According to the official announcement from the Premier League organizing committee, the 2025 summer transfer window will have two phases. The first transfer window will start from June 1 to June 10, before being temporarily closed. Then, the transfer window will reopen from June 16 and last until September 1. This is part of a plan to respond to changes in FIFA regulations, especially for the FIFA Club World Cup taking place in the summer of 2025.
With the FIFA Club World Cup taking place from June 14 to July 13, FIFA has allowed participating countries to open a special transfer window from June 1 to June 10. Both Manchester City and Chelsea are Premier League representatives in the tournament, so the early window will allow clubs to sign players during the tournament.

What is special about the new regulation is that the second transfer window will be extended until September 1, even though the 2025/26 Premier League campaign is scheduled to start on August 16. This extension of the transfer window has created controversy, because of concerns that other leagues such as the Bundesliga, Serie A or Saudi Pro League may open later, which could be detrimental to the Premier League.
The rule of closing the transfer window before the start of the season was used from 2018 to 2019, but the Premier League then returned to the current method in 2020 amid the Covid-19 pandemic. However, the change this time will give clubs more time to prepare and complete transfer deals.
