On December 29, 2023, the Prime Minister issued Decision No. 1735/QD-TTg approving the Planning of Thai Binh province for the period 2021 - 2030, with a vision to 2050, in which the specific determination of the location and boundaries of Tien Hai wetland nature reserve is a task included in the provincial planning implementation plan. With the consensus of central ministries, branches, experts, scientists and local people, Thai Binh has specifically determined the location and boundaries of Tien Hai wetland nature reserve, on that basis, continuing to plant forests, protect forests, conserve and develop biodiversity, ensure socio-economic development and develop a diverse marine economic space.
The province has carried out procedures and processes in accordance with legal regulations in determining the location, boundaries and area of the Tien Hai wetland nature reserve.
The need for harmonious development towards the sea
Thai Binh is a coastal province in the Red River Delta, with a natural area of 1,584.61 km 2 , about 52 km of coastline and 5 large river mouths flowing into the sea, creating a tidal flat area of over 16,000 hectares, thereby creating many potentials and strengths for developing the marine economy. Because it is bordered by rivers and provinces on three sides, developing towards the East, building dykes to reclaim land from the sea is a solution for Thai Binh province to expand land funds, creating space for socio-economic development, this is also the direction that has been implemented for generations in Thai Binh. The Resolution of the 20th Provincial Party Congress, term 2020 - 2025 specifically identifies and unifies the goal of focusing on building the marine economy into the province's economic focus, making an important contribution to socio-economic development, consolidating national defense and security, firmly protecting maritime sovereignty and national border security.
However, Thai Binh people are always strongly affected by nature and climate change from the sea. Storms, rising water, high tides, deep salinity intrusion... every day affect all aspects of life, economy and society. More than anyone else, Thai Binh people are always aware of protecting the environment, ecosystems, mangrove forests, conserving biodiversity, protecting the sea, creating long-term stable livelihoods... so that people always live in harmony with nature, always protected by nature. This is a consistent policy of Thai Binh province in the process of developing towards the East.
In Decision 1735/QD-TTg dated December 29, 2023 of the Prime Minister approving the Planning of Thai Binh province for the period 2021 - 2030, with a vision to 2050, it is also determined that "socio-economic development is associated with environmental protection and maintaining ecological balance; proactively responding to climate change, towards a green, circular and environmentally friendly economy". The establishment of Tien Hai Wetland Nature Reserve is a specific step in implementing this orientation.
Determining the scale and area of Tien Hai wetland nature reserve
Due to its importance in the conservation of migratory birds, in 2002, Tien Hai wetland was recognized as one of the important wetlands of Vietnam. On December 2, 2004, UNESCO recognized the "Red River Delta Inter-Provincial Coastal Biosphere Reserve" including the wetlands in the southern part of the Northern coastal region located at the mouths of the Thai Binh, Red and Day rivers in the three Red River Delta provinces: Thai Binh, Nam Dinh and Ninh Binh as a world biosphere reserve in Vietnam.
In 2014, with the desire to focus on developing forests on tidal flats to preserve land, combat climate change, create livelihoods for people, and aim to form a wetland nature reserve, Thai Binh province issued Decision No. 2159/QD-UBND, dated September 26, 2014, approving the project to establish a special-use forest with an area of 12,500 hectares called "Tien Hai Wetland Nature Reserve". The scope, boundaries, and scale of the reserve are inherited from Decision No. 660/KH, dated October 4, 1995 of the Ministry of Forestry; the data is only qualitative, aiming to guide the development of a forest conservation and development plan. Determining the location, boundaries, and area of Tien Hai wetland nature reserve is important, ensuring compliance with approved plans such as the National Master Plan for the period 2021 - 2030, vision to 2050; Thai Binh Provincial Master Plan for the period 2021 - 2030, vision to 2050; Thai Binh Economic Zone Master Plan...
To carry out that task, the province has implemented the procedures and processes in accordance with the provisions of law. The development of the marine economy and the creation of a new economic space towards the sea must comply with Decision No. 1735/QD-TTg dated December 29, 2023 of the Prime Minister approving the Planning of Thai Binh province for the period 2021-2030, with a vision to 2050; Decision No. 1486/QD-TTg dated October 28, 2019 of the Prime Minister approving the Master Plan for the construction of Thai Binh Economic Zone, Thai Binh province to 2040, with a vision to 2050. This is an important basis, together with the consultation of central ministries, branches, experts, scientists and local people, for Thai Binh to specifically establish the location and boundaries of the Tien Hai wetland nature and human conservation area.
On August 20, the Provincial People's Committee issued Decision No. 1357/QD-UBND on determining the location, boundaries and area of Tien Hai wetland nature reserve and relevant legal provisions. In which it is determined that: - Location: Tien Hai Wetland Nature Reserve is located outside dykes No. 5 and No. 6 of Tien Hai district, bordering Tra Ly estuary and the planning of Con Vanh - Con Thu urban service area to the North, Ba Lat estuary and the planning of Con Vanh - Con Thu urban service area to the South, bordering high-tech aquaculture planning area, Con Vanh - Con Thu urban service area planning area, sea encroachment area and Dong Chau coastal city planning area to the East. - Boundary: The boundary of Tien Hai wetland nature reserve is determined by 33 coordinate points. - Area: Total area of the conservation area is: 12,500ha, including: + Strictly protected area: 2,726ha; + Ecological restoration area: 9,774ha; + The buffer zone of Tien Hai wetland nature reserve is the adjacent area, surrounding the boundary of Tien Hai wetland nature reserve with an area of 3,446.5 hectares. |
Committed to comply with international regulations and conventions on environmental protection
Mr. Nguyen Van Chien, Director of the Department of Agriculture and Rural Development, said: Over the years, Thai Binh province has always complied with the purposes, principles and regulations of the Ramsar Convention, the Red River Delta Biosphere Reserve recognized by UNESCO in 2004. The consistent and unified viewpoint of the province in implementing development goals is to harmoniously combine economic development with nature conservation and environmental protection; not to trade the environment for mere economic growth. Currently, Thai Binh has two wetland nature reserves with a total area of 19,060 hectares, accounting for a very large proportion of the coastal area of the province, specifically: Thai Thuy wetland nature reserve with a scale of 6,560 hectares, Tien Hai wetland nature reserve with a scale of 12,500 hectares. Management activities of Tien Hai wetland nature reserve are carried out according to the Regulations on management of Thai Binh wetland nature reserve in Decision No. 12/QD-UBND, dated January 5, 2021 of the Provincial People's Committee; the establishment and management of activities in functional subdivisions are prescribed in Article 16 of Decree No. 66/2019/ND-CP, dated July 29, 2019 of the Government.
Tien Hai Wetland Nature Reserve has 590.7 hectares of mangrove forest.
In Tien Hai wetland nature reserve, there are 590.7 hectares of mangrove forest, all of which are special-use forests with a variety of mangrove species. With the goal of managing, conserving, using and sustainably developing Tien Hai wetland nature reserve, every year, reviewing land funds for new forest planting, Thai Binh strives to have a total newly planted area of about 500 hectares in the following years, while promoting education and propaganda to raise awareness of the community - the subject in wetland nature conservation, ensuring the participation of local communities in implementing conservation measures to enhance people's responsibility and awareness of environmental protection.
