Kinhtedothi - Decision No. 153/QD-TTg approving the Task of establishing a Restoration Plan for the special national architectural and artistic relic of Dinh So, Quoc Oai district, Hanoi city.
According to the Decision, the planning research area is the entire natural area of Cong Hoa commune, Quoc Oai district, Hanoi city to research, identify and determine the location and relationship between Dinh So and other relics, religious and belief works in the area.
The planning scale is about 31.34 hectares, in Cong Hoa commune, including: The entire protected area (areas I and II) of the special national architectural and artistic relic Dinh So, is 4.1 hectares (Decision No. 1820/QD-TTg dated December 24, 2018 of the Prime Minister). The area studied and proposed for expansion and addition to the protection area II of the relic is about 27.24 hectares.
The area studied and proposed for expansion and addition to the protection zone II of the relic (including: the landscape area outside the Day River dike; the existing residential area behind and on both sides of the road to the relic and the cultural living space of the community surrounding the relic), is about 27.24 hectares; to create a protection belt and form the ecological landscape space of the relic; to build additional technical infrastructure systems, auxiliary works and functional areas, ensuring a harmonious connection between the relic and the community, meeting the requirements of protecting and promoting the value of the relic (if necessary).
The subject of the planning research is the special national architectural and artistic relic of So Communal House which has been zoned for protection; the cultural heritage values, documentary heritage, documents, and artifacts associated with the relic, space, architecture, and cultural landscape of So village.
Forming an attractive cultural and historical tourist destination of the Capital
The decision clearly states that the planning objective is to identify, preserve, renovate and restore the original elements constituting the So Communal House National Special Relic; to preserve the intangible cultural values associated with the relic and the So village community.
At the same time, it forms an attractive cultural and historical tourist destination of the capital, connecting with other relics and tourist attractions in Quoc Oai district and Hanoi city; creating a chain of unique and rich tourism products associated with developing creative cultural spaces and promoting the value of local traditional craft villages. Creating a regional connection between the architectural and artistic relic of Dinh So with other relics of So village and neighboring areas; making Dinh So an important destination on the cultural heritage tourism route in the West of Hanoi city.
Content of Planning Task
According to the Decision, survey and measure the current terrain within the planning scope; determine the planning structure, landscape architecture of the area; location, terrain structure, climate, soil.
Survey and evaluate the current status of land use, current status of technical infrastructure in the planning area (traffic, water resources and water supply, wastewater drainage and environmental sanitation, electricity supply and communications...).
Research, survey, and supplement the location and boundaries of areas expected to need land use conversion to carry out the work of preserving, repairing, restoring relics and investing in infrastructure (if any).
Determine the development indicators and forecasts of the planning area: Local socio-economic development indicators; population forecast and population growth pressure on the relic area; number of tourists, tourism demand and tourism services; technical infrastructure indicators.
Orientation of preservation, restoration and rehabilitation of relics
According to the Decision, a list of relics in need of preservation, repair, and restoration and the level of preservation, repair, and restoration for each relic item is made.
Proposing general solutions for preserving, restoring, rehabilitating and promoting the value of relics; linking the conservation of cultural heritage and natural landscapes with the goal of socio-economic development; measures for managing and protecting relics, antiquities, archaeological artifacts, worship objects, etc.;
Propose solutions for preservation, renovation and restoration of each construction item and artifacts at the relic. Research solutions for restoration of the left and right houses of the relic on a scientific basis. Propose archaeological excavations (if necessary) to strengthen the scientific basis for restoration of the relic...
Proposing spatial connection between Dinh So with relics and tourist attractions in the research area and vicinity (Thay Pagoda, Tay Phuong Pagoda, Tram Gian Pagoda, Tram Pagoda...).
Orientation to promote the value of relics associated with tourism development
Proposing orientations to promote the value of relics associated with sustainable tourism development; forming unique and attractive tourism products suitable to the characteristics and typical values of relics and promoting local advantages.
Reasonable and effective exploitation of relic values; propose the arrangement of a reasonable and synchronous service infrastructure system in the planning area to serve socio-economic development, tourism and services.
Planning time not exceeding 24 months
According to the Decision, the planning period shall not exceed 24 months from the date the Planning Task is approved (not including the time for appraisal, approval of estimates, bidding to select consulting units, appraisal and approval of planning).
The Prime Minister assigned the Hanoi People's Committee to arrange capital sources, approve the cost estimates for planning and other costs related to planning work. Take full responsibility before the law, the Prime Minister, and relevant authorities for the scope and boundaries of the proposed planning; for the order, procedures, accuracy, and legality of the content, documents, data, reporting information, and maps in the dossier submitted for appraisal and approval of the Planning Task and during the planning organization process.
At the same time, preside over and coordinate with the Ministry of Culture, Sports and Tourism and relevant ministries and branches to organize the preparation and submission for approval of planning documents in accordance with legal regulations.
