On April 16, 2020, the Prime Minister signed Decision No. 520/QD-TTg recognizing Cam Lo district as meeting new rural standards (NTM) in 2019. This is the first locality in Quang Tri province to reach the NTM district finish line. According to the plan for the period 2021 - 2025, Cam Lo strives to successfully build an advanced, exemplary NTM district.

In that common achievement, the Women's Union of Cam Lo district has made positive contributions. The Women's Union of the district determined to continue to actively participate in building an advanced, model new-style rural district by concretizing the implementation of the Campaign (CVD) "Building a family of 5 no's and 3 clean's" and the criteria of "building a family of 5 yes's and 3 clean's" through specific models for implementation.
Focus on 4 key contents: Continue to propagate and mobilize to raise awareness among women's union members (WCU) about the criteria of the campaign "Building a family of 5 no's and 3 clean's", especially the new criteria "Building a family of 5 yes's and 3 clean's" associated with the criteria for building advanced and model new rural areas of the district. Register to implement projects and tasks suitable to the functions and tasks of the association and the actual conditions of the locality right from the beginning of the year to have an effective implementation plan. Focus on implementing the criteria "Building a family of 5 yes's and 3 clean's" to meet the requirements of building advanced and model new rural areas in the new period of the locality, at each association base. Regularly inspect and urge the base, periodically integrate the preliminary and final summaries of the campaign to draw experience and promptly disseminate and replicate good, creative and flexible practices suitable for the locality.
Identifying propaganda to raise awareness as an important step, the District Women's Union has focused on implementing activities and emulation movements to implement the resolutions of the women's congresses at all levels. In particular, the annual target is that each union base mobilizes support for at least 5-7 households to meet the criteria of 5 no 3 clean sustainable; each union base registers and implements at least 1 project, part of the work contributing to building new rural areas and civilized urban areas.
After half of the implementation term, the District Women's Union has helped and supported 138/200 households to achieve 8 criteria of sustainable 5 no 3 clean families; 8/8 union bases built 170 rural environmental landscape models (achieving 100% of the set target).
At the same time, promote the application of IT in communication work, create flexibility and spread widely in all levels of the association about the guidelines, new models, good practices such as: the "Green House" model to limit plastic waste to protect the environment, raise funds to support disadvantaged women and orphans in the area; the "Green Garbage Pit" model to treat organic waste into microbial fertilizers at households; post signs with the content of 8 criteria "Building a family of 5 has 3 clean" so that the community can grasp, understand, share and take advantage of the participation of honorary members in the locality.
Through the implementation of the topics and the emulation movement: "Building Quang Tri women of the new era with knowledge, morality, health, patriotism, affection, and responsibility for family and community", the movements associated with promoting the study and following of Ho Chi Minh's ideology, morality, and style among cadres and women's union members, 100% of the union bases have implemented the study and following of Uncle Ho and registered to implement the 8 criteria of the movement.
In addition, in order to bring the resolution into life, the District Women's Union organized a contest to disseminate the resolution of the women's congresses at all levels in 8 communes and towns with 80/80 branches participating. More meaningfully, from the fund of the "Green House" model in 2024, the union committed to the Standing Committee of the District Party Committee to support 50 health insurance cards for disadvantaged women, contributing to the implementation of the Resolution of the District Party Committee, striving to achieve the target of universal health insurance participation by 2025.

In addition, the “No poverty” criterion is implemented by the Women’s Union of Cam Lo district in many diverse forms. Every year, the union bases have organized many activities to support women in starting up, starting a business and helping women escape poverty sustainably.
First of all, it is necessary to review the number of poor HVPNs; grasp the circumstances, thoughts and aspirations of members, thereby determining appropriate solutions to help and support many practical and meaningful activities such as: helping with working days, building a "Seed Bank", lending land for cultivation, lending cash without interest...
In order to support women in accessing preferential capital sources, the association has secured loans from the Vietnam Bank for Social Policies for 2,390 households, through 58 savings and credit groups with outstanding loans of nearly 170 billion VND, accounting for 37.9% of outstanding loans of socio-political organizations.
At the same time, actively direct the Women's Unions of communes and towns to guide HVPN to develop appropriate production plans to access capital to solve employment problems for start-ups, with outstanding loans of more than 44.5 billion VND; capital from the Bank for Agriculture and Rural Development has 4 groups with 93 members, outstanding loans of more than 16 billion VND; Lien Viet Post Bank has 41 customers, outstanding loans of nearly 3 billion VND.
In addition, the association also mobilized capital from the Women's Economic Development Support Fund and other projects of nearly 4 billion VND for 254 HVPNs to borrow to develop their family economy. In the past half term, the association helped 44/44 poor female-headed households, of which 40 poor female-headed households were sponsored with addresses. To date, 37 poor households headed by women have escaped poverty. Thereby, contributing to making Cam Lo district one of the localities with a low rate of poor and near-poor households in the province; by the end of 2023, the whole district had 311 poor households, accounting for 2.09% and 429 near-poor households, accounting for 2.88%.
To continue contributing to the successful construction of an advanced, model new rural district, in the coming time, the Women's Union of Cam Lo district will focus on propaganda and mobilization work to continuously raise awareness of cadres, members, and women about the purpose, meaning, and importance of the new rural construction program associated with building a cultural life and civilized urban areas.
At the same time, imbue the guiding viewpoint of building a new rural area with only a starting point, not an ending point. Maintain the effectiveness and replicate concrete models implementing the movement "Building a family of 5 no's and 3 clean's" and the new criteria "Building a family of 5 yes's and 3 clean's".
Promote support for women in economic development, entrepreneurship, business start-up, and at the same time maintain effective activities to help women escape poverty sustainably" and coordinate well with relevant departments, branches and local honorary members to mobilize maximum support resources. Timely encourage and reward individuals and groups with many contributions to the movement to build advanced and exemplary new rural areas... From there, continue to affirm the role and position of women in the process of building new rural areas in Cam Lo district.
