In Document No. 7420/VPCP-CN, Deputy Prime Minister Tran Hong Ha requested the Ministry of Planning and Investment (the Standing Agency of the State Appraisal Council) to proactively coordinate with relevant ministries and agencies to speed up the appraisal progress of the Pre-Feasibility Study Report of the Investment Project to build the North-South Expressway in the West, Gia Nghia (Dak Nong) - Chon Thanh (Binh Phuoc) section, complete the appraisal report and submit it to the Government before September 30, 2023.
The Chairman of Binh Phuoc Provincial People's Committee directed the completion of additional documents and the completion of the project as requested by the Ministry of Planning and Investment in Official Dispatch No. 7301/BKHĐT-GSTĐĐT dated September 6, 2023.
The Ministers of Finance, Agriculture and Rural Development, National Defense, Construction, Justice, Science and Technology and the State Bank of Vietnam are requested to urgently provide comments and send them to the Ministry of Planning and Investment.
Perspective of Gia Nghia - Chon Thanh expressway project.
The Deputy Prime Minister also assigned the Ministry of Transport to closely coordinate with the Ministry of Planning and Investment in the process of appraising the Project's Pre-Feasibility Study Report; after the State Appraisal Council has an Appraisal Report, the Ministry of Transport shall preside over and coordinate with the Ministry of Planning and Investment to draft the Government's Submission to the National Assembly on the Project's investment policy, to be completed before October 3, 2023.
The Government Office urges the implementation of the above tasks. After the Ministry of Transport has submitted documents, promptly complete the submission procedures for the Government to approve and assign the Minister of Transport to receive and complete the Government's Submission, authorized by the Prime Minister, on behalf of the Government to sign and submit to the National Assembly.
The investment project to build the North-South Expressway in the West, Gia Nghia (Dak Nong) - Chon Thanh (Binh Phuoc) section (Project) has a length of about 128.8 km, passing through Binh Phuoc province (101 km) and Dak Nong province (27.8 km), with a scale of 4 complete lanes, roadbed width of 24.75 m, and one-time site clearance according to the approved planning scale (scale of 6 lanes, roadbed width of 32.25 m).
Regarding the route direction, the starting point of the route is from Km1915+900 of National Highway 14, where the route goes to the left of National Highway 14 in Nhan Co commune, Dak R'lap district, Dak Nong province. The end point of the route is from the intersection with Ho Chi Minh City - Thu Dau Mot - Chon Thanh expressway, building a new open section of about 2km long connecting with Ho Chi Minh road, Chon Thanh - Duc Hoa section.
After the completion of the North-South Expressway project in the West, Gia Nghia - Chon Thanh section, it will shorten the travel time from Dak Nong province to Binh Phuoc province to Ho Chi Minh City, while facilitating connections to Long Thanh international airport and Cai Mep - Thi Vai port (Ba Ria - Vung Tau province); creating a breakthrough for the region in socio-economic development, attracting investment and ensuring national defense and security .
