Developing model cooperatives, supporting OCOP products

Chairman of the City People's Council Luong Nguyen Minh Triet requested departments, branches, localities and units to increase awareness of collective economy for cadres and civil servants in advising on policies and regimes, and promote propaganda among different subjects; thereby, so that people and subjects can see the attention of the city authorities at all levels, creating motivation for people to rise up and participate in cooperatives and cooperatives.

It is necessary to determine the responsibility for implementing Program 24-Ctr/TU dated December 5, 2022 of the Da Nang City Party Committee to implement Resolution No. 20-NQ/TW of the 13th Party Central Committee on continuing to innovate, develop and improve the efficiency of the collective economy in the new period; review, evaluate and ensure the completion of the set targets.

The City Cooperative Union reviews and re-evaluates the current status of cooperatives. Thereby, grasping the specific needs, aspirations, and proposals of cooperatives for development; having drastic solutions to resolve and dissolve cooperatives that are no longer operating.

Relevant departments, branches, sectors and units need to review existing policies related to the collective economy, focusing on the following factors: feasibility, accessibility, policy spending levels and have an evaluation report on the policies from now until December 15, 2023.

The City People's Committee, the Cooperative Union and localities focus on disseminating existing policies in various ways; units focus on researching and proactively proposing new policies for the collective economy, including support policies for non-agricultural cooperatives, services, human resource policies, policies to support the development of OCOP products, etc.

It is necessary to review programs to properly perform roles, functions and tasks; focus on building and developing model cooperatives, strengthening communication and promotion work; consolidating the steering committee for collective economic development... Regarding the establishment of a center to display and support the consumption of cooperative products, it is expected to be piloted in Hoa Vang district.

Chairman of the City People's Council Luong Nguyen Minh Triet requested departments, branches, sectors and political organizations to take drastic action to create strong development momentum, in line with the spirit of Resolution No. 20-NQ/TW of the 13th Party Central Committee.

According to the report of the City Cooperative Union, up to now, the whole city has 274 cooperative groups with 2,159 members, total business capital of more than 40 billion VND, creating stable jobs for more than 4,500 workers; 148 cooperatives and cooperative unions with total charter capital of 367.7 billion VND, attracting 9,503 members, creating jobs for 14,937 workers.

Regarding policies to support collective economic development, there are currently 26 policies being applied in the city issued by the Central Government and the city related to taxes, fees, propaganda about collective economy, cooperatives, trade promotion support, market expansion, technological innovation, strengthening collective economic organizations, cooperatives, etc.

Up to now, the Central Government and the city have not had specific support policies for the collective economic sector and cooperatives, but mainly integrated them into policies from sectors and enterprises such as agricultural promotion programs, industrial promotion programs, trade promotion programs and some specific programs of the city.

In reality, the rate of cooperatives in the area accessing and benefiting from support policies is still low due to many reasons. The issued mechanisms are not really close to practical requirements and have not brought about the desired results.

The problem of young human resources in cooperatives is still limited, most of the management staff are old and have not been able to promote their existing internal strength.

The City Cooperative Union proposes and recommends that the Standing Committee of the City People's Council pay attention to and give opinions to agencies and units to implement policies and regimes for cadres; create conditions and advise on providing additional charter capital for the Cooperative Development Support Fund, create conditions for members to access preferential capital sources, develop production and business; establish a Center to display and support the consumption of cooperative products.

At the same time, build a model cooperative for replication; support policies for developing OCOP products; remove difficulties and obstacles in implementing financial-related policies.

In particular, it is recommended that the People's Council pay attention to, research, develop and promulgate separate policies suitable to the situation and practical development of the city's collective economy and cooperatives.
