The Deputy Prime Minister said that personnel work is a key task of the entire political system, and is one of the decisive factors contributing to the country's great and historic achievements.
However, recently, a number of officials and civil servants have been afraid of making mistakes and taking responsibility, not daring to advise or propose work, and not deciding on work within their authority. "There are cases of pushing work to higher levels or to other agencies, lacking coordination, mainly in public investment, land management, real estate, public procurement, and investment," said Mr. Le Minh Khai.
Government leaders acknowledge that this situation leads to a prolonged work process, wasting time, resources, and development opportunities, reducing the effectiveness and efficiency of state management, and hindering direction and administration. In some places, there are very stagnant situations, which undermine the trust of people and businesses in state agencies.

In the coming time, the Government and the Prime Minister request all levels, sectors and localities to seriously implement the regulations of the Party and State; decentralize and delegate power associated with individualizing responsibilities, and promote the responsibility of leaders.
Units should strengthen inspection and examination work; promptly reward officials and civil servants who complete their tasks well, dare to do, and are creative for the common good. "The Government will promptly review, handle, replace or transfer officials and civil servants with weak capacity, who do not dare to do, avoid, or push things away," said Mr. Khai.
