Not afraid of hard work

The Provincial Vietnam Fatherland Front Committee has 4 advisory councils (ACCs), including: Ethnicity - Religion; Democracy - Law; Economy - Society and People's Foreign Affairs with 23 members. Based on the work program of the ACs, the Standing Committee of the Provincial Vietnam Fatherland Front Committee issues annual plans on the activities of the ACs.

In addition to the "orders" of the Standing Committee of the Vietnam Fatherland Front Committee of the province, many members of the Board of Directors have proactively proposed monitoring contents; including many complicated issues related to land, compensation, resettlement, etc.

As in 2023, through a field survey in Que Son, Dien Ban, Duy Xuyen, the Standing Committee of Democracy - Law of the Provincial Vietnam Fatherland Front Committee reported the survey results and proposed the Standing Committee of the Provincial Vietnam Fatherland Front Committee to organize a delegation to supervise the implementation of policies and laws on compensation, support, and resettlement when the State reclaims land to implement the Dong Que Son Industrial Park project in Huong An town (Que Son).

The Council of Democracy and Law also recommended to the Provincial People's Council and People's Committee a number of contents to direct the implementation of compensation, support, resettlement and land recovery.

Participating in the Standing Committee of the Provincial Vietnam Fatherland Front Committee for many terms, Mr. Phan Khac Chuong - Chairman of the Standing Committee of Democracy - Law said that the exchange and coordination between the professional departments of the Provincial Front and the Standing Committees is very necessary to maximize the role and responsibility of the Standing Committees in the work of the Front.

For the Board of Directors to operate effectively, the Standing Committee of the Vietnam Fatherland Front Provincial Committee needs to focus on consolidating and perfecting the Board of Directors; the members must be enthusiastic, dedicated and have certain professional qualifications in related fields.

At the same time, there is a coordination mechanism between the provincial People's Councils and the district and commune-level People's Councils and advisory boards to promptly grasp and advise on resolving problems arising at the grassroots level; regularly organize training courses to update new knowledge, especially consulting skills...

Regarding the supervision and criticism work of the Front, Mr. Chuong said: “The Standing Committee of the Provincial Front needs to review and evaluate the effectiveness after supervision and criticism; what has been done, what has been overcome, what has not been done… It must be effective for people to believe; otherwise, the supervision and criticism will not be convincing”.

Choose a reputable and responsible person

In the past terms, the Provincial Vietnam Fatherland Front Committee has always focused on promoting the role of individual members. The proportion of members who are typical individuals, prestigious people, and experts in various fields participating in the Provincial Vietnam Fatherland Front Committee, term X, accounts for 38.46% (35/91 members).

In particular, many members participating in the Standing Committee of the Provincial Vietnam Fatherland Front Committee have promoted their sense of responsibility and actively participated in activities, especially survey, supervision, and social criticism activities...

Mr. Nguyen Anh Ca - Chairman of the Economic - Social Council of the Provincial Vietnam Fatherland Front Committee said that as a member of the Provincial Vietnam Fatherland Front Committee and a member of the Council for two terms, he regularly studies and fully attends training courses to improve his understanding of the content, methods, and role of the Front's social supervision and criticism activities.

According to Mr. Ca, social supervision and criticism is a new and difficult activity, requiring members of the Board of Directors to focus on research, selecting content and subjects of supervision and survey to meet practical requirements, receive social attention, and bring legitimate rights and interests to the majority of people.

Mr. Tran Huu Quang - Head of the Inspection Department, Citizen Reception, Complaints and Denunciations Resolution of Quang Nam Provincial Inspectorate (member of the Standing Board of Democracy - Law of the Provincial Vietnam Fatherland Front Committee) said that in order to improve the quality and effectiveness of the front work, the Provincial Vietnam Fatherland Front Committee needs to continue to pay attention to the typicality and practicality in the structure and selection of individual members to participate in the new term of the committee, ensuring the participation of typical individuals who are experts, scientists, managers and those with professional expertise in the fields of work related to the front work.

Mr. Nguyen Phi Hung - Permanent Vice Chairman of the Provincial Vietnam Fatherland Front Committee said that whether the Provincial Vietnam Fatherland Front Committee's Board of Directors operates well or not depends on the individual role in the councils.

If the Board of Directors members are enthusiastic, positive, dedicated, have legal knowledge and practical experience, they will propose practical content to the Front.

During the past term, besides the responsible members of the Board of Directors, who worked hard and contributed many valid opinions; some members, although having professional qualifications and experience, were still affected by their own work, so the time spent on the front work was not much.

For the Board of Directors to operate well, the role of chairing, coordinating and ordering of the Standing Committee of the Provincial Vietnam Fatherland Front Committee is very important. After the congress, the Standing Committee will summarize the term of the Board of Directors' activities, then review, research, discover and invite experts and outstanding individuals in various fields, especially environmental land planning, temporary and dilapidated house removal, new rural construction... to participate in the Board of Directors.

“The Front must select and discover dedicated people to join the Board of Directors. This is similar to the personnel work for the new term, we must select enthusiastic people who understand the related work,” Mr. Hung emphasized.

More than 3,500 social monitoring and criticism

With the motto "Proactive - Specific - Strict - Quality", in the past 5 years, the Vietnam Fatherland Front Committees at all levels proactively selected content and subjects and presided over the organization of 2,451 thematic supervisions (of which the provincial level supervised 29, the district level 373, the commune level 2,049); socio-political organizations at all levels presided over and organized 5,801 supervisions.

The Fatherland Front at all levels chaired the organization of 1,085 social criticism sessions on draft documents of Party committees and authorities at the same level. After supervision and social criticism, the Vietnam Fatherland Front Committee and socio-political organizations at all levels issued 3,329 written recommendations to Party committees, authorities and relevant agencies to study, accept, resolve and respond in writing according to regulations (reaching 79.84%).

In addition, the Vietnam Fatherland Front Committee of the province and localities chaired the organization of 7 conferences to collect opinions from the communities where important national projects, group A projects, projects with large-scale migration and resettlement, high risk of impact on the environment, and direct impact on the lives of the communities where the Vo Chi Cong coastal road completion project is implemented; the project to renovate and upgrade National Highway 14E; the Quang Nam province adaptive integrated development project... The Front constantly improves its organization, apparatus and staff.

During the 2019 - 2024 term, the Vietnam Fatherland Front Committee at the provincial and district levels will reorganize the apparatus towards streamlining and effective operation.

The Vietnam Fatherland Front Committees at all levels regularly consolidate, improve and promote the role of advisory organizations, collaborators, experts, scientists, managers, outstanding individuals, prestigious people among ethnic groups, religions... to participate in the work of the Front, especially in consulting and social criticism activities. In addition to the 4 provincial advisory councils, the district-level Front established 30 advisory boards with 191 members.

The residential front working committee is arranged and organized according to regulations. The whole province has 1,240 residential front working committees that have summarized the end of their term and consulted to elect the new term front working committee according to regulations. (V.ANH)
