Accordingly, in addition to developing circulars and decrees and amending old decrees that are no longer reasonable, the Ministry of Information and Communications must quickly, urgently, and in accordance with standards.

Notably, the industry's total revenue is estimated at VND 3,744,214 billion, an increase of 1.49% compared to 2022. Along with that, the contribution to GDP of the IT&T industry is estimated at VND 887,398 billion, an increase of 1.34% compared to 2022; The State budget contribution is estimated at VND 99,323 billion, an increase of 1.31% compared to 2022; the total number of employees in the industry is estimated at 1,767,766, an increase of 2.72% compared to 2022. According to Minister Nguyen Manh Hung, in 2023, the national digital transformation with the dual goal of: Developing Digital Government, Digital Economy, Digital Society; and forming strong Vietnamese digital technology enterprises to reach out to the world is increasingly spreading deeply and widely nationwide, leaving no one behind in the comprehensive digital transformation of the whole population, has achieved positive results.

The Law on Electronic Transactions and the Law on Telecommunications were passed by the 15th National Assembly. After 14 years, the Information and Communications sector has had two laws enacted within one year. Directive No. 07 of the Prime Minister on strengthening policy communication has fundamentally changed thinking and awareness, considering policy communication as first and foremost a task and a function of State administrative agencies, contributing to the formation of the apparatus and resources for this work. In the postal sector in 2023, Vietnam will continue to have a clear shift with the explosion of e-commerce contributing to promoting the digital economy. Postal service revenue reached VND 58,900 billion, up 9.3% compared to 2022. Along with that, Vietnam was recorded to move up 1 rank according to the 2023 postal development index (from group 5 to group 6; group 10 is the highest group). Regarding telecommunications and digital infrastructure , Vietnam has recorded strong progress, gradually fulfilling its role as an important economic and technical infrastructure of the Digital Government, Digital Economy, and Digital Society. In particular, despite being a developing country with a low average income, Vietnam has a higher 4G coverage than developed countries, with a rate of 99.8%. Currently, the Ministry of Information and Communications is testing 5G in 59 provinces and cities; the rate of population covered by 4G is up to 99.8%. The rate of smartphone users/total mobile phone users continues to increase to 84.4% (higher than the world average of 63%). This is an effort of the IT&T industry towards the goal of 100% of users having smartphones by the end of 2024. In the digital technology industry , revenue is recorded at 142 billion USD, with Vietnam's value accounting for 28.7%. Of which, about 1,500 digital technology enterprises have revenue from foreign markets (an increase of nearly 4% compared to 2022). According to the general assessment, developing the digital technology industry, bringing "Make in Vietnam" technology into all aspects of social life. Regarding network information security , this continues to be a bright spot when people have been basically protected in cyberspace. The number of IPs in Vietnam in 2023 in the Botnet network continued to decrease continuously over the past 5 years (down nearly 70% since 2018). The national malicious domain name warning and prevention system has blocked 9,073 websites that violate the law, including 2,603 ​​fraudulent websites, protecting more than 10 million people from accessing illegal and fraudulent websites online. 2023 is also the year of innovation in the approach to protecting people in cyberspace, when nearly 125,000 website sources have been established and connected, integrated with network information security solutions. The press and media sector continues to affirm its important role in honestly reflecting the mainstream of Vietnamese society, creating consensus, spreading positive energy, creating social trust, contributing to creating spiritual strength for Vietnam to break through and become a developed, high-income country with a socialist orientation.

The Minister said that with 120,000 documents and institutions in the legal system, it has exceeded the processing capacity of individuals. This number continues to increase every year. "Therefore, the only solution now is to let AI handle large numbers, humans handle small numbers," the Minister proposed a solution. "Small numbers require a lot of imagination, a lot of creativity, and that is the strength of humans. With large numbers, humans always feel uncomfortable doing, find it difficult to do, and tend to shirk. And now AI can do it instead, and do it much better."
