plans and issuing written instructions to affiliated units to implement the contest.

2. Provincial Union of Science and Technology Associations: Responsible for developing a plan to implement the contest; presiding over and coordinating with relevant agencies to organize propaganda and implement the contest throughout the province; preparing a budget estimate for organizing the contest and submitting it to the competent authority for approval; receiving models and products participating in the contest; submitting to the contest organizing committee to establish the contest's Jury and organize the contest's closing ceremony.

3. Department of Science and Technology: Participate in the activities of the Organizing Committee; guide authors and groups of authors on procedures for registering intellectual property protection according to regulations.

4. Department of Education and Training: Directs the Departments of Education and Training of districts, towns, cities and affiliated units to organize propaganda and guide students to participate in the contest.

5. Phu Yen Provincial Youth Union: Directs and guides district, town, city youth unions and affiliated youth union organizations to deploy, propagate and mobilize union members, youth, students and pupils in the province to actively respond and participate in the contest.

6. Phu Yen Newspaper, Phu Yen Radio and Television Station, Provincial Union of Associations Electronic Information Portal, Phu Yen Intellectuals Newsletter, radio and television systems of districts, towns and cities in the province strengthen propaganda about the content, meaning, rules, plans, activities of the contest and the youth and children's creativity movement of the province;

7. Organizing Committee members from districts, towns, cities and heads of relevant agencies and units, according to their duties and authority, organize and direct the implementation of the contest in their localities and units.

Article 13. Protection of industrial property rights

- Participation in the contest is not a substitute for registering for intellectual property protection.

- When the models and products are capable of registering for intellectual property protection (inventions, utility solutions, industrial designs, etc.), the authors and groups of authors will carry out the procedures for intellectual property registration. The Organizing Committee will guide the authors to register intellectual property according to current regulations.

Article 14. Implementation provisions

These rules have been reviewed and approved by the Organizing Committee and come into effect from the date of signing. During the implementation process, if there are any unreasonable points, the Secretariat will summarize and submit to the Head of the Organizing Committee for consideration and amendment to suit the reality.
