On the morning of February 25, Prime Minister Pham Minh Chinh, Head of the Steering Committee for Waste Prevention and Control, chaired the first meeting of the Steering Committee for Waste Prevention and Control to review the work and supplement and strengthen the Steering Committee; deploy tasks for waste prevention and control in the coming time, especially handling backlog projects to free up resources for development. The meeting was held in person and online with 63 provinces and centrally-run cities.

On December 17, 2024, Prime Minister Pham Minh Chinh signed Decision No. 1579/QD-TTg on the establishment of the Steering Committee for Waste Prevention and Control headed by the Prime Minister; and at the same time issued the Steering Committee's operating regulations.
At the meeting, delegates spoke to clarify the work that has been implemented, the results achieved, the difficulties, limitations and causes, and lessons learned to serve as a basis for proposing tasks and solutions in the coming time, especially removing difficulties and obstacles for long-standing projects.
Accordingly, in recent times, the work of combating waste has been promoted and developed in many areas, contributing to the mobilization, management and effective use of human resources, material resources, financial resources, ensuring national defense, security, foreign affairs, social security and social welfare of the country. In the period of 2019 - 2023, there were over 200 decrees of the Government, over 750 decisions of the Prime Minister; over 900 circulars of ministries and branches issued under their authority related to financial resources. Mechanisms and policies on the management and use of extra-budgetary financial funds continued to be completed; laws and policies on public debt management continued to be completed in accordance with the practical situation in the country and international practices; The system of important legal documents and policies in the management, investment, exploitation and use of physical, economic and social resources... is issued promptly, thereby contributing to the successful implementation of socio-economic development goals and targets, finance, budget, mobilization, management and effective use of the country's resources.

In his concluding remarks, Prime Minister Pham Minh Chinh emphasized: The work of preventing and combating waste has received special attention from the Party and State, and is one of the important factors to increase resource strength, ensure social security, promote development, and enrich the country, especially in the new revolutionary period.
In addition to the achieved results, the Prime Minister said that there is still much work to be done because waste occurs quite commonly in many different forms and forms, causing many serious consequences for development, especially in areas such as: financial management, credit, public assets, public investment, land, mineral resources, state capital management in enterprises, labor management and working time...
The Prime Minister requested the Steering Committee to review the work that has been implemented, the results achieved, the difficulties, limitations and causes, and lessons learned to serve as a basis for proposing tasks and solutions for the coming time, especially the removal of difficulties and obstacles for long-standing backlog projects to promptly resolve them, freeing up resources for the economy; unifying in the perception of the role and importance of waste prevention and control at present in all levels, sectors, and fields, both public and private. Relevant levels, sectors, localities, and entities continue to review and promptly perfect institutions, policies, and laws in the fields of socio-economic management and waste prevention and control, clearly identify obstacles and bottlenecks, and on that basis promptly resolve them according to their authority; review wasteful and long-standing projects and propose appropriate, timely, and effective handling mechanisms and policies; Review, amend, and cut administrative procedures that cause congestion and waste resources; implement smart governance, accelerate the application of digital technology, artificial intelligence, and big data in management and supervision; review coordination to ensure close and effective coordination according to Party regulations and State laws. Ministries, branches, and localities, based on their functions, tasks, and powers, proactively develop plans and implement tasks and solutions within their authority.
Along with that, the Prime Minister asked the members of the Steering Committee to propose the expected activities in 2025 of the ministries and branches under their charge, the tasks and solutions that need to be focused on implementing, and to exchange and discuss methods to continue promoting the role of the established steering committees in parallel with the activities of the Steering Committee on Waste Prevention and Control.
The Prime Minister assigned the Ministry of Finance to preside over and coordinate with the Government Office to synthesize opinions, promptly complete and submit to the Prime Minister to issue a notice concluding the meeting, decide on the reorganization of the Steering Committee members according to the new organizational structure, the 2025 operation plan of the Steering Committee and assign specific responsibilities to each member of the Steering Committee for timely implementation.
