On the evening of September 23, information from the Steering Committee for Natural Disaster Prevention, Search and Rescue and Civil Defense of Thanh Hoa province said that the current water level on the Len River at the Len hydrological station is (+5.83m), 0.17m below alert level 3 (BĐ III).
The Len River water is rising, causing many difficulties for some households outside the dike in Ha Trung district (Thanh Hoa).
According to the forecast of Thanh Hoa Province Hydrometeorological Station, in the next 12 hours, the water level of Len River at Len hydrological station is likely to reach alarm level 3 (+6.00m) at around 19-21 o'clock.
Previously, at noon on September 23, the water level on the Buoi River at the Kim Tan Hydrological Station was (+11.51m), 0.49m below the level III alarm. According to the forecast, in the next 12 hours, the flood level on the Buoi River will continue to rise. The water level at the Kim Tan Hydrological Station is likely to reach the level III alarm (+12.00m) at around 7-9 p.m.
Some households along the dike in Thuan Loc, Quang Loc, Phong Loc communes of Hau Loc district (Thanh Hoa) were flooded.
The Provincial Steering Committee for Natural Disaster Prevention, Search and Rescue and Civil Defense issued a third alert, requesting the Chairmen of the People's Committees of Ha Trung, Thach Thanh, Vinh Loc, Nga Son and Hau Loc districts to continue patrolling and guarding the dikes and protecting the dikes according to the alert levels, ready to deploy plans to ensure the safety of dike works; especially the key points of the dikes and sluices under the dikes in the area; readying materials, means and human resources according to the "4 on-site" motto to handle immediately when bad situations occur.
Local authorities proactively deploy evacuation plans to ensure absolute safety for people living in riverbank areas; warn people not to participate in activities such as traveling, collecting firewood, fishing along the river, on the river; organize 24/7 on-duty, closely monitor the development of rain and floods to be ready to handle emergency situations.
People in some communes along the dike in Hau Loc district (Thanh Hoa) had to move their belongings to a safe place due to flooding.
Also this afternoon (September 23), the Department of Dyke Management and Natural Disaster Prevention, Ministry of Agriculture and Rural Development sent an official dispatch to the People's Committee of Thanh Hoa province regarding patrolling, guarding, and ensuring dyke safety.
To ensure the safety of the dike system, the Ministry of Agriculture and Rural Development requests the People's Committee of Thanh Hoa province to direct local authorities at all levels and functional agencies to implement: Inspect, review and deploy in practice the protection plan for key dike points, dike works that have had incidents but have not been handled or repaired, and works under construction; prepare forces, materials, vehicles, machinery and equipment to protect the dikes, promptly handle incidents from the first hour, ensuring the safety of the dike routes.

Organize forces and seriously carry out patrolling and guarding to protect dikes in accordance with the provisions of Circular No. 01/2009/TT-BNN dated January 6, 2009 of the Ministry of Agriculture and Rural Development on guidance on patrolling and guarding to protect dikes during flood season.
Closely monitor the development of flood water levels on river banks and the situation of the dike system, promptly report dike incidents to the Ministry of Agriculture and Rural Development (through the Department of Dike Management and Disaster Prevention and Control) for coordination and direction.
