According to records, in the face of long-standing violations that are difficult to handle, immediately after the Project of the District Party Committee, the People's Committee of Ha Dong District assigned tasks to departments, offices, units, and People's Committees of wards to proactively develop plans to strengthen management; handle responsibilities for collectives and individuals who lack a sense of responsibility in performing public duties, and loosen management to allow violations to occur but are not handled promptly.

In addition, the People's Committee of Ha Dong district also synchronously implemented solutions such as: Launching a peak period of environmental sanitation, strengthening the clearance of illegal markets and spontaneous business locations; handling violations of construction order and public order, etc.

In particular, every year, the District People's Committee has implemented a training plan for leaders working in land management, construction order, and urban order. In 2024 alone, 4 training courses were organized to improve knowledge on construction order management; land management; management and operation of apartment buildings for officials and civil servants of departments, offices, and units.

Through solutions, urban management, construction order, etc. in the district have changed. From 2021 to now, there have been 56 constructions that have violated regulations, the district has handled 41 constructions, and the remaining 16 constructions are being handled. According to the assessment of the People's Committee of Ha Dong district, in the district, the rate of construction works violating regulations has tended to decrease, with no new complicated or prominent violations arising.

In addition to managing construction order well, Ha Dong district also focuses on handling violations of public order. The forces have urged and reminded 425 cases, confiscated many advertising signs and tables and chairs in violation, handled 143 cases of administrative violations, and collected more than 200 million VND for the budget.

According to Chairman of Ha Dong District People's Committee Can Thi Viet Ha, the district also focuses on inspecting, supervising, and handling collective and individual responsibilities in urban, land, and environmental management. Specifically, 18 disciplinary decisions have been issued against 18 cases of officials and civil servants who have violated regulations in the fields of construction, land, etc.

Determined to handle new violations

In addition to the above positive results, the People's Committee of Ha Dong district also stated that currently, the quality of some planning projects in the district is still low, not suitable for reality, leading to difficulties in the implementation process.

Some urban and residential projects have a long construction period. Investors often prioritize investing in building housing items first for business purposes, while social infrastructure systems are often invested in later or transferred to secondary units, leading to delays and failure to meet the needs of residents, leading to overload, especially social infrastructure systems (schools, cultural houses, etc.).

Along with that, some project investors and some residents have not seriously complied with construction laws, leading to violations of construction order still occurring in the area. In particular, some cases of construction with incorrect designs in urban area projects tend to increase, mainly because after the project investor handed over the project, residents arbitrarily changed and adjusted the design that was not consistent with the general design and architecture of the entire street that had been appraised and approved by competent authorities.

In addition, the management and operation of apartment buildings in the district still has potential risks of security and order such as: Disputes between residents and investors; management and use of maintenance funds, common and private ownership, management and operation funds...

In the coming time, the People's Committee of Ha Dong district will continue to maintain the inspection and handling work, not allowing violations to persist, causing difficulties in the handling and remediation process; strictly implementing the issued handling decisions for violating construction works; completing the dossier to completely handle remaining construction works violating construction order in the area.

In addition, the District People's Committee will also digitize data and records stored in wards and specialized departments and offices to serve convenient and synchronous management and lookup; continue to review and organize auctions to put public agricultural land into use to generate revenue and manage according to regulations. At the same time, continue to clean up the environment, tidy up vacant lots, garbage dumps, etc. so that the urban face and environment in the district are truly green, clean and beautiful.
