Identifying Party building as a key task, the Party Committee of Cam Pha City focuses on leading the Party building in terms of politics, ideology and ethics; creatively and persistently implementing the effective direction of "determination, drasticness, creativity, efficiency" and the working motto of "Clear people, clear work, substance, efficiency". The Party Committee of Cam Pha City has issued projects, resolutions and regulations to lead and direct personnel work. Implementing Resolution No. 18-NQ/TW dated October 25, 2017 of the Party Central Committee, 12th tenure, Cam Pha City established the Party Committee of Party agencies, mass organizations, People's Council and Justice of the city, the Party Committee of the city government; the Party Committee of Hai Hoa commune; developing projects and plans to arrange and streamline the apparatus of the political system according to a roadmap to ensure streamlining, efficient, effective and efficient operations.
The city has strengthened the review, assessment, planning, training, assignment, mobilization, and rotation of cadres both vertically and horizontally, aiming at a team of young, capable, and promising cadres. Focus on directing the work of developing party members in the direction of emphasizing quality, not quantity; from 2020 to present, the city has admitted 1,052 new party members, exceeding 71.3% of the target of the Resolution of the 23rd City Party Congress, term 2020-2025. Every year, over 85% of grassroots party organizations, party cells under grassroots party committees and party members in Cam Pha are evaluated and classified as having completed their tasks well or better.
Cam Pha City continues to innovate and improve the effectiveness of mass mobilization work, building 1,906 effective "Smart Mass Mobilization" models with high spread, focusing on "new" and "difficult" fields and tasks; thereby firmly grasping the situation of the people, ethnic groups, religions, orienting people's thoughts and public opinion; enhancing direct dialogue between the heads of the city Party Committee and government with the people; maintaining meetings between the Standing Committee of the City Party Committee and village and neighborhood cadres. Regarding economic growth rate, the average in the 2020-2025 period reached 10.75%/year; the total state budget revenue assigned by the province in the 2020-2025 period is estimated at over 8,776 billion VND; the average budget revenue is over 1,755 billion VND/year. Regarding the total budget expenditure of the city in the 2020-2025 period, it is estimated at over 9,200 billion VND, ensuring funding to carry out the city's political tasks.
In the period of 2020-2025, the total public investment capital of the city is estimated at 2,749 billion VND, investment projects are dynamic, connecting regions and localities, ensuring focus and key points; the proportion of development investment expenditure reaches an average of 40% of total budget expenditure. The city does not have outstanding debt in basic construction. The urban infrastructure of Cam Pha city is invested methodically, the urbanization rate reaches over 95.7%, the highest in the province.
The economic structure has shifted sustainably and effectively from “brown” to “green” development; the production value of the trade and service sector has increased by an average of 18.05% per year; the agriculture, forestry and fishery sector has increased by 11.4% per year (exceeding the target set by the Resolution). The industrial sector has developed in a more sustainable direction, rapidly increasing the scale and proportion of the processing and manufacturing industry; and developing the mining industry reasonably and sustainably.
Cam Pha City has implemented three strategic breakthroughs, allocating resources to build urban infrastructure, especially traffic infrastructure in a synchronous and modern direction. The city has mobilized socialization, arranged budget for infrastructure investment, built communes that meet new rural standards 2 years ahead of schedule and achieved model new rural areas; the material and spiritual life of rural residents has been increasingly improved, the face of the countryside has changed a lot; the average income in rural areas has increased by 10% compared to the beginning of the term.
Cam Pha City focuses on promoting marine economy; maximizing the potential and strengths of the sea and islands to gradually become a key economic sector; the city focuses on attracting non-budgetary investment resources to develop the marine economy. associated with the development of logistics services and some important maritime transport projects.
The city focuses on developing the service and tourism industries into spearhead economic sectors, improving the quality of tourist destinations; building tourism itineraries on Bai Tu Long Bay and Ha Long Bay to connect Cam Pha with Ha Long and Van Don district; exploiting the international-class Yoko Onsen luxury resort. The total number of tourists to Cam Pha City in the period of 2020-2025 reached nearly 5.6 million, with tourism revenue estimated at VND 3,181 billion.
